Position Summary The Quality & Compliance Manager is a critical leadership role responsible for ensuring the agency’s full compliance with all regulatory, licensing, and quality assurance standards. The role oversees the implementation of ODP 6100/6400 regulations, supervises Program Managers and the Company Nurse, and plays a hands-on role in the day-to-day operations related to service delivery, medication administration, incident tracking, and regulatory audits. This position will spearhead all licensing, certification, provider qualification, and renewal processes, ensuring LHSS remains fully accredited and in compliance with all state and federal mandates. The Quality & Compliance Manager will also serve as the agency lead for HRST (Health Risk Screening Tool)—coordinating scoring reviews, ensuring timely submissions, monitoring risk trends, and training staff on related protocols to improve outcomes and reduce preventable health issues. Key Responsibilities • Lead and manage all licensing, provider qualification, and renewal activities with ODP and related regulatory bodies, • Ensure compliance with all ODP 6100/6400 regulations, including service delivery, documentation, and training standards, • Supervise and support Program Managers and the Company Nurse to ensure consistent, high-quality program execution, • Oversee implementation and compliance with the Health Risk Screening Tool (HRST), including:, • Monitoring assessment submissions and scoring accuracy, • Coordinating interdisciplinary reviews and follow-up actions for identified health risks, • Ensuring timely training and competency development in HRST protocols, • Conduct internal audits and quality checks on incident reports, medication administration, MAR documentation, and health/safety standards, • Manage HCSIS/EIM incident reporting and investigations; ensure compliance with timelines, follow-up, and root cause analyses, • Identify quality improvement opportunities through trend analysis, compliance reviews, and direct observation, • Develop and maintain agency policies, procedures, and SOPs related to compliance, health risk, and service quality, • Prepare the organization for licensing inspections, audits, and surveys by ensuring readiness and documentation accuracy, • Collaborate with executive leadership to drive risk mitigation strategies and corrective action planning, • Provide compliance-related training to program staff and management teams, • Serve as liaison to regulatory and licensing agencies and maintain all related records and communications Required Qualifications • ODP Certified Quality & Compliance Professional (QCP) – Required, • Demonstrated knowledge and hands-on experience with HRST implementation and oversight, • Bachelor’s degree in Human Services, Nursing, Public Health, Healthcare Administration, or related field (Master’s preferred), • At least 3–5 years of progressive experience in quality assurance, compliance, or healthcare operations, • Strong familiarity with ODP regulations, HCSIS, EIM, and HRST systems, • Previous supervisory experience leading cross-functional teams, • High attention to detail and analytical skills for audits, risk analysis, and data review, • Excellent written and verbal communication skills, • Proficient in Microsoft Office Suite (Word, Excel, Outlook), • Mission-driven and values-based workplace, • Opportunity to lead agency-wide quality initiatives and shape compliance infrastructure, • Growing, stable, and fully licensed ODP provider in Lehigh County, • Supportive leadership team and a collaborative culture, • Benefits (available after 90 days; full-time employees must work 40 hours per week to qualify) Flexible schedule * Paid time off (PTO) * Paid holidays * Paid training * Medical, dental, and vision insurance Equal Opportunity Employer Lehigh Human Support Services is an Equal Opportunity Employer and embraces diversity in all forms.
