Location: The work will be conducted on-site with the Department's OIT at the Carlton Building at 501 South Calhoun Street and 315 South Calhoun Street, Tallahassee, Florida. Signed Resume Self-Certification Form (Exhibit F), 3. Must submit required and preferred skills/experience skills matrix., 4. Must provide a list of three professional references and Scope of Work/Job Characteristics: The Business Management Specialists for the Offender-Based Information System (OBIS) Modernization Program play a critical role in driving organizational readiness, strengthening stakeholder engagement, and supporting the successful transition to modernized business processes and systems. This position serves as a bridge between project leadership, technical teams, and end users, ensuring clear communication, well-managed change impacts, and alignment between business operations and modernization goals. Through proactive coordination, rigorous process analysis, and strategic change management support, the specialist helps optimize workflows, enhance program visibility, and promote continuous improvement across the modernization lifecycle. The core duties of this position include: Business Operations and Administrative Support: · Assist with the daily operational needs of the OBIS Modernization Program, providing comprehensive administrative and business support across the assigned IT organization; · Support the development, preparation, and tracking of the Operational Work Plan for the OBIS Modernization Program, ensuring alignment with organizational goals, resource needs, and modernization priorities; · Maintain organized program documentation, records, status trackers, and shared resources to ensure accessibility, accuracy, and audit readiness; and · Serve as a liaison between IT technical teams, resource management, and HR to assist with IT talent management activities, staffing coordination, onboarding, and assignment tracking. Business Process Support and Program Improvement: · Analyze and document current business processes, workflows, and operational dependencies to ensure alignment with modernization goals and system capabilities; · Assist in the development of “as-is” and “to-be” processes, identifying opportunities for streamlining, automation, and improved operational efficiency; · Track key performance indicators and assist with reporting that highlights process improvements, risks, barriers, and progress toward program milestones; and · Provide recommendations for incremental improvements in business operations, program documentation, and governance practices. Communication, Change Management, and Stakeholder Coordination: · Participate in the development, implementation, and maintenance of IT communication strategies and plans that support stakeholder awareness and modernization readiness; · Develop and distribute program updates, newsletters, briefings, and other communication products to keep stakeholders informed of project milestones, impacts, and decisions; · Communicate change initiatives clearly and effectively to all stakeholders, ensuring consistent understanding of modernization impacts, timelines, and adoption requirements; · Facilitate cross-functional collaboration among business, technical, and program teams to support alignment, resolve issues, and drive modernization objectives forward; and · Assist in the creation, maintenance, and coordination of change management materials, training resources, and user-support documentation. NOTE: This position is designated as “essential staff” and is expected to report for duty when instructed to do so in times of emergency or potential emergency as required by Rule 33-208.002 (4), Florida Administrative Code (F.A.C.). NOTE: Any successful Candidate with access to the Department's network is required to complete the Department's Security Awareness Training within 30 calendar days of hire. NOTE: In addition to the above list, the selected Candidates must successfully complete a Level II Background Check. Education and Qualifications Matrices Education Degree / Date of Graduation University / School A bachelor's degree from an accredited college or university in Computer Science, Information Systems, Technical Writing, Business Administration, or a related field, Equivalent Experience Years of Experience Or three (3) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable. Preferred Certifications Certification / # Certification Date Certifications such as the Certified Business Analysis Professional (CBAP) or the Project Management Institute (PMI) Professional in Business Analysis (PMI-PBA); Required Qualifications Years of Experience Skill Level (See Below) A minimum of three (3) or more years of business or technical writing experience and a working knowledge of multiple software and graphics packages; A minimum of five (5) or more years of experience working as an IT Business Analyst or similar role using both Agile and Waterfall methodologies; Demonstrated experience with business and technical requirements analysis, business process modeling or mapping, and methodology development; Ability to document user stories and write business IT system requirements; Experience coordinating business users, technical staff, and architects to analyze and define future operation needs based on use case and analysis of alternatives; In-depth knowledge of business process design and re-engineering; Ability to coordinate project teams and effectively meet overall objectives; Experience communicating and working within cross-departmental teams, demonstrating strong collaborative skills; Excellent computer skills, including Microsoft Word, Visio, PowerPoint, and Excel; Experience preparing status reports and providing management briefings; Ability to provide excellent leadership and negotiation skills; Strong organizational, project management, writing, and editing skills; and Experience with meeting facilitation and documentation.
