The Housing Director oversees centralized financial assistance administration responsibilities for housing assistance programs in Los Angeles. The Director provides high-level oversight of participant eligibility, and contract compliance, while fostering a culture of excellence, equity, and innovation. The Director nurtures strong partnerships with funding agencies, service providers, and community stakeholders to support regional efforts to end homelessness. Primary Job Responsibilities Program Operations & Compliance • Ensures housing program quality, efficiency, and compliance with funder and internal requirements., • Guide eligibility and intake processes to ensure timely progress toward lease-up and utilization goals., • Lead ongoing internal monitoring of documentation, service delivery, and client file accuracy to maintain readiness for audits and funder reviews., • Conduct regular policy reviews and recommend updates to the Vice President of Housing annually or as regulations change., • Lead internal response to program compliance issues and work in collaboration with the Vice President of Housing and Compliance team on corrective actions., • Coordinate cross-departmental alignment to ensure seamless workflows between housing services, finance, and training functions. Financial Management • Monitor financial assistance utilization and develop strategies to ensure programs meet or exceed spending targets in accordance with funder requirements., • Collaborate with finance staff to track expenditures, resolve disbursement challenges, and maintain alignment with contract budgets., • Lead or support monthly funder or provider partner meetings focused on financial utilization and performance improvement., • Support the development and refinement of tools, reports, and internal controls related to financial assistance administration. Strategic Planning • Implement program Objectives and Key Results (OKRs) that align with HOM’s strategic plan., • Collaborate with the executive team on strategic planning, business development, and regional growth opportunities., • Participate in senior leadership meetings, contribute to organizational decision-making, and represent the LA program’s operational priorities. Community Relations & Advocacy • Build and maintain strong partnerships with community stakeholders., • Represent HOM and its mission in public forums, meetings, and collaborative efforts with funders, partners, and Continuums of Care as needed, • Represent HOM at public meetings, collaborative tables, funder forums, and community events as needed. Leadership and Supervision • Model, encourage, and reinforce company culture and values., • Assist with recruiting, hiring, and termination of housing department staff., • Engage, train, and develop employees using traditional and innovative team-building techniques., • Translate executive vision into clear, actionable goals for HOM LA while serving as a representative to stakeholders and community partners., • Assist with professional development by guiding team members in obtaining professional certifications, staying informed and current on industry trends, changes in program rules and regulations, and other pertinent approaches to professional development., • Provide ongoing praise and constructive feedback as appropriate., • Encourage team members to evaluate and make suggestions for program, process, or implementation improvements., • Collaborate with cross-departmental stakeholders to align HOM LA strategies with company-wide OKRs and long-term growth., • Foster a culture of financial accountability and transparency within the organization., • Ensure the successful execution of HOM LA’s centralized financial assistance responsibilities through effective leadership, resource planning, and cross-agency communication., • Promote communication and cooperation across departments to ensure housing program processes align with organizational objectives., • Ability to lead teams in administering financial assistance, monitoring subsidy timelines, and coordinating with provider partners to support sustained housing outcomes., • Excellent communication and interpersonal skills to work effectively with diverse teams and external partners., • Strong organizational and project management skills with the ability to handle multiple priorities., • Experienced in utilizing financial tools and software to develop estimates, conduct business forecasting, and support strategic decision-making., • Demonstrated ability to make data-driven decisions and provide strategic recommendations., • Proficient in financial analysis, forecasting, and modeling to support budgeting, planning, and decision-making., • Strong analytical and problem-solving skills with a track record of improving business processes, reducing costs, and increasing operational efficiency., • Skilled in identifying and implementing best practices, with a focus on continuous performance improvement and measurable outcomes., • Knowledge of California Civil Code Sections 1940-1954.06, The Tenant Protection Act of 2019 (AB 1482), and local rent control and tenant protection ordinances., • Experience working with individuals experiencing homelessness or disabilities., • High level of discretion and confidentiality in handling sensitive information., • Strong sense of ownership and accountability for work processes and outcomes., • Ability to manage change while working as part of a team., • Proficiency in Microsoft Office 365 applications, including SharePoint, OneDrive, Teams, Planner, Outlook, Word, and Excel. Other Requirements • Must pass a background check with no findings that impact the ability to fulfill compliance and role responsibilities., • This role will have access to sensitive data, including Personally Identifiable Information (PII) and Protected Health Information (PHI), and must adhere to HOM Security and Privacy Policies., • Team Member may use or disclose PII or PHI through the course of their financial duties listed above.
