Fostering Registered Manager Location: Leeds Salary: Around £50,000 per annum Hours: 37.5 hours per week (9:00am – 5:30pm, Monday to Friday) – flexibility required including occasional weekend work Seven Resourcing are currently recruiting for a Fostering Registered Manager in Leeds to lead and oversee the delivery of a high-quality independent fostering service. This is a senior leadership role responsible for managing the operational delivery of fostering services, ensuring compliance with Fostering Service Regulations 2011, National Minimum Standards for Fostering Services, and Ofsted requirements. The Role As the Fostering Registered Manager, you will take overall responsibility for the operational leadership, management, and quality assurance of the fostering service. You will oversee the work of supervising social workers, support staff, and independent assessors while ensuring the delivery of safe and effective placements for looked-after children. You will play a key role in developing fostering services, managing foster carer recruitment and assessments, overseeing panel processes, ensuring safeguarding compliance, and maintaining strong relationships with local authorities and partner organisations. Key Responsibilities • Provide strategic and operational leadership for the fostering service, ensuring high-quality care and support for looked-after children., • Manage and coordinate all social work and operational activities within the fostering agency., • Ensure services operate in line with Fostering Services Regulations 2011, National Minimum Standards 2011, and relevant safeguarding legislation., • Oversee the recruitment, induction, supervision, and appraisal of social workers and fostering support staff., • Lead on the recruitment, assessment, and approval of foster carers, including overseeing Form F assessments., • Ensure annual reviews of foster carers are completed and recorded in line with statutory requirements., • Manage the fostering panel process, including organising panels, reviewing assessments, and ensuring panel documentation is prepared accurately., • Maintain effective working relationships with panel chairs, agency decision makers, local authorities, and external partners., • Develop and manage the annual foster carer training programme, including Skills to Foster and ongoing professional development., • Act as the organisation’s Lead Safeguarding Officer, managing safeguarding concerns, allegations, and child protection matters., • Act as the Complaints Officer, ensuring complaints are managed in accordance with organisational policies., • Provide professional guidance and supervision to social work staff and monitor the quality of supervision provided to foster carers., • Participate in placement matching discussions with local authorities to ensure appropriate placements., • Monitor compliance with regulatory requirements and prepare Ofsted submissions, including annual data returns and regulatory reports., • Produce management reports and service development plans to support continuous improvement. To be considered for this Fostering Registered Manager job in Leeds, candidates should have: • Qualification as a Registered Social Worker (Social Work degree or equivalent)., • Social Work England registration., • Significant experience working within fostering services or children’s social care., • Previous experience in a fostering management or senior supervisory role within an independent fostering agency or local authority., • Strong knowledge of Fostering Services Regulations 2011 and National Minimum Standards for Fostering Services., • Experience managing foster carer recruitment, Form F assessments, and fostering panel processes., • Knowledge of Ofsted regulations, inspections, and compliance requirements., • Strong leadership, management, and decision-making skills.
