Job Title: Senior Legislative Advocate Reports To: VP Public Policy and Advocacy Group: Governmental Affairs FLSA Status: Exempt Location: Sacramento California with Flexibility (Hybrid Opportunities) Compensation Range: $145,000 to $160,000 annually Benefits: Competitive benefits package including health, dental, vision, retirement plan, PTO, and more! The Role: The Senior Legislative Advocate, working within the Governmental Affairs group, is responsible for legislative and regulatory advocacy for the state's largest trade association on issues related to the real estate market, private property rights, housing providers and property management. The position will initially be focused on issues related to housing providers so familiarly with landlord-tenant laws and issues is preferred. This position requires prior lobbying experience in a dynamic fast-paced deadline driven environment, with extensive knowledge in the state’s legislative policy development and amendment process, subject to the rules, processes and deadlines of the State Legislature. They must be detail oriented and capable of negotiating, drafting, or advancing amendments on behalf of C.A.R.’s Board of Directors, with little supervision, in conjunction with strong analytical skills and the ability to synthesize complex statutory amendments into easy-to-understand concepts for its volunteers, and when advancing policy positions, on behalf of the Association’s members. Experience as a landlord-tenant attorney is welcome as well and applicants with such a background who have only limited experience are also welcome to apply. The position primarily represents the Association in a defensive role, which necessitates advanced conflict resolution strategies in a contentious environment that always demands situational awareness, including, but not limited to the advocates’ work before state legislative and regulatory bodies, when managing volunteer discussions, during coalition development or participation, other opportunities for public engagement, etc Key Responsibilities: • Legislative and regulatory advocacy for the state's largest trade association on issues related to the real estate market generally, with a specific focus on housing provider and investment housing issues affecting the maintenance and the ownership of market rate rental housing, but also private property rights, housing supply and the practice of real estate, This advocacy position will involve work primarily, although not exclusively, advocating before the legislature and regulatory bodies regarding issues and policies adopted or directed by the organization’s Board of Directors. While the position focus, generally, is on external advocacy, the position requires the ability to coordinate internal policy committee(s) and agenda development, as the position serves as the subject matter expert, responsible for preparing volunteer leaders to manage internal policy discussions, while encouraging participation and engagement in complex, controversial policy topics with a focus on customer service and the REALTOR® member experience., • External Advocacy, • Analyze, develop and draft legislation and regulations for impacts on organized real estate., • Represent C.A.R. at legislative and regulatory hearings and legislative and rulemaking processes., • Advise, interpret, support, oppose, and seek amendments on pending legislative proposals to implement C.A.R. policy objectives; and, • Assist Vice President(s) with their work on legislation and regulations., • Communicate with the legislature in writing and in person., • Outreach and public speaking as necessary to advance the policy making apparatus of the Association., • Legislative Advocates representing C.A.R. and its policies adopted by the Board of Directors must be able to separate their work on behalf of the organization from their personal relationships, political affiliations, policy beliefs, etc. which is vital to business success in a volunteer member driven organization., • Collaborative team-oriented approach, • Excellent writing and public speaking skills (i.e. demonstrated ability to draft statutory amendments (e.g., line and page, mock-up amendments), bill summaries, letters, along with the ability to draft and present public testimony based on association policy), • Legislative Advocates have the power to bind the Association to negotiated agreements that will affect its members’ business, as well as the clients they serve: It is vital that Legislative Advocates are able to maintain situational awareness and sound judgement when: 1) representing the organization before elected/appointed state representatives; 2) supporting C.A.R.’s volunteer leadership; 3) negotiating amendments; or 4) recommending policy advocacy strategies, amendments or argument necessary to effectively carry out the organizations policy objectives., • Detail oriented with advanced research capabilities, • Ability to adapt in high stress performance driven environments or situations, • Experience providing public testimony, • Capitol experience a plus, • Experience with investment housing issues a plus, • Regulatory advocacy experience a plus Minimum Qualifications: • Bachelor's Degree, • Law or Public Policy Graduate Degree a plus, • Law or graduate degree, • Capitol experience, • Experience with housing issues, • Regulatory advocacy experienceCompany DescriptionApply today to take the next step in your career with one of California’s most influential professional organizations.
