Project Professionals Development Programme - Production Controller As a Production Controller you will be responsible for analysing progress reports, against the existing work schedules, and support corrective actions to minimise impact to the project path. This position will require attendance, at HPC site, Monday-Friday. Some of the main responsibilities of the Production Controller will include: • Working closely with contract and client planning engineers., • Identifying trends and deviations from the original plan and recommend appropriate corrective actions., • Managing the reference levels against which a project is monitored and controlled., • Building and maintaining close working relationships with other disciplines within the organisation, particularly the area delivery and construction teams., • Supporting and coordinating critical path resources to meet agreed targets., • Utilising Project software tools - P6 outputs, Excel databases/spreadsheets, Power BI, SharePoint, CEMAR, & Mpower., • Prepare and support weekly/monthly review and evaluation reports/schedules and flow forecasts for submission to the Delivery Integration team & MEH Alliance., • Attend and influence meetings., • Identify, apply and evaluate cost control techniques to support the monitoring, managing and reporting of the project. Construction Delivery Manager - Heat Sink Job Purpose / Overview Main Tasks: Safety/Records/Coordination Mix of Civils/M&E background if possible buy not essential The Construction Delivery Group forms part of a fully integrated Site Construction Directorate, whose objective is to facilitate the planning and delivery of the HPC Project as Principal Contractor, meeting the safety, quality, cost, and schedule objectives for the Project. The Construction Delivery Manager (CDM) forms part of the Construction Delivery Team embedded within the Construction Delivery Group (See Construction Delivery Group Organisational Note) and supports the construction activities carried out by the Tier 1 contract partners. The CDM reports to the Construction Delivery Lead (CDL) and if required, deputises for them. In collaboration with the CDL and rest of the HPC Delivery Team, the CDM is responsible for the detailed planning, coordination and implementation of the tactical logistics and daily Principal Contractor Oversite of the construction activities to ensure the project's safety, environmental, quality standards and schedule milestones are achieved. The Construction Delivery Manager should look to be out on site 95% of their time and in the Office 5%, attending meetings and producing reports, along with general admin. This ratio is for guidance only and subject to change, either way, due to circumstance at any given point. Contextual Information Operating Environment Hinkley Point C is a nuclear site, based in West Somerset, 15 miles from Bridgwater. The NNB ambition is to build two major EPR nuclear plants, and the position will be part of HPC site construction team. Due to the scale of this project, the programme duration and the immovable completion date, the Construction Delivery Manager should have experience in consistently delivering projects, safely, to right quality and on time. The Construction Delivery Manager will support the delivery of an area, or areas within a specific section of the Works. These areas, which will be associated with specific Contracts, will predominately be in the Nuclear Island (NI) of Unit 1 & 2. The NI is split up into N1 (HR/HK Buildings), N2 (HL Buildings) & N3 (HQ, HN, HD, and others). These allocated areas will be subject to change as and when required to enable an "Agile" approach to the distribution of PC duties, throughout the NI on HPC. The specific Contracts allocated to a CDM will be linked to a Multi-Disciplinary Team (MDT) and will be led by a Senior Project Manager, who has the overall accountability to deliver the project. The CDM will be required to liaise closely with the MDT and support the Construction Delivery Role within it. This responsibility extends to all construction and related activities and includes logistics planning and implementation in collaboration with the site wide logistics team, programming, and planning, monitoring and close out of authorities' obligations and conditions and client liaison. The CDM will be a staunch advocate of our Nuclear Safety culture and help to embed this approach in all processes and activities undertaken on the project, they will also be expected to embed this culture within their associated Tier 1 Contractor Partners. Principal Accountabilities and associated Guidance Documents • Oversee all aspects of Health Safety and Environment during construction activities in their allocated area (s), in accordance with the NNB HPC Construction Phase Plan . • Undertake and record safety and/or assurance inspections that support the project KPI's. The tool at HPC for this is INSIGHT • Be aware of the HPC Drumbeat for the series of Daily and Weekly meetings. • Organise and conduct daily planning meetings called Plan of the Day (PLOD's) with the Contractor Partners, to ensure that the coordination and short term planning is in line with the overall delivery schedule and outputs are recorded and issues escalated. • Supports the CDL and SCDM in the running of the Plan of the Weeks (PLOW's) • Supports the CDL in attending all appropriate Coordination Meetings for their areas of works and contracts as required. • Supports the CDL in attending all Weekly, monthly MDT Meetings for their area of works and contracts as required. • Supports the CDL in attending all Weekly Construction meetings for their area of works and contracts, using and updating the Issues & Action Tracker created for all of the NI Works, as required. • Support the T1 contract partners in the delivery of their scope to enable efficient delivery of their sections of works. Mediate with multiple Tier 1's in any of your allocated areas/contracts. • Recommend temporary measures to mitigate against safety and/or quality concerns, along with program restraints. Follow up by taking appropriate and proportionate action (e.g., issue communications, call meetings) to avoid the cessation of works. This includes but is not limited to review of documents, assurance audits, etc. • Monitor works on site with Continued Surveillance, record findings in your Construction Daily Site Log(s) (DSL), using the Quality Control For Construction tool QCFC, and capturing this on the Tough Pad issued, ensuring information is reported up through the organisation to the Construction Delivery Lead & Senior Construction Delivery Manager. Photographs of working activities should be taken and placed in the DSL, along with Photographs of the Works Authorisation Form, Temporary Access Certificate, Permits and POWRA. Check all are in date and valid. See Surveillance Guideline. Escalate any issues/concerns via detailed reports. Fieldview and QCFC training will be required. • Proactively communicate/co-ordinate with