The MTA’s Second Avenue Subway project is a $7.7B expansion that will extend the Q Line from 96th Street into East Harlem, adding three new ADA-accessible stations at 106th, 116th, and 125th Streets. This long-awaited project will restore rapid transit access to a community underserved for decades, ease overcrowding on the Lexington Avenue line, and cut commute times—delivering a transformative impact for East Harlem residents and the city as a whole. This position will support the $2B design-build contract for Phase 2 that includes two tunnels that will allow the development of two new subway stations in New York. Led by Connect Plus Partners, a joint venture between FCC Construction and Halmar International, the project brings together extensive experience in large-scale infrastructure, complex tunneling, and urban transit construction. POSITION SUMMARY The Construction Quality Engineer (CQE) is responsible for implementation of the Quality Plan and oversight of all quality issues, ensuring that all aspects of the tunnel meet the required contractual, technical, quality and regulatory standards focusing on quality assurance and control throughout the construction process. He must ensure compliance with the Construction Quality Management Plan (CQMP), Inspection and Test Plans (ITPs), released-for-construction (RFC) drawings and applicable standards. This position must operate independently from production and supervision teams to maintain objectivity and integrity in quality program processes. RESPONSIBILITIES • Develop and implement quality assurance plans ensuring that all construction activities comply with project specifications and standards. This includes preparing method statements, inspection and test plans, and quality management policies and procedures., • Evaluate and document the quality of tunnel construction performed by the construction team, suppliers, and/or subcontractors, ensuring compliance with project requirements, RFC and As-Built drawings, and specifications., • Review and assess the quality of material used in construction, ensuring they meet the required specifications. This involves conducting inspections and tests on materials before they are used on-site., • Maintain comprehensive QA/QC documentation, including certificates, calibration records, test results and non-compliance reports. Ensure that all documentation is accurate and readily available for audits and inspections., • Verify that equipment used in the construction process is fit for purposes, properly calibrated, and maintained as required., • Identify and report non-compliant construction work or supplied products upon discovery and monitor the disposition of non-conformances., • Control the further processing, delivery, installation, or use of non-compliant construction work or supplied products until the issues are corrected, controlled, or removed., • Coordinate and notify all quality activities as indicated in the ITPs with Quality team, and other relevant parties, including contracting authorities, utilities, and governmental authorities., • Coordinate with subcontractors and the client and ensure ITP Witness/Hold points implementation as per contract and technical specification requirements., • Ensure that inspections and tests are performed according to approved ITPs, and that all quality records and documents are complete, accurate, and meet applicable requirements., • Review test packages and relevant documentation prior to conducting inspections and testing., • Works closely with construction teams, project managers and subcontractors to ensure quality standards are met. This includes providing feedback and guidance on quality-related issues and facilitating training in the quality management system., • Perform regular audits and inspections to monitor compliance with quality standards and identify areas for improvement. Generate reports on quality trends and non-conformances issues, proposing corrective actions as necessary., • Organize quality toolbox talks and lessons learned and maintain documentation of such. Prepare and maintain quality records related to their assigned portion of work., • Perform other duties as requested by the Construction Quality Manager and the project’s Quality Manager. EDUCATION AND QUALIFICATIONS • Degree in civil engineering, construction management, geotechnical engineering or similar industry., • A minimum of 15 years of experience in heavy civil projects, tunnel, transit, infrastructure or similar projects in scale and complexity., • Demonstrated relevant experience in full-time Quality Assurance and/or Quality Control management and with design-build contracts., • Current certification in Quality Management from the American Society for Quality (ASQ) or the American Society of Civil Engineers or equivalent experience or education is preferable., • Certification and/or training in quality control inspection and testing, particularly in transit construction projects., • Certification and/or documented training in construction quality assurance and quality control., • Familiarity with ISO 9001:2015 principles in quality systems and quality program implementation. WORK ENVIRONMENT • Work is primarily performed at active construction sites, including underground and surface environments., • Must be able to stand, walk, and climb for extended periods; navigate uneven ground, scaffolding, and ladders; and work around heavy equipment., • Exposure to noise, dust, vibration, confined spaces, and varying weather conditions is common., • Requires regular use of personal protective equipment (PPE), including hard hats, safety boots, high-visibility clothing, and eye/ear protection., • Ability to perform site inspections, monitor field activities, and respond quickly to safety or operational issues in physically demanding conditions., • Flexibility to work extended hours, nights, weekends, and rotating shifts as project demands require., • Occasional office-based work is required for reviewing documents, preparing reports, and coordinating with project management teams.
