Job Description JOB SUMMARY/PURPOSE The Engineering and Planning Manager manages the implementation of Delta Utilities’ Distribution and Transmission Integrity Management Programs (DIMP, TIMP) and ensures the reliability of the gas systems. This includes risk assessment, system inspections, repair and mitigation plans, identification of capital and O&M projects necessary to meet program goals and maintaining and updating standards and procedures for Gas Operations. Responsible for ensuring compliance with DOT regulations documented in CFR 192 and providing technical expertise on industry interpretations. Provides leadership and direction to the department. Provides training and developmental and leadership opportunities for staff. This role can be filled in either of the following locations: • Baton Rouge, Louisiana, • Broussard, Louisiana, • New Orleans, Louisiana, • Shreveport, Louisiana, • Manages the duties of the system planning, standards, and transmission and distribution integrity personnel, including but not limited to setting goals, expectations and ensuring they are met, • Ensures standards and procedures are safe, reliable, functional, economically viable and comply with DOT CFR 192, current Pipeline Safety and Hazardous Materials Administration (PHMSA) regulations and other applicable federal, state and local statues and rules related to gas utility design and installation., • Oversee the performance of risk analysis and root cause analysis., • Evaluate System Risk with risk modeling software for data trends or anomalies and implement preventive countermeasures eliminating the potential for catastrophic asset failures., • Continuously improve the Distribution and Transmission Integrity Management Program plans, procedures, and processes., • Monitors and approves reports including expense accounts, invoices, time entry, department budget review and variance reporting., • Assists in capital and expense budget preparation and manages these budgets for the organization reporting to this position, • Interface with customers, contractors, government representatives, employees and other management as required and have the authority to make decisions for the company in such meetings within approval limits., • Coordinates to ensure open communications with other departments within the Company including Operations, Rates, Regulatory, Finance and others., • Coordinate with Engineering and Operations to apply value analysis to make maintenance/capital decisions, i.e. repair replace and repair redesign, • Lead for a “one company” approach to system planning, standards, procedures, integrity management, and reliability to achieve Company goals and objectives, • Coordinate with Operations and Engineering to ensure that correct preventative and predictive maintenance activities and inspections are performed when due, • Supervises and develops employees. Sets department and individual goals aligned with company goals. Reviews performance and coaches when improvement is needed., • Oversees training of new and current employees to ensure appropriate training is received for assigned responsibilities. Provides development and leadership opportunities appropriate for position level. Minimum education required of the position • Bachelor of Science degree in Engineering from an accredited college or university., • Minimum 7 years in natural gas engineering, project management, and/or integrity management., • Demonstrate knowledge of DOT, API, and ASME codes relating to pipeline design, construction, and operation is required., • Demonstrate and apply knowledge of natural gas pipeline construction and associated operation and maintenance practices and repair procedures for in-service pipelines., • Familiarity with federal, state, and local statutes governing utility design and installation., • Lead teams of personnel with various professional backgrounds and communicate technical information effectively., • Working knowledge of Oracle applications, PowerPlan, AutoCAD, ArcGIS, hydraulic modeling software, and related systems for approvals, workflow, and reporting., • Leadership and Management Skills: Ability to supervise, coach, and develop employees while aligning departmental goals with company objectives., • Decision-making and Problem-solving: Capable of providing engineering approvals and making company decisions within defined limits., • Communication Skills: Strong ability to coordinate with customers, contractors, regulators, and internal stakeholders verbally and in writing., • Organizational and Planning Skills: Competent in managing workflows, preparing reports, and overseeing program documentation., • Technical Skills: Proficiency with computer systems designed to support system planning and integrity management., • Ability to provide engineering leadership in both routine operations and emergency response situations., • Capacity to ensure compliance with regulatory and safety requirements., • Ability to train and mentor employees, providing growth opportunities and ensuring proper onboarding., • Able to operate a motor vehicle, including the ability to enter and exit vehicle unassisted., • Able to perform on-site inspections., • Able to operate a personal computer, either desktop or laptop., • Able to sit for extended periods of time., • Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
