Job DescriptionSalary: $36.90 - $49.82/hr, DOE PROGRAM MANAGER - ATHLETICS, FITNESS, AND MEMBERSHIPS Full-time, Salary, Exempt, Benefitted position APPLICATION CLOSING DATE: Open to internal applicants only through 5PM on December 9, 2025 All applications due by 5PM on December 24, 2025 Anticipated start date 2/6/2026 JOB DESCRIPTION: General Statement of Duties: Plans, manages, organizes, evaluates and directs the programs, activities, and administration of athletic and fitness programming, including youth and adult athletics, athletic events, district fitness programming, and fitness facilities; does related work as required. Distinguishing Features of the Class: An employee in this classification is responsible for the planning, promoting, implementing, budgeting, and oversight of district recreational programs, which includes but is not limited to youth and adult athletic programs, athletic events, Middle School Sports, After School All-Stars, personal training, fitness centers, group exercise, water exercise, and similar programming. This position will also oversee the district's membership program, including, but not limited to, paid memberships, corporate memberships, and membership partnerships (Silver and Fit, insurance-based memberships, etc.). Work is performed under the general supervision of the Deputy Director of Recreation and Community Services, who reviews work primarily based on results attained and on the accomplishment of outlined objectives and goals. This position will exercise direct supervision over assigned staff, up to and including the recreation supervisor level. Examples Of Essential Duties Performed: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties that are not listed.) • Work with the Deputy Director of Recreation and Community Services to establish priorities, goals, and objectives., • Evaluate programs, activities, and services using available analytics and reporting. These analytics will be used to optimize department operations, program development, and department decisions., • Supervise departmental staff to ensure district goals and objectives are met. Schedule, assign, and review work; prepare and administer performance evaluations; conduct staff meetings; provide opportunities for developmental training; provide technical assistance and performance coaching to staff; take necessary disciplinary action; and make hiring and termination decisions with consideration to program needs., • Ensure timely, consistent communication of district initiatives, updates, and key efforts to all staff levels, keeping them well-informed and engaged., • Ensure the department collaborates with marketing by communicating and establishing priorities, submitting support requests in a timely manner, following brand guidelines, and ensuring processes are followed correctly., • Serve as a lead in the successful execution and editing of the district's recreation guides., • Oversee a membership strategy that includes all types of memberships, product development, pricing, competitive analysis, and performance reporting., • Oversee and set goals and objectives for staff in the areas of athletics, fitness, and other recreation programs as assigned., • Actively support safety and loss control measures. Ensure employees are held to district safety, security, and loss control standards., • Provide excellent internal and external customer service. Create a positive experience for staff and patrons through professional, courteous behavior and practical problem-solving., • Develop and evaluate program costs and revenues as assigned. Identify operational changes needed to achieve service, revenue, and cost-containment goals., • Professionally respond to inquiries, questions, and complaints from participants; respond to emergencies involving participants and staff., • Communicate effectively and work cooperatively with all staff, with other departments, agencies, and the general public., • Supervise the implementation and compliance of policies and procedures., • Work a flexible schedule, including weekends, evenings, and on-call status as needed. Provide onsite supervision and program leadership as required., • Serve as a member/consultant to applicable district and/or community committees, task forces or focus groups as requested and/or approved by the Deputy Director of Recreation and Community Services or executive director., • Participate and collaborate with other federal, regional, state, and local educational/non-profit agencies, districts, and programs, to promote and coordinate offerings; negotiate and/or administer contractual agreements for services/facilities., • Direct and participate in the development, review and evaluation of programs offered to ensure that program services meet community needs; implement, monitor, and review service delivery processes; ensure departmental program services are in compliance with relevant laws, regulations, and guidelines. Ensure that programs are meeting the needs of the constituents as well as revenue generation if applicable. Coordinate with appropriate departments to ensure effective delivery of services district-wide., • Prepare/recommend annual department budget and monthly budget projections for the athletics and fitness department. Monitor expenditures and revenues to remain within established budgetary constraints; monitor subsidy levels. Make necessary adjustments to programs and services to meet district goals and objectives., • Oversee department supply and material purchasing; authorize repairs or services within authorized spending limits., • Actively pursue alternative revenue-generating opportunities for the department in conjunction with the Deputy Director of Recreation and Community Services and identified district staff., • Perform other job-related work as required. DESIRABLE QUALIFICATIONS: Knowledge: Knowledge and understanding of principles of supervision, leadership, personal and professional development, and practices. Considerable knowledge of methods involved in supervising, coordinating, budgeting, scheduling and recreation programs and activities. Knowledge of fitness and wellness practices, customer service;knowledge of evaluating and addressing associated risk inherent to industry. Skills: Innovative, passionate for serving the community; maintain a positive culture within the department and inspire staff to reach and exceed goals and objectives. The Program Manager will also be collaborative and personable, will communicate effectively, and will strive to create and maintain positive relationships throughout the district and community. Effective verbal and written communication; exercise good judgment, problem solving and decision-making skills; budget management; formulate program goals, programs, and services to meet the needs of the district and community. Abilities: Communicate effectively with all ages; work independently with accountability; excellent written and verbal communication skills; establish and maintain positive working relationships with staff, volunteers, participants, community groups, and the public; represent the district in a professional manner within the community. Attention to detail; ability to speak with ease publicly to groups of all ages and sizes; ability to work a variety of shifts, length of shifts and days of the week as event/program requires. Physical Demands of the Position: While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility including the ability to move materials weighing up to 5 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 50 pounds with proper safety tools. Manual dexterity and coordination are required over 50% of the work period while operating equipment such as computers, keyboards, telephones, calculators, and standard office equipment. Work is primarily performed in an office environment but may have exposure to adverse weather conditions related to outdoor recreation events. Required Experience and Training: Four-year college degree in recreation management or a related field, and five years of supervisory experience in recreation and facility management or related area which includes working closely with the general public; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and ability to perform the above-described duties. Preferred Experience and Training: Six years of supervisory experience in recreation programming; CPRP certification or other professional certification relative to this scope of work. Master'sdegree in recreation, business, public administration or related field. Necessary Special Requirements: Valid Oregon driver license required and maintain a safe driving record. ADDITIONAL INFORMATION: Hours/Shifts Typical hours will be Monday-Friday 8:00 AM - 5:00 PM with exceptions that could require nights, weekends, or off hours.
