Position Summary Performs routine cleaning, preventive maintenance, repairs, and replacements on public housing units and buildings to ensure safe operations of properties. Processes work order documentation. Performs routine grounds, structural, plumbing, appliance, and electrical maintenance. Performs routine painting assignments. Prepares housing unit for new tenants. Leads lesser skilled maintenance staff. Monitors and assures regulatory compliance and satisfactory performance ratings. Requisitions materials, equipment, and parts. Assists property management in resident evictions. Assists to assure NRHA community standards are upheld. Essential Functions Processes work order documentation: receives and prioritizes daily work orders according to standard shop practices; returns work order following completion of assignment; may schedule next day's work activities based on incomplete work. Performs routine grounds maintenance as assigned: removes litter and debris from lawns, sidewalks, and streets. Performs routine structural preventive maintenance, repairs, and replacements on public housing units: performs routine wall repairs; window repairs or replacements; floor repairs or replacements, including minor tile repairs; door repairs or replacements; door hardware installations, repairs, and replacements; window screen and door screen repairs or replacements; ceiling repairs; roof repairs or replacements; and may help install and repair wheelchair or loading ramps. Performs routine paint preparation and painting assignments: patches, caulks, sands, and masks areas to be painted; and paints areas. Performs routine plumbing preventive maintenance, repairs, and replacements: performs routine plumbing fixture maintenance, repair, or replacement, such as installing fixtures, clearing stopped toilets; repairing water heater, replacing valves, clearing blocked drains, minor faucet and toilet repairs; and drains sewer and water main lines. Performs routine appliance preventive maintenance, repairs, and replacements: performs routine stove and oven repairs, such as repairing and replacing gas stove regulators, control knobs, and heating elements; and performs routine refrigerator repairs, such as cleaning refrigerators, clearing drains, and replacing parts. Performs routine electrical preventive maintenance, repairs, and replacements: performs routine light fixture installations, repairs, and replacements; light switch repairs and replacements; smoke alarm installation, repairs, and replacements; minor circuit breaker repairs; intercom repairs; and electrical outlet repairs and replacements. Performs routine heating and ventilation preventive maintenance, repairs, and replacements. Prepares housing unit for new tenants: performs necessary cleaning and repairs; paints or arranges for painting of unit; reviews work to ensure that unit will pass inspection; and informs supervisor of readiness of unit for inspection. Leads lesser skilled maintenance staff in performing preventive maintenance, repairs, and replacements: may assign and inspect work; may train lesser skilled general maintenance staff in duties or in specific trade methods and techniques. Monitors and assures regulatory compliance and satisfactory performance ratings on Department of Housing and Urban Development (HUD) performance indicator; acts to assure satisfactory evaluations on Public Housing Assessment System (PHAS) indicators and other measures as assigned. Requisitions materials, equipment, and parts necessary for completion of repairs. Assists property management in resident evictions as directed: may remove furniture from unit. Assists to assure NRHA community standards are upheld. Performs other related work duties as required. On-Call Status: This is an on-call position and may require availability outside of standard working hours, including evenings, weekends, and during adverse conditions. This position requires the employee to be available to respond to emergencies or urgent maintenance needs as they arise, including during evenings, weekends, and holidays. The employee may also be designated as essential personnel during adverse conditions and required to report to work per NRHA Policy 425 Performance Standards • Prioritizes, completes, and documents work orders accurately and timely., • Maintains clean and litter-free exterior areas., • Performs routine structural repairs and maintenance to standard., • Preps and paints surfaces effectively., • Handles routine plumbing maintenance and repairs safely., • Services basic appliance issues as needed., • Completes minor electrical tasks to code and safely., • Conducts routine HVAC maintenance and minor repairs., • Prepares units for new tenants to inspection standards., • Guides, supports, and trains junior maintenance staff., • Maintains properties to HUD/PHAS standards., • Requests necessary tools, materials, and parts., • Assists with evictions and community standards enforcement., • Responds to after-hours emergencies as on-call and essential personnel. Minimum Qualifications Maintenance Technician II High School Diploma or General Educational Development (GED) certification. Two to three years of progressively responsible experience in residential building maintenance. Maintenance Technician III High School Diploma or General Educational Development (GED) certification. Three to five years of progressively responsible experience in residential building maintenance Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities. Special Requirements • Must possess a valid driver’s license and satisfactory driving record. • Subject to a background check and reference verification prior to hire. • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies. Knowledge, Skills, and Abilities • Considerable knowledge and skill in carpentry, plumbing, appliance, electrical, and grounds maintenance., • Considerable knowledge of safety procedures to be followed in building maintenance., • Proficient knowledge and ability to read and interpret floor plans, blueprints, drawings, or specifications., • Literacy and arithmetical skills to read instructions and directions, and to perform simple arithmetic calculations., • Ability to understand and follow oral and written directions., • Skill in operating standard power tools, such as a power drill and circular saw., • Basic oral communication skills to receive instructions and convey information., • Basic human relations skills to interact with supervisor, maintenance staff, and housing residents; includes skill in working effectively in a team environment, and skill in leading and training lesser-skilled maintenance staff., • Analytical ability to diagnose common repair problems and determine a solution based on standard practices and precedents., • Ability to exercise independent judgment to estimate time to complete assignment, select appropriate work method, determine if additional assistance is needed, and complete assignment without immediate supervision., • Ability to exercise independent initiative to identify and resolve unanticipated maintenance, repairs, and replacements. Physical Requirements While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 70 pounds. Drug Free Workplace: NRHA maintains a drug free workplace. VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions.
