Job Description Title of Position: Reports To: Pay Grade: Annualized Starting Salary: Posting Date: Environmental, Health and Safety Field Officer Manager, Environmental Compliance & Field Safety 616 $49,586 to $74,621 March 6, 2026 Closing Date: March 19, 2026 (5:00 p.m.)(Internal and External Posting) JOB SUMMARY: With guidance from the Manager, Environmental Compliance & Field Safety, this position is responsible for developing, planning, organizing, coordinating and directing all elements of JAXPORT’s Environmental Health and Field Safety Compliance programs. KEY RESPONSIBILITIES: • Ensure employees and stakeholders are in compliance with all Local, State and Federal regulatory requirements (OSHA, EPA, DOT, USCG, CBP, NFPA and FEMA)., • Foster cooperative relationships with all stakeholders that drives and encourage a strong safety culture., • Ability to evaluate, assess and prioritize tasks using good organizational and leadership skills. ESSENTIAL FUNCTIONS:Workers’ Compensation (WC) • Ensure injured employees are provided medical treatment immediately., • Complete all necessary paperwork such as first report of injury forms, supervisor’s investigation form, etc., • Ensure employees on light duty follow doctors’ restrictions., • Work with the Manager, Risk Management and Compliance to analyze and evaluate injuries communicating corrective action plans based off root cause analysis findings.Investigate, • Investigate all accidents (Property damage claims, WC injuries, near misses, etc.)., • Follow established protocol to determine root cause analysis then work with proper management on corrective action plans.Training, • Establishes, Develops, and implements safety training programs., • Develops and delivers training materials to JAXPORT stakeholders., • Coordinates with supervisors and HR to ensure new employees receive all appropriate safety. training and new hire orientation in a timely manner.Safety/Safety Audits, • Works with operations to prepare facility safety procedures and interacts with others to implement process/procedure change necessary to comply with regulations, applicable codes & standards., • Works with Management on documenting job safety plans in Maximo that will capture job hazards, proper PPE to be worn, job site specific safety plans, etc.)., • Thorough knowledge of health and safety laws and guidelines, extensive attention to detail and the ability to provide detailed reports and implement safety procedures required., • Good understanding of data analysis and risk assessment., • Ensure timely and correct reporting of all injuries, near misses, property damage, and environmental incidents.Emergency Preparedness, • Recommends emergency preparedness plans to Public Safety and Senior Management., • Serves as a key member of the JAXPORT Emergency Preparedness team, participating in any planning events and activations for emergencies.Environmental, • Investigates health-related complaints and inspects facilities for compliance with legislation and regulations and ensures necessary records are maintained., • Coordinates ‘Right-To-Know’ programs regarding hazardous chemicals and other substances., • Research and implement new materials handling processes., • Ensure compliance with all regulatory bodies and standards (including OSHA, NFPA, EPA, DOT, COPE, etc.)., • Ensure compliance with all environmental regulations and policies., • Maximize relationship with Verisk 3E as well as with Moran Environmental.Inspections, • Inspect equipment for unsafe workplace conditions., • Monitor employee conformity to safety laws and policies., • Work with Operations to inspect all JAXPORT facilities ensure that basic safety precautions such as fire alarm systems, emergency exits and emergence alarms are working in proper condition and meet all necessary legal building codes., • Keeping meticulous records of all inspections and regularly updating the concerned bodies. DIRECT REPORTS: This position does not supervise employees. OTHER DUTIES: Perform other duties as required or assigned. MINIMUM REQUIREMENTS:Education • Bachelor’s Degree in safety engineering, industrial hygiene, environmental science, or a closely related field required. Five years’ experience in a Safety Sensitive leadership/role may be substituted for education.Experience, • Eight plus years of progressively responsible facility, port/seaport or maritime industry experience required., • Experience with health and safety practices and procedures required., • Experience in conducting risk/vulnerability assessments in an all-hazards spectrum helpful.License/Certifications, • OSHA certifications., • BCSP certifications. Knowledge • Knowledgeable in NFPA, ASME and ANSI standards., • Knowledge of liquefied natural gas operations is preferred., • Formal OSHA training with instructors training certificate preferred.Skills Required, • Exceptional verbal and written communications., • Ability to lead and direct individuals., • Ability to work with a diverse group of both internal and external contacts. TRAVEL: Frequent travel between company locations. OTHER REQUIREMENTS: • Valid driver license is required and must be maintained during employment., • Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC) during employment., • This position is designated as safety sensitive and is subject to pre-employment and random drug and alcohol testing. PHYSICAL REQUIREMENTS • Constantly remain in a stationary position., • Constantly move, traverse inside office or on JAXPORT property to accomplish job duties., • Constantly operate, use or handle equipment, tools, computers and other office machinery., • Occasionally ascend, descend, work atop, traverse on ladders, equipment and buildings to perform maintenance and safety functions. Heights up to 200 feet., • Occasionally position self to move, to maintain or repair equipment on terminal or in office., • Constantly detect, determine, identify, recognize, observe, inspect to read and use computers., • Constantly detect, converse with, convey, and exchange information with others via radio, telephone. Ability to listen to equipment to troubleshoot, • Continuously move, transport and position, material up to 10 pounds and occasionally up to 75 pounds. WORKING CONDITIONS Frequent exposure to unpleasant environmental conditions or hazards. Majority of work performed outside or with exposure to risk.
