Job Description Vice President of Land Development - Scope of Work Job Summary: The Vice President of Land Development provides strategic leadership and executive oversight for the acquisition, planning, entitlement, and development of mid to large-scale projects including Build to Rent (BTR) and Master Planned Communities (MPCs). This role is accountable for guiding projects from concept to completion, ensuring alignment with corporate growth objectives, financial performance targets, and community vision. The VP serves as a key liaison with internal executives, external partners, consultants, and public entities while managing risk and driving innovation in community design and infrastructure delivery. Duties/Responsibilities: Strategic Leadership • Define and execute the overall land development strategy for MPCs and BTR projects, aligning with the company's long-term growth and profitability goals., • Provide executive oversight of feasibility analysis, land planning, entitlement, engineering, and horizontal infrastructure development., • Lead the planning and delivery of complex, multi-phase projects, integrating residential, commercial, recreational, and amenity components., • Oversee community design to ensure alignment with market demand, branding, and resident lifestyle expectations., • Build and maintain senior-level relationships with municipalities, regulatory agencies, home builder partnerships and community stakeholders to secure entitlements and approvals., • Negotiate development agreements, annexations, utility service extensions, and public-private partnerships., • Develop and manage mid to large-scale budgets and pro formas, including land acquisition costs, infrastructure investments, amenity delivery, and revenue projections., • Direct the creation and management of special districts (e.g., MUDs, PIDs, TIRZs) to support infrastructure financing., • Select, negotiate, and oversee third-party consultants, engineers, planners, and contractors engaged in land development., • Identify and mitigate risks related to entitlement, financing, construction, and market absorption., • Ensure all projects comply with regulatory standards, codes, and environmental requirements., • Bachelor's degree in Land Development, Urban Planning, Civil Engineering, Business, or related field; advanced degree preferred., • 10+ years of progressive land development experience, with at least 2+ years leading large-scale Master Planned Communities with proven budget and schedule adherence., • Proven track record of entitlement, financing, and delivery of complex development projects., • Strong executive leadership, negotiation, and communication skills., • Expertise in special district creation/administration (MUDs, PIDs, TIRZs) and public-private partnerships., • Proficiency in financial modeling, project management software, and community design principles., • PMP preferred not required., • Experience with MUDs or other special districts preferred, • Excellent organization, coordination, and project management skills., • Excellent communication and interpersonal skills., • Proficiency in Microsoft Office Suite and Project Management software., • Typical schedule Monday-Friday, with evening/weekend commitments as required for public hearings, community events, and industry representation., • Ability to travel to project sites and governmental meetings., • Strong presentation skills with ability to represent the company at the executive and community level., • Ability to access, input, and retrieve information from a computer and/or electronic device., • Ability to communicate effectively through written and verbal communication in English., • Excellent organization, coordination, and project management skills., • Lift or move items up to 25 pounds., • Ability to walk, sit or stand for long periods of time., • Reliable transportation that meets job responsibilities, • Valid Texas Driver's License and Maintain at least minimum car insurance required by Texas law Job Posted by ApplicantPro
