Job Description A Civil Project Manager is responsible for overseeing all phases of a civil construction project, from conception to completion. They ensure that projects like roads, subdivisions, and are delivered on time, within budget, and to the required quality and safety standards. Their duties combine technical engineering knowledge with strong leadership and communication skills. Pre-construction responsibilities Before breaking ground, the civil project manager lays the foundation for success. * Bid and proposal management: They may help prepare bids and proposals for projects, including evaluating the scope of work and identifying risks. * Budgeting and estimating: The manager drafts and controls the project's budget, tracking costs and expenditures throughout its life cycle to avoid overspending. * Permits and compliance: They obtain necessary permits and licenses from authorities and ensure all plans comply with federal, state, and local regulations and building codes. * Resource and subcontractor planning: This includes developing comprehensive work plans, identifying resource needs (personnel, equipment, materials), and negotiating contracts with vendors and subcontractors. * Scheduling: They create and manage the master project schedule, detailing timelines for intermediate phases to ensure deadlines are met. Construction phase responsibilities During active construction, the project manager acts as the central point of control. * Site supervision: They oversee day-to-day operations and supervise construction crews, site superintendents, and foremen to ensure that work progresses according to plan. * Client communication: They serve as the primary point of contact for the client, providing regular progress reports and addressing any questions or concerns. * Stakeholder coordination: The manager coordinates the activities of architects, engineers, subcontractors, suppliers, and municipal officials to ensure a smooth workflow. * Risk and problem management: They identify, analyze, and mitigate potential risks and delays, and respond effectively to any emerging issues or emergencies. * Change orders: When changes to the scope of work are needed, they are responsible for processing change orders and modifying pricing and agreements. Quality control and safety Maintaining quality and safety is a paramount responsibility for the civil project manager. * Quality assurance (QA/QC): They ensure that all work meets the company's standards and quality plans, as well as the project's technical specifications. * Safety enforcement: The manager enforces safety policies and regulations on-site, ensuring a safe working environment for all personnel. * Site inspections: Regular site visits are conducted to monitor progress, enforce safety standards, and check for compliance with design specifications.
