Job Description PURPOSE OF JOB The Revenue and Business Analytics Manager is responsible for developing and executing revenue strategies, grant funding initiatives, and business analytics that support the agency’s long-range financial plan and service delivery objectives. This position leads the identification, administration, and compliance of Federal, State, and other external funding sources; manages grant lifecycles and reporting requirements; and ensures alignment between funding, budgets, capital and operating priorities, and service plans. The role provides strategic financial and performance analysis of contracted services, fares, and other revenue streams; evaluates cost recovery and return on investment; and delivers actionable insights through dashboards and executive reporting. Serving as a key liaison with funding agencies and internal stakeholders, this position supports data-driven decision-making, strengthens financial sustainability, and promotes continuous improvement through transparent reporting, strong internal controls, and cross-department collaboration. ESSENTIAL FUNCTIONS The following duties are standard for this position. Revenue Strategy and Grant Funding · Lead the identification, pursuit, and administration of Federal, State, and other grant funding opportunities to maximize external revenue for the agency’s pursuit of the long range financial plan. · Build strong relationships and collaborate with external agencies including Federal Transit Administration, North Central Texas Council of Governments, TxDOT and others to ensure consistency of external funding plans with agency grant funding requirements for timely award. · Manage the full grant lifecycle for programmatic and discretionary grants in partnership with other departments as necessary—from application and award through reimbursement, reporting, and closeout—ensuring compliance, transparency, and timely receipt of funds. · Coordinate with Finance, Planning, Operations, and Project Managers to align grant funding with capital and operating priorities, budgets, and the Transportation Improvement Program (TIP). · Serve as the agency liaison with funding agencies, grant consultants, and oversight entities related to grant compliance, reporting, and audits. Financial Reporting and Compliance · Prepare and submit required financial, progress, and regulatory reports to funding agencies, including reimbursement requests and quarterly status reports for executive leadership and the Board. · Ensure compliance with applicable Federal and State regulations, including OMB guidance, DBE, Davis-Bacon, Drug & Alcohol, Safety, and other mandated programs. · Maintain grant agreements, MOUs, records retention, system registrations, and agency profiles in grant management platforms (e.g., TRAMS, SAM.gov). Business and Revenue Analytics · Lead administration and quality assurance of the “Contracted Services Billing Process” to ensure consistency between the service plan, service delivery, billing, revenue collection, and annual budgeting · Analyze revenue performance from contracted services, passenger fares, and other operating revenue sources, evaluating trends, collection effectiveness, and profitability. · Assess agency cost of service overall and by mode, including cost per trip metrics, and partner with Operations and Planning to identify strategies to offset costs through fare and revenue optimization. · Support development of new and evolving contracted services with creation of funding models and collaboration with external funding agencies, client cities, Operations, Planning and internal staff. · Evaluate the financial performance of contracted services, including revenue capture, cost recovery, and return on investment.? Performance Measurement and Decision Support · Design, implement, and maintain a dashboard of business-focused key performance indicators (KPIs) that measure financial performance, revenue recovery, cost efficiency, and peer benchmarking. · Provide actionable insights and recommendations to executive leadership to support strategic planning, budgeting, service planning, and fare policy decisions. Systems, Training, and Continuous Improvement · Serve as the primary administrator of grant and revenue-related systems, providing training and technical support to internal staff. · Develop and refine policies, procedures, and internal controls related to grants administration, revenue management, and financial reporting. · Promote a culture of accountability, professionalism, and continuous improvement through data transparency and cross-department collaboration. EXPERIENCE/EDUCATION (where applicable, an equivalent combination of education and experience may be considered) Must be 21 years of age or older. Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, Economics, Transportation Planning, or a closely related field. A minimum of five (5) years of progressively responsible experience in financial analysis, grant administration, revenue management, budgeting, or business analytics, preferably within a public-sector, transportation, or infrastructure-focused organization. A minimum of 2 years in a management role leading key processes. Proven experience in managing large-scale projects and strategic initiatives. Experience analyzing financial and operational data to support management decision-making. ESSENTIAL KNOWLEDGE & SKILLS The successful candidate will possess knowledge of: · Principles and practices of public-sector finance, budgeting, and financial reporting. · Federal and State grant programs applicable to public transportation, including FTA funding, reimbursement processes, and audit requirements. · Applicable regulatory and compliance requirements, including OMB guidance, DBE, Davis-Bacon, Drug & Alcohol, Safety, and records retention standards. · Revenue management concepts, including fare revenue, contracted services billing, cost recovery, and return on investment. · Financial and operational performance measurement, including cost per trip, productivity metrics, and peer benchmarking. · Data analysis and reporting techniques used to support strategic planning and financial sustainability. · Business analytics concepts and dashboard development for executive decision support. · Enterprise financial, grant, and reporting systems and their role in data integrity and compliance. · Public transit operations, service planning fundamentals, and the relationship between service design, cost, and revenue. The successful candidate will demonstrate the ability to: · Analyze complex financial and operational datasets to identify trends, risks, opportunities, and performance gaps. · Develop and communicate clear, actionable financial insights and recommendations to executive leadership. · Manage multiple funding sources, reporting deadlines, and compliance requirements simultaneously with a high level of accuracy. · Build effective working relationships with internal departments, funding agencies, consultants, and external partners. · Interpret and apply laws, regulations, grant agreements, and financial policies. · Develop and maintain dashboards, reports, and analytical tools that support transparency and accountability. · Communicate clearly and professionally in written reports, presentations, and public or board settings. · Exercise sound judgment, discretion, and attention to detail in managing sensitive financial information. · Work independently while collaborating effectively in a cross-functional, team-oriented environment. · Adapt to changing priorities, funding environments, and regulatory requirements. · Promote continuous improvement through process refinement, documentation, and staff training.
