Job Description What We Are Looking For: This position will be responsible for managing all phases of our proposal process, including preparing successful proposals to both private and government clients. This position will be a member of our business development team but also coordinates with operations and subject matter experts (SMEs) to plan, develop, and deliver winning proposals. What You’ll Do: Proposal Development • Understands how to structure a proposal to make it scoreable and compliant, • Understands how to develop win themes to get our strengths across, • Develops and enforces proposal response schedule and corresponding deadlines, • Ensure proposal submissions align with client requirements and the company's proposal standards, • Be proactive to anticipate proposal challenges and contribute to team efforts without managerial oversight or prompting, • Develops, documents, and implements process improvements to continually improve proposal quality and effectiveness, • Review final proposal documents for editing, completeness, and compliance with RFP, • Submit final proposals on time and provide updates to team on proposal statuses, • Diligently manage prequalification, precertification, and corporate engineering licensing efforts for State Departments of Transportation (DOTs), FHWA, United States Army Corps of Engineers, and other agencies/clients as needed, • Communicate and collaborate with other proposal specialists from partner firms on pursuits to meet client deadlines, • Manage and prioritize multiple proposal efforts simultaneously, meeting all associated deadlines, • Collaborate with doer/sellers, sales reps, and SMEs to monitor and report on engineering opportunities with key customers. Qualified candidates will have a background in the following: • Knowledge and experience designing and implementing investigations and remedial strategies under governing regional guidelines (Washington SMS, Oregon DEQ, Sediment Management Standards/Sediment Cleanup User's Manual, Army Corps of Engineers’ Dredge Materials Management Program, etc.), • Experience with integrating in-water and upland investigation and remedial strategies, including permitting requirements, agency and stakeholder negotiations, source control, site restoration/redevelopment, and land use considerations, etc., • Performing engineering analyses/evaluations for a range of multi-disciplinary projects, including application of innovative sediment remediation technologies, waterfront development/reuse, site/shoreline restoration, and source control projects, • Preparing remedy design documents and supporting deliverables, including engineering calculations, cost estimates, bases of design reports, and integrated design and specifications packages, • Evaluate the fate and transport of environmental contaminants in various matrices with an emphasis on the protection of marine and freshwater sediments, • Project and task management, including team assignments and coordination, client management, and financial administration, • Overall program strategic development, including further development of teaming partner relationships, client business development, internal team integration and collaboration, etc., • Plan, coordinate, and oversee implementation of multi-media field investigation programs, including field team and subcontractor management, laboratory engagement, quality assurance review, and characterization reporting., • BS or MS in environmental or civil engineering, • PE registration in Washington or Oregon preferred, • 15+ years of experience in planning and designing sediment remediation projects, contaminated site investigation and remediation programs, and/or shoreline infrastructure and restoration programs, • Knowledge and experience with State and Federal environmental regulations and their application in the Pacific Northwest, • Clear and concise communication skills, • Exceptional attention to detail, while maintaining the ability to view multiple, simultaneous projects in the context of big picture goals and objectives.