site functions (H&S, quality, surveillance, commercial, project controls, logistics) and other Construction Delivery Managers/Leads, to maintain good communication links, and ensure activity is well and timely reported. This will also include regular attendance at Daily Activity Briefings (DAB's), Pre-Start Briefings, POWRA and supporting the delivery of key messages to the contractor's organisation, along with attendance at the delivery of any major Toolbox Talk or Specific Safety Brief. • Responsible for reviewing and accepting Contract Partner RAMs, Lift Plans etc. using Teamcenter, specially looking to ensure work scope requirements are clearly identified in the submissions, hazards are defined and mitigated against. Review of other documents may be required. Calls upon NNB SME to gather any specialist help to review and identify necessary control measures associated with such RAMs or Documents, to ensure the work can be executed safely. • Assist Tier 1 Partners in the production and validation of RAM's Addendums. Use Docusign for signatures. • Reviews and signs Work Authorisation Forms (WAF's) to give approval for Work Authorisation on all work areas under his/her control. Approves to give "go ahead" before final processing of WAF by Permit to Work (PTW) office. Monitors life cycle of WAF's in their areas and assists the PTW office on the allocation of Primary or Secondary WAF's. See Presentation. See Building & Work Platform Coordination Work Instruction. • Assist the Tier 1's in the production of Hand Over Certificates and associated Temporary Access Certificates (TAC's). An Interface Management Document (IMD) will be required as an appendices of the TAC, this consists of a brief outline of the scope and a RACI. RACI stands for "Responsible, Accountable, Consulted & Informed" and is a simple, effective means for defining project roles and responsibilities, providing a comprehensive chart of who is responsible, accountable, consulted, and informed every step of the way. Use Docusign (Apply to NNB IT Team to activate) to acquire signatures for both H/O's and TAC's. • Ensure that the Construction Team Internal Pre-Work Check Sheet is followed prior to any work commencing and at the start of physical activities if the field. Use of this Check Sheet will assist in compliant delivery. • Working with the CDL & SCDM, ensure that the Tier 1 Contractor Partners are collating Lifetime Quality Records (LTQR's), in a systematic way and in the appropriate format. This will result in an accepted End of Erection Status Report (EESR) • Ensure that the Tier 1 Contractor is complying with all ITP activities in the field and that all Surveillance Opportunity Notification Information Management System (SONIMS) notifications are being booked and adhered to by them. This can be checked at the PLOD's. • Assist the CDL & SCDM in the production of evidence to complete the Delivery Work Packs (DWP's) at T-3. The DWP's associated with your work areas can be found on SWITCH, using the DWP procedure Rev 6 and the PowerPoint presentation • Contributes to the "LIVE" Construction Daily Report (to be produced and Link Required) via the production of the DSL's. • Contributes to the "Live" Works Area Information Sheets, ensuring on a weekly basis that they are up to date and relevant to current activities and associated documents and individuals • Manage Engineering Change in the field, owning RFI's, FCR's and NCR's on both the outgoing CCIS System and the new system which is to be SWITCH and UPDATE. Offer support and guidance, along with ensuring that all appropriate training for a CDM is undertaken. • Fulfils Line Management responsibilities to Construction Delivery Managers. • Oversee all aspects of Health Safety and Environment during construction activities in their allocated area (s), in accordance with the NNB HPC Construction Phase Plan . • Undertake and record safety and/or assurance inspections that support the project KPI's. Calls upon NNB SMEs to gather any specialist help to review and identify necessary control measures associated with such RAMs or Documents, to ensure the work can be executed safely and compliantly. • Ensures that an appropriate Review Matrix is available for Construction related documentation and that the individual MDT's have an up-to-date version to assist them with the correct individuals to carry out document surveillance. • Assists CDM's & Tier 1 Partners in the production and validation of RAM's Addendums. Use Docusign for signatures. • Supports the CDM in Reviewing and Signing WAF's (Work Authorisation Forms) to give approval for Work Authorisation on all work areas under his control. The CDL has actions within the process that they are responsible for and must be trained to use Switch. • Ensure that the Tier 1 Contractor is complying with all ITP activities in the field and that all Surveillance Opportunity Notification Information Management System (SONIMS) notifications are being booked and adhered to by them. This can be checked at the PLOD's. • Ensure that the M&E Construction Team Internal Pre-Work Check Sheet is followed prior to any work commencing and at the start of physical activities if the field. Use of this Check Sheet will assist in compliant delivery. • Advise the Senior Construction Delivery Manager of any issues that come to light that should be addressed contractually such as issuing required notices and matters relating to changes/variations. Liaise with the Senior Construction Delivery Manager to identify and jointly resolve any integration or contractor interface risks or issues. Contribute information on specific area to weekly and monthly reports, as well as issuing and maintaining performance and KPI indicators. Understand and fully implement project procedures for workface contract-charge issues. • The requirements above can be done by contributing to the "LIVE" NNB NI Civil and/or M&E Construction Daily Report (to be produced and Link Required) to ensure information is reported to the required level of detail up through the organisation and escalates any issues/concerns via detailed reports. The content of the Construction Daily Report can be taken from the CDM DSL's and other sources. • Contributes to the "Live" Works Area Contract Specific Information Sheets, ensuring on a weekly basis that they are up to date and relevant to current activities and associated documents and individuals • Ensures that all CDM's in their team are feeding into the "Live "Construction Daily Report and Works Area Contract Specific Information Sheet. • Manage Engineering Change in the field, owning RFI's, FCR's and NCR's on both the outgoing CCIS System and the new system which is to be SWITCH and UPDATE. Training on both systems will be required. Leads discussions with the Joint Design Office (JDO) and MDT PM's on resolving issues. • When instructed to by the SCDL, carry out the CDL role involved in Mobilising a Contractor Partner to site, who will be carrying out works in their allocated areas.
