Job Title: Senior Housing Standards / Renewal Officer Location: Hybrid working – 3 days per week in the office with regular site visits Hours: 37 hours per week Start Date: ASAP About the Role We are seeking an experienced and motivated Senior Housing Standards / Renewal Officer to join our team. This is a key role responsible for ensuring high housing standards across the borough, supporting enforcement activity, and mentoring officers to deliver high-quality regulatory work. You will manage a varied caseload, investigate housing complaints, and take appropriate enforcement action where required. The role also includes supporting and guiding Housing Standards and Renewal Officers, helping maintain strong professional practice and consistent decision-making. Due to the nature of the role, you must be able to travel to sites regularly and have access to your own vehicle. Key Responsibilities • Mentor and support Housing Standards / Renewal Officers to deliver effective investigative and enforcement work., • Investigate complaints relating to housing conditions and landlord compliance with housing legislation., • Carry out property inspections and Housing Health and Safety Rating System (HHSRS) assessments., • Identify hazards and determine appropriate regulatory or enforcement action., • Gather evidence, conduct PACE interviews, and prepare legal enforcement files., • Enforce housing standards legislation including HMO licensing, empty homes standards, and housing disrepair., • Issue and manage enforcement actions such as improvement notices, prohibition orders, civil penalties, and prosecutions., • Work collaboratively with Housing Options on cases involving illegal eviction, harassment, and unlawful landlord activity., • Manage an investigative caseload ensuring work is lawful, proportionate, and timely., • Support the development of operational policies, procedures, and guidance relating to housing regulation., • Build strong partnerships with internal teams and external organisations including Police, Fire Service, health providers, and voluntary agencies. Provide strategic financial leadership and advice to senior management and elected members. Lead the preparation, management, and monitoring of the organisation s budget, financial planning, and financial strategy. Ensure strong financial governance, risk management, and internal control frameworks. Oversee financial reporting, statutory accounts preparation, and compliance with public sector accounting standards. Provide expert financial advice to support policy decisions, service delivery, and organisational strategy. Manage and develop the finance team, ensuring effective financial operations and reporting. Work closely with external auditors and regulatory bodies to ensure transparency and accountability. Person Specification Must-Have Fully qualified accountant (CIPFA, ACA, ACCA, or equivalent). Significant senior-level public sector finance leadership experience. Experience performing the role of Section 151 Officer or Deputy S151 in a local authority or public sector organisation. Strong knowledge of local government finance regulations and governance frameworks. Experience managing budgets, financial strategy, and statutory reporting. Excellent leadership, communication, and stakeholder management skills. Ability to provide strategic financial advice to senior leadership and governing bodies. Right to work in the UK. Nice-to-Have Previous experience working within a national park authority or environmental/public sector organisation. Experience managing organisational transformation or financial improvement programmes. Experience working closely with elected members or boards.
