The HSE Coordinator helps protect Fiore’s people, projects, and communities by supporting the implementation of health, safety, and environmental programs across active job sites. Working closely with field leadership, this role promotes safe work practices, regulatory compliance, and continuous improvement through inspections, training, and proactive communication. TOTAL COMPENSATION $33.80 to $58.85 per hour Actual compensation will be based on experience, qualifications, and internal equity. ESSENTIAL DUTIES AND RESPONSIBILITIES Health & Safety • Support field leadership in preparing, reviewing, and auditing Job Hazard Analyses (JHAs), Safe Work Permits, Safe Work Plans & Practices, Environmental Plans, Pre-Activity Plans (PAPs), Daily Huddles, Weekly Tailgate Meetings, and Monthly Safety Meetings., • Implement and administer the Company Drug & Alcohol Testing Program, including Reasonable Suspicion processes., • Issue and track Personal Protective Equipment (PPE) for Fiore employees as required., • Evaluate field conditions and recommend controls related to trenching, fall protection, lifting, and other high-risk activities., • Participate in emergency response planning, audits, and drills; coordinate emergency exercises when requested., • Coordinate and support investigations of field incidents, near misses, and good catches, including documentation and follow-up., • Conduct and document formal Health & Safety site inspections as required; submit findings to the stakeholders for coaching and review., • Review Near Miss and Good Catch Observation Cards and enter eligible submissions into the Fiore Rewards program., • Coach employees and crews on safe work behaviors in a constructive, respectful, and effective manner., • Support the development and tracking of SMART safety goals., • Lead incident investigations as assigned, including internal and client reporting and participation in management reviews. DOT Compliance (if assigned) • Assist the HSE Director, HSE Coordinators, Transportation Manager, Equipment Manager, and DOT auditors with audit preparation, data collection, reporting, and corrective action follow-up., • Perform periodic (monthly) internal DOT compliance audits and reconcile internal records with third-party and FMCSA data., • Respond to vehicle accidents, conduct investigations, file required claims, and ensure DOT-required documentation is properly submitted and retained., • Develop and deliver Monthly Safety Meetings and required DOT training for drivers, mechanics, and logistics personnel., • Support and oversee the New Driver Qualification Program., • Administer post-incident and random Drug & Alcohol testing programs., • Perform additional DOT-related duties as assigned. MSHA Compliance (if assigned) • Support safety compliance for sand and gravel operations in accordance with MSHA regulations., • Deliver required MSHA surface mining training per approved training plans., • Objectively evaluate equipment operators for safety awareness, operational knowledge, and compliance. Environmental Compliance • Conduct weekly stormwater discharge inspections for each active work site., • Maintain and update site Stormwater Management Plans (SWMPs)., • Enter inspection data into the SRM system and issue notifications for permitted projects., • Coordinate and execute 811 utility locates., • Manage, track, and support installation of city and county water meters and hydrant usage., • Collect asbestos, soil, and water samples as required by permits and contract documents., • Apply for and support compliance with federal, state, and local dewatering permits., • Assist with maintaining and updating Safety Data Sheets (SDS)., • Support the permitting process and recordkeeping for stormwater, erosion control, demolition, access, water use, and other applicable permits. QUALIFICATIONS • Willingness to report HSE infractions, monitor corrective actions, and take immediate action when unsafe conditions present an imminent danger to life or health., • Strong understanding of safety policies, rules, regulations, and procedures at the local, state, and federal levels to ensure compliance and enact best practices regarding construction safety., • Superior communication, interpersonal, EQ, and soft leadership skills, with the ability to coach, motivate, and train others in a calm and positive manner., • Exceptional organizational and time management skills, • Initiative and ownership with the ability to work independently as well as in a dynamic, team-based environment, • Ability to plan and deliver field meetings, worker orientations, and safety training in a clear, concise, and engaging manner., • Demonstrated integrity, professionalism, and credibility when representing the Company in HSE matters., • Profoundly detail-oriented with the ability to interpret data and communicate information to multiple sources in a highly effective manner., • Initiative, ownership, and follow-through, with a can-do attitude and the ability to effectively prioritize., • Strong analytical skills with the ability to compile and write various professional reports., • Strong computer skills with considerable experience and abilities with Microsoft Office Suite., • Valid driver’s license, • Construction industry experience preferred, • Experience with CDPHE permits (stormwater, asbestos, demolition)., • Experience coordinating ROW, TCP/MHT, or municipal permits., • Familiarity with CO811, Colorado Dig Law, and utility locate procedures., • Experience supporting HSE or Safety teams. EDUCATION and/or EXPERIENCE: • High School Diploma or equivalent., • Experience with safety programs, training, and practices related to:, • Lockout/Tagout (LOTO), • Fall protection, • Confined space entry, • Scaffolding and crane safety, • PPE and safe driving, • Air monitoring, • Trenching and excavation, • Heavy equipment operations, • GHS/HazCom, • First Aid/CPR/AED, • 811 utility locates, • Combination of college coursework, technical training, and hands-on civil construction field experience (including lead or supervisory exposure) is considered highly valuable., • Experience with demolition, asbestos, lead, or hazardous materials is a plus., • Experience with trucking operations and DOT regulations is a plus., • College degree or technical training in Occupational Safety, Construction Management, or a related field., • Direct experience supporting field safety management programs., • Hands-on experience with federal, state, city, and county permitting processes., • One or more professional certifications are preferred:, • Construction Health and Safety Technician (CHST), • Certified Occupational Safety Specialist (COSS), • Graduate Safety Practitioner (GSP), • Associate Safety Professional (ASP), • Other recognized HSE certifications PHYSICAL Daily driving and visiting projects, and job sites. Willing to wear respiratory protection, climb ladders, squat, and work in tunnels, work at heights, work outdoors in both hot and cold conditions, and walk jobsites with uneven terrain. May be exposed to loud noises. Must be able to hear, see, and identify hazards on an active construction site, lift and carry 40 lbs. 100 ft. without injury or pain, and operate light trucks and vehicles. ENVIRONMENT Office and field environment. The position also requires the operation of standard office and communication equipment. Will be required to work in a variety of weather conditions common to Colorado and the West. Noise, dust, smells, heat, and cold are common and routine exposures of this position. Entering trenches, manhole and below grade excavations is required.
