Job Description THE ORGANIZATION The Center for Justice Innovation is a nonprofit organization dedicated to advancing community safety and racial justice. With a team of over 900 staff and an annual budget of $130 million, the Center carries out its mission through three core strategies: • Operating Programs that pilot new ideas and address local challenges;, • Conducting original research to evaluate what works—and what doesn’t; and THE OPPORTUNITY Brooklyn Justice Initiatives (BJI), the largest operating project of the Center, seeks to re-engineer the experience of criminal court in Brooklyn, New York, by providing judges and attorneys meaningful alternatives to bail, fines, and jail sentences. Operating out of Kings County Criminal Court and community-based offices, BJI is a team of social service providers, court-based resource coordinators, mental health practitioners, compliance specialists, and others who seek to improve the quality of justice. Supervised Release offers an alternative to jail by providing pretrial supervision, case management, and voluntary social services to people charged with misdemeanor and felony offenses, and in doing so, uses an arrest as a window of opportunity to change the direction of a participant’s life, avoiding the harmful effects of incarceration. Program participants are monitored to ensure their appearance at court dates and mandatory programming, and receive referrals to services like job training, drug treatment, and mental health counseling. BJI seeks a Case Manager for the borough’s Supervised Release Program (SRP) Brownsville/East New York office. Reporting to Supervising Case Manager, Case Manager is the front line of service delivery and key to ensuring that the program meets its mandate. Specifically, the Case Manager will supervise SRP participants according to their assigned tier and level; work with participants to identify and address barriers to compliance and court attendance; conduct outreach to participants, court stakeholders, community-based service providers, and collateral contacts; connect participants to appropriate services in the community to support their stabilization, and ensure accurate and timely court reporting on participants’ compliance with program requirements. This will include coordinating closely with the Manhattan Felony Alternative to Incarceration (ATI) Court to identify and assess potential participants. The ATI Court, which is led by Administrative Judge Ellen Biben, seeks to forge a new response to individuals charged with felonies by linking them to community-based social services. The Court is the first of its kind, providing an innovative model for other jurisdictions seeking to develop and implement meaningful post-conviction sentencing options for individuals facing felony charges. Reporting to the Senior Social Worker, Jail Diversion, the Counselor will be responsible for conducting independent clinical assessments and drafting treatment recommendations for defendants being held in pretrial detention. The Counselor will conduct these assessments and complete these treatment plans according to a strict timeline, ensuring that the process is completed as quickly as possible. The goal is to provide information that will enable defense attorneys, prosecutors, and judges to resolve cases as quickly as possible, significantly reducing the time people spend in pretrial detention. An essential and dynamic feature of the Counselor’s role will be close collaboration with key external stakeholders. They will work regularly with New York City defense organizations and other defense attorneys, prosecutors from the Manhattan District Attorney’s Office and the Office of the Special Narcotics Prosecutor, staff at the Department of Correction and Correctional Health Services, the judge and court staff from New York County Supreme Court who oversee the Felony ATI Court, and an array of community-based alternative to incarceration and community-based providers. Reporting to the Supervising Court Liaison, the Court Liaison will coordinate with court stakeholders to ensure the successful release of program participants to the Brooklyn SRP. The Court Liaison will review all available court-related information about each participant released under supervision to complete the necessary paperwork. Once participants are enrolled in programming, the Court Liaison will provide written and verbal updates to the court, including defense attorneys, assistant district attorneys, and judges, on a regular basis. Job Description STEPS Criminalized Survivors Program - Rising Ground’s anti-intimate partner violence program - offers a variety of trauma-informed, anti-oppressive programming focused on the prevention of intimate partner violence (IPV); advocacy and healing for survivors and children impacted by abusive partner behavior; and training intended to increase awareness of the epidemic of gender-based violence. Since the program's founding in 1986, STEPS has been deliberately dedicated to engaging in work that is innovative and deeply survivor-centered and works to promote the idea that support for survivors of IPV that is not aligned with anti-oppressive, anti-racist, feminist/womanist principles tends to unintentionally mimic systems of oppression, and is ultimately, re-traumatizing and ineffective. For over 30 years, the STEPS Criminalized Survivors Program has offered comprehensive clinical and legal support services to survivors of intimate partner violence (IPV) or other forms of gender- based violence (GBV) who have been criminalized for their efforts to survive or resist abusive partner behavior. We support survivors facing felony and/or misdemeanor charges in any borough. In addition, STEPS CSP has a designated Advocate/Counselor serving criminalized survivors on- site at the Manhattan and Brooklyn Family Justice Centers, and a Training team that helps lead the City's whole-City response to criminalized survivors. About the Role The Clinical Advocate will provide direct counseling and emotional support, rigorous advocacy, and case management to criminalized survivors facing felony and/or misdemeanor charges in any borough, and will provide aftercare as needed. The Clinical Advocate will collaborate with defense attorneys and other providers and stakeholders in support of criminalized survivors and will engage in evidence-based assessment and service planning in partnership with survivors. Reporting to the Community Engagement Coordinator, the Community Engagement Specialist will have comprehensive knowledge, understanding, and lived experience successfully addressing foundational needs through local service providers. The Community Engagement Specialist will utilize this expertise to support participants’ attendance at court dates and engagement in services by meeting with participants in the community to provide navigation support and facilitating warm handoffs between Case Managers, SRP Clinicians, and local service providers when referrals are made or mandated by the court. Additionally, Community Engagement Specialists will build and maintain relationships with and knowledge of local service providers. BJI is seeking a Clinical Manager for the borough’s Supervised Release Program (SRP). Reporting to the Director of Practice, Programming and Partnerships, the Clinical Manager will oversee SRP Clinicians who provide intake, assessment, evidence-based group and individual programming to address participant needs and court mandates, and crisis support to participants in need. This position leverages clinical, supervisory, and program management experience to support the SRP Clinicians in the execution of their responsibilities. Specifically, the Clinical Manager will provide SRP Clinicians with supervision and case conferencing in both one-on-one and group formats to ensure program offerings and clinical interventions are carried out thoroughly, ethically, and in alignment with the program model and organizational values. Lastly, the Clinical Manager also plays a key role in overseeing quality assurance systems and internal audits for the clinician team to ensure the teams’ compliance with program requirements, court reporting obligations, and adherence to the program model. The Clinical Manager will ensure effective cross-team communication and collaboration to prioritize comprehensive and aligned service delivery; proactively identify successes, challenges, and opportunities to strengthen programming; create opportunities for meaningful collaboration, and maximize internal and external resources and expertise through a trauma-informed lens.
