The Department of Local Services (DLS) is seeking an experienced Emergency Manager to support the department's readiness for and response to emergencies. As the Emergency Preparedness and Resiliency Manager, you will foster a culture of preparedness within the department by coordinating emergency preparedness measures across all divisions and develop a training plan for leaders and staff to mitigate, prepare, respond, and recover from emergencies and disasters across unincorporated King County. As the department's Emergency Preparedness and Resiliency Manager, you will knit together individual efforts of the director's office and two divisions to create a coordinated approach to emergency preparedness for over 600 employees. You will also work closely with the King County Office of Emergency Management and other local/state/regional partners. You will be responsible for updates to the Department and Division's Continuity of Operations (COOP) plan and will lead efforts to ensure a coordinated response to emergencies. You will develop and facilitate training for department staff and lead the creation of the department's first-ever operation center. What You Will Be Doing: • Collaborate with other emergency preparedness professionals to align the prevention, preparedness, response, and recovery efforts of the department, divisions, and community partners., • Build essential relationships to design, develop, support, and implement various emergency preparedness and resiliency programs, strategies, and initiatives for the department., • Develop and deliver training and exercises and resiliency assessments with the director's office and the divisions on a cyclical basis., • Keep department leadership aware of potential vulnerabilities and emergency preparedness needs across the enterprise through regular updates., • Manage, lead, and coordinate the development, update, and maintenance to the department and division-specific Continuity of Operations (COOP) plans and supporting protocols. Develop and conduct department-wide COOP training and exercises and support countywide efforts., • Lead the development of the Department Operation Center including an activation plan and protocols utilizing the Incident Command System structure during an activation., • Ensure operability of the department's emergency operations systems and processes., • Activate and ensure staffing and training of the DLS's emergency operations and Emergency Support Function (ESF) roles and responsibilities., • Conduct after action reviews and implement improvement plan items following emergency response activations and exercises., • Support, implement, and maintain emergency communications systems and tools within the department., • Represent the department at various local and regional meetings and committees., • Participate in national learning communities to share King County's experience, learn from other communities and jurisdictions, and stay current with relevant research and trends., • Build relationships with community organizations, including rural and historically underserved communities., • Lead public preparedness initiatives and outreach (e.g., community emergency hubs, education campaigns)., • Coordinate with cities, fire districts, utilities, and regional partners., • Serve as DLS liaison to county, state and federal partners. This position is exempt from the overtime provisions of the federal Fair Labor Standards Act (FLSA). The King County Executive expects all FLSA exempt employees to work the hours necessary to satisfactorily perform their jobs. FLSA exempt employees are paid on a salary basis and are not eligible for overtime pay or compensatory time. Emergency Designation Status: Mission Critical Employees who provide, maintain, and re-establish essential county functions as described in agency Continuity of Operations plans.
