What We Do Here at HLE: Over almost 30 years, we have worked in the public works sector. More precisely in highway work. Our area of concentration includes sign lighting, freeway lighting, street lighting, traffic signals, ramp metering systems. Any electrical components that are related to that scope of work fall under our specialty. Our projects physical footprint spans from our Southern California offices throughout California to its Northern Border. Job Title: Payroll Supervisor Department:Office Administration Classification: Exempt Reporting to:Office Manager Role Purpose: The Payroll Supervisor is responsible for overseeing the complete payroll function and ensuring accuracy, timeliness, and legal compliance in all payroll related activities. This role leads the payroll team, supports strategic process improvements, and builds strong relationships with field operations, HR, and Finance. It provides both technical leadership and team development to maintain consistent payroll quality that supports organizational growth, legal obligations, and employee trust. Accountability Roles: • Lead, Manage, and Hold Accountable (LMA): The Payroll Supervisor directs the payroll teams daily operations, ensuring timely and compliant execution of all tasks. The Payroll Supervisor leads by example, provides guidance and coaching, delegates appropriately, and holds the team accountable for high standards. The role builds alignment through team huddles, feedback loops, and shared goals that link directly to payroll performance and cultural expectations., • Process: The Payroll Supervisor is accountable for maintaining and improving payroll related processes and systems. This includes overseeing compliance with labor law, DIR, union contracts, and apprenticeship programs ensuring accurate processing and reporting, responding to field issues, and identifying opportunities for automation, error reduction, and cross training, • Data: The Payroll Supervisor ensures the accuracy and integrity of all payroll data across platforms whether managing timecard approvals, benefits, tax deductions, Daily Construction Reports (DCRs), Certified Payroll Reports (CPRs), or internal audit requests. They must ensure reports are complete, transparent, and used to guide strategic decisions and maintain external compliance. CoreResponsibilities: • Lead the full payroll cycle and ensure accurate, timely payroll execution in compliance with all relevant regulations., • Supervise and support payroll team members, coach on performance, provide feedback, and promote development., • Collaborate with HR, Field Operations, and Finance to ensure all payroll inputs and outputs are aligned and validated., • Manage reporting for labor compliance, union agreements, and state and federal agencies (e.g. DIR, LCP, CPRs)., • Implement controls and conduct periodic audits to ensure data accuracy and policy adherence., • Responsible for fulfilling external audit requests for union, WC, and DIR., • Develop, document, and refine payroll procedures, systems, and escalation protocols., • Provide excellent internal customer service by resolving payroll-related inquiries and discrepancies in a timely and professional manner., • Maintain confidentiality, data security, and trust in all aspects of employee compensation. Hard Skills • Deep understanding of payroll systems, reporting tools, and regulatory frameworks (e.g. DIR, LCP, CPRs, union contracts)., • Experience using payroll software and project/task tools (e.g. ClickUp, Vista, or equivalent)., • Working knowledge of California and multi-state labor laws and federal wage regulations., • Experience with certified payroll requirements and documentation., • Ability to produce audit ready reports and resolve discrepancies. Education and Experience: • High school diploma or equivalent required; college level coursework in Accounting, Business, or HR strongly preferred., • 3-5 years of progressive experience in payroll, including 1+ years of team leadership or supervisory experience., • Demonstrated experience handling complex payroll compliance, reporting, and field collaboration.
