Job DescriptionSalary: $67,000-$73,000 The Billing Supervisor oversees all Health-Related Social Needs (HRSN) billing operations across Just Compassions Tigard, Salem, and Eugene sites. This position provides leadership, quality oversight, and regulatory guidance to ensure accurate, timely, and compliant billing in alignment with Medicaid, Oregon Health Authority (OHA), and Coordinated Care Organization (CCO) requirements. The Billing Supervisor serves as the primary liaison between the Billing Team and Finance, ensuring strong internal controls, revenue integrity, and standardized billing practices across sites. This role requires advanced knowledge of HRSN services, Medicaid billing regulations, documentation standards, and multi-site supervision. Essential Duties • Leads and supervises HRSN billing operations across multiple sites to ensure regulatory compliance and revenue integrity., • Provides direct supervision, training, and performance oversight to Billing Specialists., • Oversees financial coordination, reporting, and internal controls related to HRSN billing activities. Job Functions • Oversees all HRSN billing activities, including rent and utility assistance, tenancy supports, benefits navigation, and related services., • Ensures billing accuracy, completeness, and compliance with Medicaid, OHA, and CCO requirements., • Monitors billing timelines, approval workflows, and submission deadlines across all program sites., • Serves as the internal subject matter expert on HRSN billing rules, updates, and best practices., • Supervises Billing Specialists across Tigard, Salem, and Eugene, including workload management and performance oversight., • Provides ongoing training, coaching, and technical guidance to billing staff., • Develops and maintains standardized billing workflows, quality control processes, and compliance checklists., • Conducts routine audits and file reviews to identify errors, compliance risks, or training needs., • Acts as the primary liaison between the Billing Team and Finance to coordinate invoicing, reconciliations, and payment tracking., • Supports financial reporting related to HRSN revenue, reimbursements, and forecasting., • Assists with internal audits, monitoring visits, and funder documentation requests., • Ensures accurate use of billing platforms and referral systems (e.g., Unite Us, MMIS, internal tracking systems)., • Maintains separation of duties and internal controls aligned with agency financial policies., • Tracks and responds to CCO or OHA billing issues, denials, recoupments, or corrective action plans., • Collaborates cross-departmentally to align documentation standards and billing workflows with program operations., • Travels between sites as required to provide oversight and support. Qualifications • Bachelors degree in accounting, finance, healthcare administration, social services, or related field; or equivalent professional experience., • Minimum of two (2) years of experience in Medicaid or healthcare-related billing., • Demonstrated expertise in HRSN billing or similar Medicaid-funded social service programs., • Supervisory or lead experience overseeing billing or administrative teams., • Strong understanding of compliance standards, documentation requirements, and audit processes., • Ability to travel regularly between Tigard, Salem, and Eugene., • Strong communication and cross-departmental collaboration skills. Preferred Qualifications • Experience working with Oregon CCOs and OHA HRSN programs., • Familiarity with Unite Us, MMIS, and Medicaid billing systems., • Experience in nonprofit or community-based service organizations., • Strong analytical, organizational, and problem-solving skills.
