Job Description Associate Director – Job Description Company: Quality Angels Human Service Location: 612 Clifton Ave, Collingdale, PA 19023 Reports to: Executive Director Employment Type: Full-Time Annual Salary: $60,000 Position Overview The Associate Director at Quality Angels Human Service plays a critical role in overseeing daily operations, ensuring compliance with OLTL (Office of Long-Term Living), ODP (Office of Developmental Programs), Department of Health, IDS (Intellectual Disability Services), and Managed Care Organizations (MCOs). This individual must be proactive, self-motivated, and extremely organized, with the ability to implement change, generate new ideas, and improve company operations and service quality. The Associate Director must have a minimum of 2 years of experience managing an ODP 6400 Residential program and be able to run the program independently. They will also act as the primary liaison between the company and all governing bodies, ensuring that all licensing requirements from ODP, OLTL, the Department of Health, IDS, and MCOs are met. This role requires strong leadership, compliance expertise, and strategic problem-solving skills to ensure the company maintains the highest quality of care while expanding and improving services. Key Responsibilities * Regulatory Compliance & Quality Assurance: • Ensure compliance with ODP 6400 Residential Program regulations, OLTL, Department of Health, IDS, and MCOs., • Meet and ensure all licensing requirements from ODP, OLTL, IDS, Department of Health, and MCOs., • Conduct internal audits and compliance reviews to mitigate risks., • Maintain up-to-date knowledge of all regulatory requirements and implement best practices. Liaison & External Relations: • Act as the primary liaison between the company and ODP, OLTL, IDS, the Department of Health, and MCOs., • Serve as the direct point of contact for all governing bodies, handling all inspections, inquiries, and correspondence., • Represent the company in licensing meetings, compliance audits, and external agency communications. Operational Oversight & Innovation: • Independently manage the ODP 6400 Residential program, ensuring daily operations run smoothly., • Supervise all residential program staff and ensure compliance with all licensing requirements., • Be proactive and inventive in developing new ideas and strategies to improve operations and service delivery., • Implement organizational changes and process improvements to optimize company efficiency. Leadership, Hiring & Staff Management: • Provide leadership, guidance, and performance evaluations for staff., • Responsible for hiring, training, and terminating office administrators as needed., • Conduct training and mentorship programs to enhance employee development., • Collaborate with HR to recruit, onboard, and retain top talent. Program Expansion & Resource Development: • Identify opportunities to expand residential services and other community-based programs., • Research funding sources, partnerships, and grants to support agency growth., • Work with stakeholders to enhance community outreach and engagement. Client-Centered Services: • Ensure clients receive individualized, high-quality residential care services., • Review and update care plans in collaboration with program managers., • Monitor client satisfaction and address any concerns proactively. Strategic Planning & Performance Metrics: • Track Key Performance Indicators (KPIs) to assess program success., • Develop and execute short- and long-term strategic growth plans. Education & Experience: • Bachelor’s Degree in Business, Healthcare Administration, Social Services, or a related field (Master’s preferred)., • Minimum of 5 years of management experience, preferably in home care, healthcare, or residential services., • Minimum of 5 years of experience managing an ODP 6400 Residential program., • Must be able to run the ODP 6400 Residential program independently with minimal supervision., • Experience with OLTL, ODP, IDS, the Department of Health, and MCOs is highly desirable., • Strong knowledge of ODP 6400, OLTL, Medicaid, IDS, the Department of Health, and MCO programs., • Experience in financial management, budgeting, and resource allocation., • Proficient in Microsoft Office (Word, Excel, Outlook, PowerPoint) and industry-related software., • Ability to interpret and apply regulatory policies and procedures., • Proactive and inventive, with a strong ability to implement change and introduce new ideas., • Passionate about making a difference in human services., • Self-motivated with the ability to work independently and take initiative., • Extremely organized with strong time management and multitasking abilities., • Strong leadership, decision-making, and problem-solving skills., • Ability to train, mentor, and motivate staff to achieve company objectives., • Excellent written and verbal communication skills., • Effective conflict resolution and negotiation skills., • Experience working with individuals with disabilities or behavioral challenges., • Knowledge of grant writing, fundraising, or community partnership development., • Annual Salary: $60,000, • Performance-Based Bonus of up to $5,000 per quarter based on achievement of operational, compliance, and financial goals., • 401(k) matching program., • Paid time off (PTO) including vacation, sick leave, and personal days., • Health, Dental and Vision Insurance., • Healthcare solutions and support programs., • Pay advance options and flexible payment structures.
