Job DescriptionGeneral Description: The Director of Facilities, Safety, and Security reports to the VP of IT and Facilities. It will require independent thought and decision making. The Director of Facilities, Safety and Security will be responsible for the development and management of a comprehensive facility asset management, strategic planning, evaluation, construction projects, and implementation of the Prism Health North Texas (PHNTX) Facilities, Safety, and Security program. In addition, this position will oversee the organization's mitigation, prevention, preparedness, response, and recovery phases of emergency management. The Director of Safety and Security is also responsible for safeguarding PHNTX staff, visitors, and properties. Through vendor management, this position ensures that day-to-day repairs, maintenance, cleaning, and upkeep are met at all locations. The position oversees all construction projects and site repair and maintenance.ResponsibilitiesSpecific Responsibilities of the Job: Key Responsibilities Facilities Management • Oversee the upkeep, preventive maintenance, and repairs of all owned or leased clinic buildings and infrastructure (electrical, plumbing, HVAC, roofing, etc.)., • Develop, review, and enforce facilities management policies and procedures., • Manage vendor/contractor relationships, including procurement, performance, and contracts., • Ensure compliance with building codes, health and safety laws, and environmental regulations., • Plan, budget, and oversee capital improvement and renovation projects (planning, design, vendor selection, construction oversight)., • Manage facility operations budgets, including maintenance, utilities, and capital expenditures., • Research, evaluate, and recommend security systems hardware/software; oversee access control systems for all sites., • Hire, train, supervise, and evaluate assigned staff., • Coordinate installation and maintenance of exterior building signage., • Perform other related duties as assigned.Safety and Security, • Develop, implement, and monitor organization-wide safety and security programs to protect patients, staff, visitors, and property., • Oversee emergency management across mitigation, prevention, preparedness, response, and recovery phases., • Lead NIMS/ICS training and maintain compliance with OSHA, fire codes, and environment of care standards., • Maintain and annually review the Emergency Management Plan using data, guidance, and stakeholder input., • Conduct safety risk assessments, audits, and staff training., • Supervise or coordinate security services, alarm monitoring, surveillance systems, access control, and incident reporting., • Act as liaison with law enforcement, fire departments, emergency management officials, and community leaders., • Evaluate emergency response technologies and communication systems for effectiveness., • Manage and renew alarm permits for all sites., • Ensure facilities, safety, and security practices support compliance with HRSA Health Center Program and Ryan White HIV/AIDS Program requirements, including patient confidentiality, stigma reduction, and continuity of HIV-related services during emergencies., • Ensure facilities, safety, and security operations comply with the Texas Health & Safety Code, Texas Administrative Code, Texas Commission on Environmental Quality (TCEQ) standards, and Texas Department of Public Safety security regulations, as applicable., • Coordinate with local Fire Marshal, law enforcement, and Regional Advisory Councils (RACs) to maintain compliance with Texas disaster preparedness and emergency response requirements., • Oversee the organization’s real estate holdings and leases (owned, leased, subleased properties)., • Coordinate with PRN real estate agent on site selection, lease negotiation, renewals, acquisitions, and dispositions., • Monitor and evaluate property performance (costs, utilization, occupancy, condition)., • Collaborate on long-range planning for space needs, growth, closures, and consolidations., • Maintain accurate real estate records, including leases, deeds, insurance, taxes, and inspections., • File and manage all property insurance claims., • Serve as primary liaison with property managers., • Ensure facilities, safety, and security practices comply with federal (e.g., HRSA), state, local, and accrediting/licensing requirements., • Maintain documentation including inspections, permits, safety logs, and incident reports., • Lead and support facilities, safety, security, and real estate staff through supervision, training, and performance evaluation., • Collaborate with clinical, operations, finance, and HR teams to align facilities and real estate with organizational needs., • Develop and manage annual operating and capital budgets., • Seek operational efficiencies through energy management, cost savings, and technology improvements., • Ensure compliance with all PHNTX policies, procedures, legal requirements, and directives., • Maintain confidentiality, manage interruptions, and adapt to high-stress situations., • Prepare and deliver written and oral presentations, and maintain systems for secure information retrieval and recordkeeping.Required SkillsRequired Knowledge, Skills and Abilities:, • Bachelor’s degree required in Emergency Management, Public Safety, Homeland Security, Public Administration, Business Administration, or a related field., • Master’s degree preferred in Emergency Management, Homeland Security, Public Administration, Business Administration, or a related discipline., • Professional certifications strongly preferred:, • FEMA certifications in NIMS and ICS (e.g., ICS-100, ICS-200, ICS-300, ICS-400, IS-700, IS-800)., • Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) (International Association of Emergency Managers)., • Security-related certifications (e.g., Certified Protection Professional – CPP) a plus., • 5–7 years of progressive experience in emergency management, safety, security, or facilities management, preferably within a healthcare or nonprofit/community-based setting., • 3+ years in a leadership/supervisory role, managing teams, vendors, and cross-functional workgroups., • Demonstrated experience in:, • Developing and implementing emergency preparedness plans, conducting drills, and coordinating response activities., • Serving as liaison with law enforcement, fire, EMS, and emergency management agencies., • Managing safety, security, and facilities operations, including vendor/contract oversight and budget management., • Delivering staff training in emergency preparedness, NIMS, ICS, and workplace safety., • Evaluating and implementing security technologies and access control systems., • Strong knowledge of emergency management principles (mitigation, preparedness, response, recovery)., • Familiarity with OSHA, CMS, HRSA, and Joint Commission emergency preparedness requirements (if applicable to PHNTX)., • Ability to remain calm and provide leadership in high-stress emergency situations., • Excellent written and verbal communication, presentation, and collaboration skills., • Strong analytical and problem-solving skills with a commitment to continuous improvement.
