Job DescriptionSalary: $47 $78 Hourly DOE PEMCCO is seeking a Cost Estimator / Scheduler to provide project controls support for cost estimating, schedule development, criticalpath analysis, budgeting, and forecasting for rail and trackwork projects. This role supports planning, design, construction, and capital program decisionmaking by helping teams understand cost, schedule, sequencing, and financial impacts of proposed work. Key Responsibilities: • Prepare planning-level, design-level, and engineers cost estimates for track, civil, structural, and associated capital work., • Develop and maintain schedules and sequencing logic aligned to design, review, procurement, field access, construction, and closeout activities., • Perform schedule reviews, critical path analysis, milestone tracking, and recovery scenario support for active projects and work orders., • Support budget and cash-flow analysis for assigned projects, task orders, and planning efforts., • Review contractor schedules, pay applications, invoice support, and cost-related submissions for reasonableness and consistency., • Assist with value engineering studies, alternatives analysis, and evaluation of schedule or cost impacts related to changes in scope., • Coordinate with project managers and technical leads to align estimate assumptions with field conditions, design maturity, phasing, and delivery strategy., • Support progress reporting, forecasting, and variance analysis for management decision-making., • Maintain documentation of assumptions, quantities, unit costs, escalation logic, and schedule bases., • Support MTA-facing reviews involving scope growth, cost impacts, and schedule implications. Competencies: • Estimating discipline and forecasting, • Scheduling and critical-path awareness, • Analytical rigor and attention to detail, • Understanding of infrastructure delivery lifecycle, • Clear communication with technical and management stakeholders Required Qualifications: • Bachelors degree in Engineering, Construction Management, Project Controls, or related field., • Minimum seven (7)+ years of experience in estimating, scheduling, or project controls., • Demonstrated experience preparing cost and/or schedule products for infrastructure projects. Preferred Qualifications: • Experience with rail, transit, or transportation capital projects., • Familiarity with Primavera P6, MS Project, cost databases, or estimating platforms., • AACE, PSP, CCP, or related project controls training preferred. Additional Eligibility Qualifications: • Ability to support multiple concurrent assignments with shifting priorities and deadlines., • Ability to work with contractor data, technical inputs, and management reporting requirements.
