Assistant / Procurement Manager (Band 7) (Must have NHS or Public sector Experience) Role Overview • 12 month Fixed Term £47,810 to £54,710, • Location: Shrewsbury (with travel between sites as required)., • Working Pattern: Full-time (37.5 hours per week, Monday–Friday)., • Hybrid Working: Available, with an expectation of approximately 2-3 days per week on-site or as required., • Purpose: To provide professional procurement advice and lead processes that deliver best value and service to the NHS. This role sits within a shared service providing professional procurement expertise across several NHS Trusts and the local Integrated Care Board. The Opportunity: Hospital Transformation Programme The NHS client is currently undertaking an ambitious Hospital Transformation Programme. This includes: • Building and equipping a substantial new hospital facility., • Re-configuration of healthcare services across the region., • We are seeking an experienced manager for a 12-month fixed-term contract(with potential to extend) to support the team during this critical period. Key Responsibilities • Strategic Lead: Manage a portfolio of contracts and lead the tendering process (RFQ/ITT) to include research, evaluation, and negotiation., • Specialist Projects: Identify and manage procurement projects that deliver benefits, including the renewal of key service contracts., • Financial Oversight: Strategically manage non-pay expenditure and identify efficiencies and savings., • Advisory Services: Provide detailed technical advice on purchasing options such as lease, hire, or buy., • Compliance: Ensure all spend adheres to Standing Financial Instructions (SFIs) and UK Procurement Regulations., • Team Leadership: Manage and develop a team to meet performance targets, including contract coverage and customer satisfaction., • Stakeholder Relations: Build commercial relationships with internal users and external suppliers to manage performance and product trials. Person Specification: Essential Requirements • Experience: Proven NHS Procurement experience with a detailed understanding of the Procurement Act and UK regulations., • Initiative: Ability to work on your own initiative as well as part of a wider multidisciplinary team., • Qualifications: Full CIPS membership or equivalent experience, or a commitment to studying towards it., • Communication: Ability to present complex financial and statistical data clearly to managers and customers., • Attributes: Ability to work under pressure and meet deadlines in a fast-paced environment. Desirable Requirements • Capital Expertise: Experience in capital equipping, minor works, and concession contracts within the NHS or public sector., • Service Knowledge: Understanding of strategic purchasing and supply chain management within a large-scale NHS transformation context.
