The Estates Data, Systems & Reporting (DSR) teams mission is to serve as an agile enabler and assurer to DWP Estates in delivering its strategy through the whole data lifecycle for reliable, validated and assured data, systems and insight. This is in part achieved through delivery of the Estates Data Strategy, considering the DWP, DWP Data and DWP Estate Strategies in its formulation. The role focuses on data and reporting assurance, optimisation, systemisation and DWP Digital, Estates, Integrator and Supply chain collaboration. Delivering and supporting the following 5 enablers from the Estates Data Strategy Primarily Data, Reporting, Infrastructure and assurance while supporting Data Management, data & systems governance, data culture change, Automation and Systems Assurance as means to enable the Estates Data strategy delivery. Lead the development and implementation of DWPs Estates strategic Data Warehouse and Reporting environment from its Integrator 2 contract to meet the requirements of the DWP Estates function, its operating model. Drawing on an extensive background of experience in data engineering your skills will enable you to work with Digital Architects to define and specify the relevant requirements to deliver on the Estates Data Strategy, with specific focus on integrating Data from the Integrator 2 and supply chain in Workplace Services to the DWP. From concept specification to project delivery, delivering data and analytical solutions on the analytics and data reporting platforms. You will be able to act as a senior technical expert in all aspects of delivery and be prepared to provide leadership and guidance to functionally imbedded analysts in a collaborative way. You will be driving the development of a longer-term Analytical strategy for Estates with the Head of Estates Data and Systems, DWP Analytica Services and OGD (Other Government Departments such as GPA & Cabinet Office) to build a sustainable Analytical environment in Estates. You will develop the Estates Data engineering team to help implement and maintain the technology infrastructure that is integrating new and existing sources of data into Data Analytics processes and workflows, so that it can be exploited with maximum efficiency and efficacy. Key skills required include: data engineering, data architecture, data analysis, security architecture, DevOps, people development and business partnering. You can ensure that the problem is fixed., • Data Integration - Explore and ingest relevant data sources from WPS and other sources that have to date remained unexplored to enable access for Analytical Services. Focusing on areas such as Integrator DWH, Building Management Systems (BMS), sensor technologies (IoT), and other Big Data sources to improve decisions on Building Occupancy and other focus areas. The role requires the ingestion of a wide range of data assets from Estates supply chain, curating and publishing within the Estates Ecosystem. Seeking to establish and mature advanced data capabilities with standardised practices, machine learning, and agility needed to proactively detect and respond to new issues., • Assurance - Review internal / external Data Warehouse, Data models and Reporting solutions for reliability and validity in design and build for assurance of accurate data provisioning. Assessing data ecosystem lifecycle provisioning, transformation and representation for improved data quality across multiple platforms and organisations., • Data Ecosystem - Working with Digital Architects to scope, design, and build an appropriate data ecosystem that effectively integrates Estates extensive external data to an environment where it can be effectively curated with Master Data Management Tooling and disseminated to appropriate functions in the most effective and controlled way. Establishing standards, keeping the solutions up to date while keeping abreast of best practice in industry and across government., • Data Analysis and Synthesis - Working in close association with the DWP Digital, Estates, and wider DWP Analytical functions, establish, embed & continuously improve Estates data capabilities that enable data analysts within Estates and wider DWP to develop insights that inform Estates and wider DWP decisions with resilient platforms and curated data assets from its predominantly external data sources.Person specification Essential Skills, Knowledge & Experience • Experience in designing, building, and deploying efficient, scalable, automated ETL/ELT pipelines e.g., traditional data warehousing, modern cloud data warehousing, data lake/big data approaches., • Experience in designing and developing data solutions on public cloud (AWS/Azure/GCP)., • Experience in one or more Programming languages (SQL, Python)., • Experience with data visualisation and analysis (e.g., PowerBI, SAS)., • Experience in Data Storage and database technologies (e.g., RDBMS, NoSQL, Distributed Storage)., • Experience in distributed version control tools, and awareness of modern code deployment methods (CI/CD)., • Experience in supporting the design of data models/data flows., • Experience in technical leadership, advising on architecture and technology, setting direction, collaboration across teams, and mentoring more junior staff., • Experienced in all levels of customer relationship management and stakeholder liaison., • Experienced in working in Real Estates / Property environment, with deep understanding of Real Estate data and analytics., • Influential in leading key stakeholders towards solutions that give a balance of optimal commercial performance whilst delivering on strategy., • Experience of working with JIRA (or Azure DevOps or similar tools) within an Agile/Scrum environment., • Experience/understanding of software and data lifecycle management., • Educated to degree level (not essential, experience is key). Relevant numerate, technical or computer science discipline would be an advantage.
