DEPARTMENT OVERVIEW Following an intensive bid process, we are delighted to announce that MJ Quinn have been awarded the OSA (Openreach Service Agreement) contract which brings significant growth across area such as Mid North Wales, South Wales, The Marches, West Mid Staff and Central regions. This is one of the most significant contract awards in the company’s history and represents a major win in the face of stiff competition from other major national suppliers. OSA is an updated version on Openreach’s former ONSA contract and includes full regional ownership of most network upgrade programmes, network maintenance and repair activities on behalf of Openreach. JOB OBJECTIVE Reporting to and directed by the Area Manager you will support our civils delivery teams to ensure all safety, compliance and quality standards are met through a defined audit and inspection regime set out by the business, liaising with our clients and members of the public on a daily basis. KEY ROLES AND RESPONSIBILITIES • To always promote a positive and professional image of the department, by adhering to company policies, procedures, and standards., • Supervision of infield day-to-day project delivery within geographical area, including delivery to client requirements, safety, quality, street works, supplier performance and improvement across supply chain and direct labour resource., • Ensuring that service level measures are achieved on a basis my both sub-contractors and direct labour resource and manage risk according should this arise., • Work with the supply chain on a daily/weekly basis ensuring that all works are fluid for execution against the required service level measures., • Ensure all emergency response works are made safe within the required 2-hour response time., • Engage with local authorities to ensure a positive working relationship., • Be the infield catalyst for works being executed to the correct standard and therefore preventing any Section 72 Defects., • Take responsibility to ensure that all Section 72 Defects are remedied within 14 calendar days., • Promote a safe working culture by executing a minimum of 2 site safety checks a week., • Investigate accidents, incidents, near misses, quality failures and service deterioration trends., • Raising and following up on non-conformance reports, to ensure that any actions identified, pursued, and resolved., • To attend joint site meeting at the request of customers or utility providers for hot job assessments PERSON SPECIFICAITON • Have strong planning, organisation, and monitoring abilities., • Full UK Driving License which has been continuously held for 12 months or more, with no more than 6 points., • A legal right to work in the UK., • Knowledge of Openreach networks, and particularly a civils and UG background would be advantageous., • Experience in related industry., • Proficiency in Microsoft Excel., • NRSWA Supervisor Units. TERMS AND CONDITIONS Working Conditions Details Department - Civils Reports to - Patch Manager Hours of Work - 8:00am – 16:30pm Rate of Pay - £34,000 - £36,000 Work Location - Stafford Travel Requirements - Yes Holiday Entitlements - 6.6 week per annum, inclusive of bank holidays and company shutdowns. What we are recruiting for: We are currently recruiting for a Commercial Manager (Quantity Surveyor) to join the team delivering a new MoD project in Stafford, Staffordshire. The Commercial Manager is primarily required to lead the procurement and commercial management of work packages of significant scope, complexity and value for the project. This will include the commercial analysis of subcontracts and working closely with the project manager(s) to ensure compliant, co-ordinated and commercially appropriate proposals and outputs in terms of design and cost, as well as undertaking all appropriate levels of internal and external project reporting. Key responsibilities: • Procurement of the project in accordance with approved strategy, ensuring that orders are fully scoped, bought at best value and are correctly contracted in accordance with limits of authority., • Procurement and preparing contracts for execution for Early Works and Surveys, in line with limits of authority., • Managing supply chain relationships at package level to ensure a consistent and coordinated approach to procurement., • Contributes to the robust implementation and management of commercial, legal, insurance and risk controls at package level feeding into the wider management of the Project (including but not limited to OLi and PMTR/PID’s)., • Accurate commercial reporting and contract administration with focus on trade packages and other supply orders., • This includes (but is not limited to) interim payments, management of change accounts, cashflows, final accounting and contract administration., • You will ensure that the project is delivered in a safe, timely, efficient and sustainable manner, whilst achieving project targets, meeting client expectations and enhancing the reputation of the business., • Management of complex packages with less day-to-day supervision. Essential Credentials: • Maintain CSCS card for the role, • Professional Construction Qualifications relevant to the role or qualified by appropriate level of experience (as noted below), • Have a related Chartership such as MRICS Desirable Credentials: • Degree in Quantity Surveying or other construction related degree Skills, Knowledge, Experience, Behaviours Essential Skills • Demonstrates skills in the avoidance and defence of claims, • Written and verbal communication to influence and build relationships, • Ability to influence and lead teams, • Communication, • Delegation, • Negotiation, • Presentation, • Time management and prioritising tasks in order to meet deadlines, • Problem solving, • NEC contract experience and understanding / experience of target cost contracts. Essential Knowledge • Understand and apply commercial & financial procedures and reporting systems, • Maintains detailed prelim forecasts and actual costs and intervenes were negative trends identified, • Demonstrates an understanding of bonds, PCGs, warranty insurances and associated risks, • Demonstrates a clear understanding of the relationship between cost, value and profit, • Reports accurately to the monthly forecast final account, • Manages cash flow to the benefit of the project and business, • Basic knowledge and understanding of JCT, NEC, Construction Management and Management Contracting Contracts, • Knowledge of current construction laws, legislations, and regulations, standards and procedures, • Commercial and financial understanding in the above context – ability to contribute to value engineering as part of the design process.
