Job Description Position Summary: Responsible for facilities operations, maintenance delivery, and capital project execution across Toll Authority assets—including toll plazas, administrative buildings, and remote sites—to ensure safe, compliant, reliable, and cost-effective operations. Lead preventive and corrective maintenance programs, manage contractors and service providers, and deliver small-to-medium capital and renovation projects (scope, schedule, budget, quality) while minimizing disruption to 24/7 toll operations—within a people-first organization that prioritizes employee wellbeing, safety, and respect. Key Responsibilities • Facilities Operations, • Oversee day-to-day facilities operations for toll plazas, offices, and related assets; ensure sites are safe, secure, and operationally ready for 24/7 toll operations., • Own service-contract administration (e.g., life safety, emergency systems, HVAC, electrical, janitorial, landscape, pest control): define scope/SOW, track SLA and KPI performance, approve invoices, and drive corrective action with vendors as needed., • Proactively ensure facility compliance with applicable requirements (building codes, fire/life safety, accessibility, environmental, and OSHA): schedule inspections, maintain documentation, and coordinate remediation/closeout of findings., • Maintenance & Mobile Workforce Management, • Health, Safety & Risk Management, • Lead safety and risk management for assigned work: collaborate with safety personnel to perform job hazard analyses/risk assessments, support incident investigations, document corrective actions, and reinforce safe work practices for staff and contractors, • Responsible for fostering and sustaining a constructive organizational culture that reflects strong employee morale., • Maintain and periodically test business continuity and emergency response procedures for facilities and field operations; coordinate updates with Operations and other stakeholders., • Embrace full ownership and accountability for outcomes (uptime, safety, customer experience, cost control); act with sound judgment to do what is right for the customer and the company., • Lead and coordinate mobile maintenance crews and/or assigned technicians delivering preventive and corrective maintenance across occupied and remote sites (including after-hours response when required)., • Plan, schedule, and prioritize work orders based on established KPIs, safety, operational impact, and SLA requirements; optimize routing and resource allocation for mobile crews., • Administer CMMS processes in partnership with CMMS administrators: maintain accurate asset/equipment records, ensure work orders are opened/assigned/closed per standards, and report performance metrics (e.g., response time, completion rate, backlog aging) to drive improvement., • Provide day-to-day leadership for direct reports, including the Technical Staff Supervisor and assigned administrative support staff; set priorities, remove obstacles, and reinforce a culture of ownership, responsiveness, and continuous improvement., • Project & Capital Works, • Lead recommendations and planning, procurement, and delivery of capital, refurbishment, and small construction projects: define scope, develop schedules, manage budgets, and ensure quality/closeout documentation., • Develop project budgets and cost estimates; prepare and process change orders; administer contracts with vendors, consultants, and contractors in accordance with procurement policies and delegated authority., • Coordinate site access, permits (as applicable), and approved work windows to minimize disruption to toll operations and occupied buildings; communicate planned outages/impacts in advance., • Stakeholder & Contract Management, • Serve as the primary point of contact for facilities and project coordination with client and internal partners (Operations, IT, Finance, HR) and external parties (vendors, municipalities, utilities)., • One important responsibility is to comprehend the contract deliverables and fulfil them, thereby establishing trust with the client. The position also involves making significant business decisions by considering risks that lead to beneficial results for both Jorgensen and the client., • This position must provide ongoing communication and schedule regular face to face meetings with key stakeholders / clients ensuring obstacles are addressed timely and outcomes are favorable for the success of Jorgensen and the client., • Negotiate (within delegated authority) and manage service contracts: monitor vendor performance, track warranties, support sourcing/procurement activities, and escalate issues as appropriate., • Financial & Performance Management, • Develop and manage operating (O&M) and capital budgets for assigned programs/projects: forecast spend, track commitments vs. actuals, and make timely spending decisions—using delegated budget authority and sound judgment—to do what is right for the customer and the company., • Bachelor’s degree in Facilities Management, Engineering (civil/mechanical/electrical), Construction Management, or related field., • 5–8+ years’ progressive experience in public sector facilities management, construction/project management, or maintenance operations; experience with transportation/toll operations or government/public-sector assets preferred., • Proven experience managing mobile maintenance teams and occupied/operational sites., • Ownership mindset: demonstrated bias for action and accountability—comfortable making decisions, following through, and driving results in a 24/7 operational environment., • Demonstrated success delivering small-to-medium capital projects on time and on budget., • Technical knowledge of building systems: HVAC, electrical, plumbing, fire/life safety, security, structural basics., • Project management skills (scheduling, budgeting, change control); PMP or similar a plus., • Proficiency with CMMS and Microsoft Office; familiarity with GIS, asset management systems or ERP is advantageous., • Strong leadership, team management and contractor supervision skills., • Excellent communication, stakeholder engagement and problem-solving ability., • Ability to work flexible hours, respond to emergencies, and travel between sites. Working Conditions • Combination of remote, office, field and site visits; frequent travel between toll sites and worksites. Salary: Based on experience, plus benefits.
