Job Description As a valued member of our team, the Operations and Compliance Manager is responsible for overseeing the operational performance, safety, environmental compliance, and financial efficiency of multiple ready-mix concrete plants within an assigned geographic region. This role is critical to ensuring consistent production quality, regulatory compliance, and safe, efficient operations while supporting company objectives and customer commitments. The Operations and Compliance Manager partners closely with plant leadership, corporate teams, and regulatory agencies to manage risk, improve performance, and maintain operational excellence. Supervisory Responsibilities: Directly supervises Plant Managers, Operations Supervisors, and indirectly oversees drivers, batch personnel, and support staff within the region. Serves as a coach, mentor, and operational leader to ensure consistent standards, accountability, and performance. Benefits • PPO/HMO Health Insurance, Medical, Dental, Vision, Life, • 401k Retirement Plan, • Direct Deposit, • Direct and coordinate daily operations of multiple ready-mix concrete plants to ensure efficient production, scheduling, and delivery in alignment with customer demand and company goals., • Lead, mentor, and develop plant managers, supervisors, and operational staff through hiring, training, performance management, and succession planning., • Enforce and actively participate in company safety programs, accident prevention initiatives, and regulatory compliance efforts., • Ensure all operations comply with federal, state, and local regulations, including OSHA, Cal/OSHA, EPA, and Department of Transportation requirements., • Lead all plant Environmental, Health, and Safety (EHS) programs and ensure consistent implementation across assigned facilities., • Oversee environmental compliance programs including hazardous waste management, stormwater, air quality, spill prevention, and related reporting., • Conduct regular operational audits, safety inspections, and compliance reviews; develop and track corrective and preventive action plans (CAPs)., • Lead incident reporting, investigations, root cause analysis, and documentation for accidents, injuries, and near-miss events., • Serve as the company representative during OSHA, Cal/OSHA, DOT, or other regulatory inspections and audits., • Ensure required safety training is conducted for supervisors, managers, drivers, and hourly employees; develop and deliver safety training, toolbox talks, and engagement initiatives., • Maintain current knowledge of applicable legislation, regulations, and industry standards impacting operations and compliance., • Oversee quality control practices to ensure products meet company standards and industry requirements, including ACI specifications., • Address quality, operational, and compliance issues with employees, customers, and regulatory agencies in a timely and professional manner., • Develop and manage operating budgets, monitor costs, analyze financial variances, and support capital expenditure planning., • Coordinate fleet and facility maintenance to ensure equipment, trucks, and plants are safe, operational, and compliant with company standards., • Partner with plant leadership, sales, and corporate teams to identify operational risks, implement mitigation strategies, and improve performance., • Assist with special projects and operational initiatives as assigned., • Support cross-functional teams with operational or compliance-related needs., • Strong leadership and decision-making capabilities, • Proactive risk identification and problem-solving skills, • Ability to manage multiple operations and priorities simultaneously, • Effective verbal and written communication, • High attention to detail and regulatory awareness, • Ability to influence and lead without direct authority This is a full-time position. General days and hours of work are Monday through Friday, hours to be determined. Not eligible for remote work. Occasional evening and weekend work may be required as job duties demand. Travel Required: 30–50%, including travel between plant locations and regulatory meetings. Preferred Education and Experience • Bachelor’s degree in business, engineering, construction management, safety, or related field., • Minimum of 5 years of experience in the ready-mix concrete or construction materials industry., • At least 2–3 years of experience in a supervisory, plant management, or regional operations role., • Working knowledge of OSHA, DOT, and environmental compliance requirements., • 2-3 years of experience managing multi-site operations.
