New hires are eligible to apply 30 days after their effective date of hire.Job Summary:The Vice President, Revenue Strategy is a senior executive role responsible for designing, leading, and delivering a comprehensive revenue recovery and optimization strategy for MTA Bridges and Tunnels' approximately $3 billion annual revenue portfolio. As B&T continues to evolve within an increasingly digital and technology-driven tolling environment, this role establishes and leads a newly formed functional team dedicated exclusively to identifying, analyzing, prioritizing, and executing revenue recovery initiatives that improve collection rates, reduce leakage, and strengthen financial outcomes. This position is highly data-driven and analytics-focused, leveraging advanced business intelligence, financial analysis, and operational data to identify revenue risks and opportunities across customer segments, tolling programs, enforcement mechanisms, and external vendor relationships. The Vice President is accountable for meeting defined financial targets established in the November Financial Plan (2025) and Fiscal Baseline Reset 2.0 and any ongoing financial targets related to the collection of revenue at MTA B&T, translating strategic revenue goals into executable initiatives with measurable outcomes. Operating with significant decision-making authority, the role partners closely with B&T departments, MTA stakeholders, and third-party vendors to align analytics, technology, and operational processes in support of high-return revenue recovery strategies. As a newly created function, the role requires building foundational frameworks, governance models, reporting structures, and best practices from the ground up, while embedding data-informed decision-making into day-to-day revenue operations.Key Responsibilities:Lead the strategy and development of revenue recovery initiatives: Develop and own the enterprise-wide revenue recovery strategy, aligned with B&T operational goals, MTA financial plans, and long-term modernization initiatives. Establish and manage financial performance targets, ensuring delivery of revenue improvements required by approved financial plans and baseline reset commitments. Prioritize revenue initiatives based on return on investment (ROI), risk exposure, operational feasibility, and customer impact.Analyze revenue streams to identify opportunities for profitability improvement: Lead the use of advanced analytics, financial modeling, and business intelligence tools to assess revenue performance, identify leakage, and forecast recovery opportunities. Define and oversee key revenue performance metrics, dashboards, and executive reporting to support transparent, data-driven decision-making. Partner with analytics, IT, and data governance teams to improve data availability, data quality, integration, and usability across internal systems and third-party platforms.Direct the implementation of data-driven solutions to identify revenue leakage: Direct the analysis of tolling, transaction, enforcement, and customer data to identify systemic revenue leakage, compliance gaps, and process inefficiencies. Oversee the design and implementation of data-driven solutions that enhance collections, reduce write-offs, and improve recovery rates. Evaluate vendor performance and contractual arrangements using analytics to ensure accountability and maximize value.Collaborate with cross-functional teams to maximize revenue retention and growth Collaborate with Operations, Technology, Finance, Legal, Customer Service, and external partners to translate analytical insights into operational execution. Drive alignment across departments to ensure revenue strategies are embedded into business processes, technology solutions, and customer engagement models. Serve as a senior advisor to executive leadership on revenue risks, trends, and strategic opportunities.Monitor and report on the performance of revenue recovery efforts: Monitor and report on the effectiveness of revenue recovery initiatives, tracking outcomes against established benchmarks and financial targets. Lead continuous improvement efforts by refining strategies, adjusting resource allocation, and scaling successful initiatives. Establish a structured feedback loop to ensure lessons learned are incorporated into future revenue strategies.Establish guidelines and best practices for revenue recovery processes: Develop and institutionalize policies, standards, and best practices for revenue recovery, analytics usage, and performance management. Build governance frameworks to support consistent execution, risk management, and accountability across the revenue lifecycle. Lead the creation and maturation of the revenue strategy function, including staffing, capability development, and long-term roadmap planning.Performs other duties as assignedComplies with all policies and standardsMay be required to work hours outside regular work hours, as applicableObserves the work performed by contractors, as applicableReviews invoices and approves them if the work has contractual standards, as applicableAddresses performance issues with the contractor when possible, as applicableEscalates issues to other parties when needed, as applicable Qualifications:Bachelor’s degree in Business Analytics, Data Science, Finance, Economics, Engineering, Information Systems, or related quantitative discipline.Minimum 16 years progressive leadership experience in revenue strategy, revenue recovery, financial analytics, business intelligence, or data-driven operational optimization within a large, complex organization.Minimum 10 years Management or supervisory role in a large, multi-faceted organization.Valid driver's license in the State of New York.Proven ability to lead and develop high-performing analytics, strategy, or BI teams, including talent development and capability building.Proven ability to analyze high-volume transactional and customer data to identify trends, anomalies, and revenue leakage, and translate analytical findings into actionable business strategies.Demonstrated success leading enterprise-scale, analytics-driven revenue initiatives, including identification and mitigation of revenue leakage and delivery of measurable financial outcomes.Demonstrated expertise in leveraging data analytics and business intelligence platforms (e.g., Power BI, Tableau, Qlik, Looker) to develop executive dashboards, performance metrics, and insights that drive strategic and financial decision-making.Strong expertise in financial analysis, revenue modeling, forecasting, and performance measurement, with direct accountability for achieving defined financial targets.Proven experience using business intelligence platforms, analytics tools, and dashboards to inform executive decision-making and drive operational execution.Experience working across multiple functional areas (Finance, Operations, Technology, Legal, Customer Service) to implement data-informed strategies.Demonstrated ability to build new functions, frameworks, and governance structures within an established organization, including developing processes where limited precedent exists.
