Job Description Property Manager – Millbrook WSFSSH MISSION STATEMENT The mission of WSFSSH is to provide safe, affordable, senior housing that integrates compassionate property management with supportive services to enhance the independence and dignity of each resident. WSFSSH creates and preserves affordable housing while supporting the development of healthy neighborhoods. JOB SUMMARY Millbrook Terrace is an affordable housing development for seniors, located at 570 East 137th Street in the Mott Haven section of The Bronx. The development provides 158 residences, including 48 studio units for formerly homeless individuals. The Property Manager position partners with Social Services staff to collaborate in the development, evaluation and implementation of agency policies, procedures, and programs with the goal of improving the services provided to residents. The Property Manager is responsible for safe operations of the building; staff supervision, operating the property within the budget, facility maintenance, compliance, resident relations and collaborating with the social services team to keep residents stably housed. JOB DUTIES & RESPONSIBILITIES Building Management: • Supervise the maintenance, administrative and compliance staff, including:, • 1 Income Certification Specialist, • 5 Front desk staff (24/7 staffing), • 1 superintendent, 1 handyman, 4 porters., • Ensuring building operation continuity. This includes setting staff schedules and coordinating shift coverage as needed (vacations/holidays/etc.), • In collaboration with Area Manager, Facilities Department and Euclid Hall Superintendent, manage ordering, repairs, and maintenance, • With support of the Income Certification Specialist, ensure annual income certification and lease renewals are completed, annually or as needed., • Report on and address building related issues in a timely fashion, • Assure the building, sidewalks, and alleys are clean and well-maintained; and all licenses, certificates, etc., are current, • Conduct at a minimum, bi-annual inspections, arranges for routine painting and repair work and monitors progress of work orders. Maintain accurate records, tracking service and performance of equipment, • Assure compliance with fire safety regulations including routine fire drills and inspection of fire safety equipment, • Review and recommend staff training needs and ensure staff are meeting minimum training requirements, • Assure all required licenses, operating certificates, etc. are current and maintained., • Assure all documentation is properly completed, managed confidentially, and stored in an appropriate location and submitted in a timely manner, • Work collaboratively with social services to resolve resident issues, • In collaboration with WSFSSH Occupancy and Leasing departments, responsible for intake/admission, and discharge of residents, • Available to negotiate and respond to grievances and reasonable accommodation requests., • Respond to onsite emergencies and safety concerns, such as floods, fire, or tenant-related issues, in collaboration with maintenance and social services teams, as needed. Shared on-call availability with other members of the WSFSSH team during non-business hours., • Ensure compliance with WSFSSH standards and all contracted agencies including but not limited to NYCHA, (New York City Housing Authority), NYC Department of Homeless Services, NYC Department of Health and Mental Health, NYC Building Department, NYC Fire Department, NYC Housing and Preservation Department, Low Income Housing Tax Credit (LIHTC), HPD Project Based Voucher Program/Section 8 Rental Assistance, and NYC Continuum of Care (CoC)., • Oversee lease-up of vacant units in compliance with fair housing, marketing, tenant selection plans, tenant applications, and referral programs, • Operate and manage the building within the prescribed budgets and ensure documentation of expenses meets contractual and agency standards, • Collect and deposit rents, • With the Director of Senior Center, monitor and ensure that building complies with local codes and regulations, • Conduct routine walkthroughs of the facility to identify maintenance needs and safety concerns, • Skilled at working with people who have histories of homelessness, are living with mental health conditions, chronic substance use, or other chronic challenges., • Strong leadership skills with a proven track record for creating and maintaining positive and mindful change, • Ability to collaborate across functional teams, • Ability to work well under pressure, including emergency and crisis situations, and be flexible with work schedule when necessary, • Proven management skills including strong computer skills and facility with Excel, Word, Outlook. Job Description Administrative Assistant/ Medical Front Desk Receptionist Summary of Responsibilities This position will work directly with the Administrator (or Front Office Supervisor if applicable) for the smooth functioning of the reception/registration aspects of our Center. He/she will be primarily responsible for maintaining the daily schedule, answering multiple phone lines, and obtaining patient registration information on a daily basis. In addition, the Patient Services Coordinator will enter the demographic and insurance information into the billing system and verify that a pre-authorization number is obtained from the insurance company when required. Qualifications • High School Graduate, • Trained in Medical Office protocol., • At least one year of experience in a Medical Office setting with a working knowledge of Medical terminology. Responsibilities The duties and responsibilities of the Patient Service Coordinator include, but are not limited to: • Schedules the appointment and completes patient demographic and insurance information, • Accurately schedule a patient for a procedure or change an appointment in the automated scheduling system., • Calls patients that chose the phone interview option to complete their registration form, asking all questions in a professional manner., • Accurately enter data into all billing screens., • Reviews all registration forms generated from the computer or received by fax. Follows up by phone call, if any pertinent information is incomplete., • Obtains pre-authorization for procedures at the Center, • Checks every patient’s insurance to see if an authorization is needed for a procedure at the Center., • Calls the Professional office to obtain referrals for the procedure. If the procedure location is listed on the referral, obtains a copy of the referral for our chart. Inputs the authorization number to the appropriate screen, when required., • Prints list of completed patient information prior to date of procedures, thereby checking for completeness. Any missing information or authorization is to be obtained no later than the working day prior to the procedure date., • Prepares and reviews data prior to the day of the procedure, • Verifies the accuracy of the next day’s schedule and prints the completed registration forms and appointment schedule from the billing system on the morning of the working day prior to procedure date to ensure that all data is complete., • Assembles chart paperwork and checks that all papers have the patient’s identification sticker., • Calls all patients the day before the procedure as a reminder of the date and time and verifies that patient knows how to get to the facility. Reminds patient to bring their insurance card with them and why this is necessary., • Prints billing sheet the working day prior to the procedure date. Places sheet in designated location in the Procedure area., • Prepares the patient identification bracelet., • Verifies the presence of a consent form for the procedure., • Greets Patients on the day of the procedure, • Greets the patient and escort in a friendly and professional manner., • Verifies the correct procedure and correct physician with the patient and has the patient sign the consent. Then signs and dates the consent as the witness.., • Verifies the correctness of the information on the ID bracelet, utilizing proper patient identification then applies it to the patient’s wrist., • Asks the patient to review and sign the registration form, noting any changes. Makes a copy of the front and back of the insurance cards and verifies the information on the card against the registration form. Enters any changes into the billing system., • Explains the center policy on Advanced Directives, Patient Rights and Responsibilities to the patient., • Explains the Financial Policy to the patient, obtains the patient’s signature, records the date and returns a copy to the patient., • Assembles the chart, places the chart on a clipboard, leaving the Pre-Assessment Record on top for the Admitting Nurse., • Asks the patient and escort to sit in the reception area and notifies the nursing staff to make them aware that the patient is ready., • Answers the questions of family/friends regarding the progress of the procedure and informs them of any delays (the Recovery room Nurse will keep the Patient Services Coordinator notified)., • Directs the family/friends to the Recovery Room as needed, explaining to them the reasoning for only one family member per patient., • Miscellaneous Duties, • Efficiently and courteously answers multiple phone lines and directs calls as appropriate.
