About the Role We are seeking an accomplished Head of Service Delivery to lead the delivery and execution of complex federal, state, and local IT programs, with a particular focus on initiatives within the Oracle Health (Cerner) Electronic Health Record (EHR) ecosystem. This senior leader will serve as the top program executive responsible for ensuring excellence in delivery, client satisfaction, operational compliance, scalability and growth, and team engagement and performance across multiple government task orders and delivery engagements. They will oversee a portfolio of projects, lead a team of consultants and technical specialists, and ensure that all contractual, technical, and mission requirements are met or exceeded. The ideal candidate combines deep knowledge of EHR and related implementations, strong government acumen (particularly federal), and demonstrated program management, people leadership, and client relationship skills. This role will partner closely with the business development and operations teams to deliver a best-in-class service delivery program. Key Responsibilities Service Delivery Leadership & Operational Excellence • Own end-to-end service delivery performance across all company engagements, with responsibility for scope, schedules, quality, resourcing, and risk management, • Demonstrate the company’s commitment to adding maximum value to clients in how work is prioritized and delivered, • Lead overall program strategy, governance, delivery frameworks, standard operating procedures, and performance management, ensuring delivery excellence and alignment with client mission objectives, • Establish and monitor delivery KPIs, including Timeline/milestone adherence; Budget, revenue, and margin performance; Program quality and risk measures; Client and partner satisfaction and retention; Resource utilization and productivity, • Ensure all services meet or exceed target performance metrics, contractual and other governmental requirements, and Service Level Agreements (SLAs), • Foster long-term relationships with both federal/state/local government clients and partners, ensuring the company is viewed as a trusted and mission-aligned resource that adds maximum value, • Lead, mentor, and inspire a diverse consulting organization including service delivery leaders, program and project managers, functional leads, technical consultants, and subject matter experts, • Build and maintain a strong consulting culture focused on accountability, collaboration, innovation, and client impact, • Oversee the development and execution of workforce planning, staffing strategies, mentoring programs, and professional development initiatives, • Drive high levels of employee engagement, retention, and performance, including succession planning for critical delivery roles, and partner closely with People Operations for hiring, onboarding, skills assessments, and ongoing consultant support, • Ensure compliance with government/client labor category (LCAT) requirements, training, and certification standards, • Oversee all service delivery financials including department and program budgeting, forecasting, invoicing, and margin performance, • Track burn rates and funding levels across task orders and programs, ensuring accuracy and proactive adjustments to maintain fiscal discipline and appropriate resource alignment, • Ensure operational compliance with FAR/DFARS, contract terms, and internal corporate policies, • Collaborate with corporate finance, contracting, and operations teams to ensure seamless coordination of administrative and financial processes, • Partner closely with Business Development leadership to align on pipeline priorities, staffing plans, and delivery readiness, • Support proposal development by contributing technical and operational expertise, staffing strategies, past performance narratives, and program metrics, • Serve as a trusted delivery voice in client and partner discussions, oral presentations, and post-award transition planning, • Support growth by identifying adjacent services, workshare/contract expansions, and follow-on opportunities within existing programs, • Align workforce planning, onboarding, and delivery enablement to forecasted pipeline and awarded work, • Standardize a service delivery model with tools, processes, and governance to support multi-project, multi-client delivery at scale, • Drive adoption of delivery modernization approaches (ex: Agile, Lean Six Sigma, human-centered design) to enhance service efficiency and quality, • 10+ years of experience managing large, complex IT programs (preferably health IT), with proven experience working on one or more federal, state, or local government programs, • Proven success leading multi-task order portfolios and large-scale implementation projects supporting Oracle Health (Cerner) EHR modernization or related health initiatives for government agencies, • Proven experience building, scaling, and leading large consulting teams, including prior experience managing team leaders, • Demonstrated strengths in leveraging data to drive decision making with clients, partners, and internal teams, and strong ability to use technology systems to drive work and produce detailed analytics, • Strong understanding of federal acquisition environments (VA and/or Military Health exposure preferred), including FAR/DFARS and task order management, • Experience managing P&L and budgets for large consulting departments, • Demonstrated excellence in executive communication, stakeholder engagement, and cross-functional leadership, • This is a remote position, but may require 25-35% travel depending on team/client needs., • Salary at S&P is determined by various factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $200,000 - $240,000 (annualized USD). This represents the estimated salary range for this position and is not a guarantee of compensation. Additionally, S&P’s total compensation package also includes medical, dental, vision, life, and disability insurance, 401K, holidays, and paid time off.
