Job DescriptionDescription: IEI currently provides a range of home and community-based services to people with developmental disabilities in Eugene, Oregon. IEI has worked to create a home for each person we support that meets the person's needs and adapts as those needs change. From support with household tasks to teaching the skills a person wants to learn, our homes and the support professionals we employ are here to help create a healthy, safe, and happy home environment tailored to each person's unique situation. As a senior leader, the Support Services Director (SSD) is a key member of IEI’s Executive Support Team. This role involves close collaboration with the CEO and other Executive Team members to ensure the success of IEI’s mission. The SSD leads a diverse team with various areas of expertise, providing essential support for residential services aimed at individuals with Intellectual and Developmental Disabilities. The SSD is responsible for managing crucial support structures that are vital for the effective delivery of services by agency team members. This includes ensuring compliance with Oregon Administrative Rules (OARs), overseeing Quality Assurance and State Licensing activities, managing Behavioral and Health Services, and implementing RN health plans and delegations for individuals who require these services. Additionally, the AASD coordinates maintenance, community living support, and billing for individuals served by the agency. The AASD also navigates Oregon's funding and exceptions processes, managing other important agency support systems to ensure stable and effective support for residential service teams and the individuals they serve. The influence of the Auxiliary Support Director extends across the agency through policy development and communication, guaranteeing robust support systems for all team members and the individuals receiving services. ESSENTIAL FUNCTIONS Leadership & Supervision: • Supervise, lead, and support the Registered Nurse, Behavioral Professional, Community Living Services Coordinator, maintenance support, and other assigned personnel, ensuring professional growth and adherence to agency standards., • Provide guidance, technical assistance, and problem-solving support., • Act as a model for and advocate of people’s rights and choices, • As an executive team member, lead and participate in developing agency goals, objectives, and initiatives., • Ensure all supervised team members' duties are completed accurately and on time., • Responsible for making suggestions as to how the total system can be improved. Must exercise good human relations skills., • Effective Agency Support Systems & Processes:, • Participate in the planning and implementation of agency processes and oversight for areas of responsibility, including but not limited to:, • ONAs, Exceptions, self-assessment processes, state licensing, plans of corrections, OIS training, behavioral billing, ACES/CLS activities and billing, all nursing care assessments, care plans, delegations, ensuring all homes are safe and well-maintained, and other areas as assigned., • Program & Compliance Oversight:, • Ensure adherence to Oregon Administrative Rules (OARs), licensing requirements, and agency policies., • Develop and implement agency processes to ensure that all of the residential leadership team understands their responsibilities related to OARs, state licensing activities, Plans of Corrections,, • Therap-related coordination, training, and support, as identified with the executive team, • Respect and protect the confidentiality and property of the people supported, • Training & Development:, • Passing and maintaining required training and certifications., • Engage in ongoing learning in all areas of responsibility, • Participate in developing and delivering training programs tailored to staff needs, including certifications and regulatory requirements. Promote ongoing learning and professional development for the team., • Assure self-understanding of all applicable rules and regulations in Oregon for RN/health services, Behavioral Services, and all associated licenses, certification requirements, and processes., • Oversee the monitoring of Protective Service Investigations and collaborate with the executive team on any necessary protective services, staff training and retraining, suspensions, and other related matters., • Stakeholder Communication:, • Maintain open and respectful communication with all IEI internal staff, individuals supported, their families, external stakeholders, and the broader community. Represent the organization in external meetings and community events., • Record-Keeping & Reporting:, • Ensure accurate and timely documentation for licensing, quality assurance, and program evaluation. This includes creating and submitting the State-required Plan of Corrections process for licensing compliance., • Monitor IEI’s Protective Service processes: processing all reports of alleged abuse or neglect, assessing initial responses, coordinating with county and state personnel on investigations, and ensuring appropriate agency follow-up when final reports are received., • Safety Oversight:, • Active participation in the safety committee, Emergency Preparedness oversight, operations, systems, and training., • Respond as needed in emergencies, big and small., • Additional Agency Auxiliary Support:, • Coordinate with the Residential Services Director on the development process, including, but not limited to, coordinating the development of new homes, internal transfers, creating house budgets, and all other associated tasks to ensure that a new home is designed and ready for people to move into., • Participate in an agency on-call rotation, typically at the administrative or executive level, every four weeks: answer the phone, provide necessary support, including problem-solving, emergency response, and coverage as needed., • At least 18 years of age., • Valid Oregon driver’s license for three (3) consecutive years with an insurable record, • Minimum of 4 years of experience providing professional support services to people with disabilities., • Minimum of at least 3 years of experience supervising employees, • Preference given to a bachelor’s degree in psychology, sociology, social work, behavioral sciences, communications, or a related field., • Strong computer skills, including Excel, Word, and other Microsoft Office applications, • Self-motivated and willing to learn new skills, • Handle multiple detailed duties with a very high level of accuracy., • Thorough knowledge of Federal and State employment-related laws and regulations., • Service-oriented and willing to help out wherever needed., • Excellent verbal and written communication skills., • Excellent interpersonal, negotiation, and conflict-resolution skills., • Excellent organizational skills and attention to detail., • Excellent time management skills with a proven ability to meet deadlines., • Ability to prioritize tasks and delegate them when appropriate., • Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems., • Working knowledge of the Oregon Administrative Rules (OARs), • Capable of communicating and collaborating effectively and respectfully with supported individuals, staff, service coordinators, licensing officials, and other people., • Ability to establish and maintain professional and positive relationships with all agency staff and governmental agency staff, • Must have reliable transportation daily, including evenings and weekends.
