All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community. Under general supervision of a physician, performs advanced practice nursing duties at Hamilton County Health & Social Services Division. Duties may be primary care and/or a reproductive and sexual health focus. ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Tasks Provides primary care services for individuals, including chronic disease management, and/or women's and men's sexual and reproductive wellness/family planning services under an approved protocol; obtains patient history and conducts physical examinations; draws blood; orders laboratory work and tests; evaluates testing reports and results; revises treatment plan as necessary to respond to test results; makes diagnosis and treatment plans; may place and remove intrauterine devices and contraceptive implants; issues contraceptives and therapies under protocol, orders or writes prescriptions as needed for medication; orders consultations; makes referrals; educates clients about public health services; educates the community about additional resources available; consults with the supervising physician as appropriate. Participates in ongoing continuing education classes; participates in the development and revision of policies and protocols; participates in peer review; consults and participates in professional development by mentoring and instructing other health care providers; participates in standing committees, community meetings, and board meetings and outreach/medical mobile events; travels to various County clinics to provide services; meets with program manager to review and revise goals. Advanced practice nurse services may be provided in clinic or at outreach sites (includes physical exams and sick care). Performs other related duties as assigned. Minimum Qualifications A registered nurse with a Master's Degree with a major in the clinical nursing specialty of family practice and preparation in specialized practitioner skills. Must have a Certificate of Fitness issued by the Tennessee Board of Nursing; must be licensed or eligible for licensure as a registered professional nurse in Tennessee and current national certification in the appropriate nursing specialty area. A valid driver's license is required. OR A registered nurse who holds an Advanced Practice Nurse Certificate, as deemed by the Tennessee Board of Nursing, with specialized practitioner skills in the clinical nursing specialty of family practice. Must have a Certificate of Fitness issued by the Tennessee Board of Nursing; must be licensed or eligible for licensure as a registered professional nurse in Tennessee and current national certification in the appropriate nursing specialty area. A valid driver's license is required. OR A new graduate with a Master's of Science Degree in Nursing may be considered, but must be eligible to sit for the Advanced Practice Nurse Certification test and be eligible to apply for a certificate of Fitness issued by the Tennessee Board of Nursing plus a minimum of 500 hours of working or training as a clinician in a primary care setting. If hired, the new graduate must obtain Advanced Practice Nurse Certification in the appropriate nursing specialty area and a Certificate of Fitness within three (3) months of hire. A valid driver's license is required. OR Graduation from an accredited school of medicine with State of Tennessee medical license and DEA registration. Must have completed residency for Internal Medicine or Family Practice and must be board certified or eligible for board certification in Internal Medicine or Family Practice. A valid driver's license is required ADDITIONAL REQUIREMENTS: Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level. This position is deemed essential/situational during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head. PHYSICAL REQUIREMENTS: Work requires long periods of standing, walking, lifting medical supplies weighing up to 10 pounds, assisting patients in transfers to examination tables, performing routine lab work such as blood draws and specimen collection; extended periods of extensive contact with infectious diseases and mentally ill patients, driving to other clinic sites.
