This role involves providing technical assistance to member institutions and community organizations, reviewing and processing funding requests for multi-family rental and affordable housing projects, and ensuring compliance with federal and state affordable housing programs. The analyst will also assist in the preparation of departmental marketing materials and ensure adherence to AHP rules and regulations. Primary Responsibilities * Application Evaluation and Underwriting • Analyze and underwrite AHP rental and owner-occupied disbursement requests, ensuring compliance with AHP regulations and internal policies., • Provide recommendations for funding approval/denial to the AHP General Fund Manager., • Participate in the review, analysis, and selection of Affordable Housing Program applications. Technical Assistance and Collaboration • Provide guidance to member institutions, non-profit organizations, and community/government leaders on the features and applications of AHP and related programs., • Collaborate with analysts to address complex issues regarding applications, modifications, funding, and monitoring. Funding and Compliance Monitoring • Review and process funding requests, including construction draws and disbursements for multi-family rental projects, ensuring project viability., • Perform compliance reviews for AHP rental projects, including income targeting and rent compliance., • Analyze rent rolls and tenant files to ensure compliance with AHP regulations., • Monitor project status to ensure adherence to guidelines and provide updates to the management team. Program Management and Development • Maintain knowledge of federal, state, and local affordable housing programs and apply this knowledge to update policies and procedures., • Assist with planning and organizing AHP workshops, webinars, and promotional activities., • Contribute to the development and maintenance of internal systems and applications, ensuring compliance with regulations and internal controls. Additional Responsibilities • Perform user acceptance and validation testing for departmental systems., • Provide regular and ad hoc operational support for departmental needs. Education and Certification • Bachelor’s degree in Business, Finance, Economics, Real Estate, Public Policy, or Urban Planning., • Master’s degree in Public Administration or a related field is preferred., • Certification in affordable housing or related programs (e.g., Grow America/National Development Council) is a plus. Experience • 4–6 years of financial analysis and credit underwriting experience related to multi-family real estate, affordable housing development, or commercial finance., • Experience in affordable housing ownership and compliance, including LIHTC regulations and monitoring., • Familiarity with federal and state affordable housing programs. Skills and Competencies • Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and Adobe Acrobat., • Strong analytical, interpersonal, presentation, and written communication skills., • Experience processing funding requests for construction draws and monitoring multi-family rental properties., • Ability to review rent rolls and tenant files for compliance. Additional Requirements • Completion of major corporate bank credit training or equivalent experience is preferred., • Flexibility to travel for presentations, workshops, and conferences., • 15-year proformas, • Multi-Family Rental; monitoring of multi-family real estate properties, • Experience reviewing rent rolls including tenant files, • Affordable Housing or LIHTC Compliance, • Affordable Housing Ownership Experience, • Funding requests—experience processing funding requests on a construction draw, • MS Office Skills – using Adobe, • Federal and state affordable housing programs Bill Rate: $85/hour Contract End Date: 12/31/2025 BASIC PURPOSE Responsibilities include the evaluation, underwriting, selection and compliance of Affordable Housing Program (AHP) applications; technical assistance to member institutions and community organizations concerning the Affordable Housing Program as well as the Community Investment Program; review, analyze and process requests for grant funds from member institutions and community organizations and assist in preparation of departmental marketing materials. Ensure compliance of AHP projects to the program rules and regulations. Hi PRIMARY RESPONSIBILITIES: • Analyze AHP Rental and Owner-Occupied disbursement requests to ensure all required documentation is in compliance with AHP regulations and departmental policies and procedures. Make approval/denial recommendations for funding to AHP General Fund Manager., • Participates in the analysis, review, and selection of Affordable General Fund Housing program applications., • Provide technical assistance to member institutions, non-profit organizations and community/government leaders on the features and uses of the Affordable Housing Program., • Interacts with other analysts on complex issues regarding applications, modifications, fundings and monitoring., • Analyze complex multi-family rental project disbursements to ensure project is viable for funding, as assigned., • Review and approve HELP, SNAP and AHP owner-occupied disbursements request when designated., • Perform the compliance review of AHP rental projects to ensure that AHP compliance requirements are being met. (Income targeting and rent compliance), • Provide the management team with updates and status reports on project completion/modification, as assigned. Make recommendations concerning the continued viability of said projects., • Analyze and review project status reports and other information to ensure that projects are in compliance with AHP regulations and departmental policies., • Up to 10% travel required to participate in various speaking engagements and promotional appearances (local, state-wide, regional, or national)., • Develop a working knowledge of the Bank's other products and services, especially those offered by the Community Investment Department., • Develop and maintain knowledge of local, state, and national programs that are involved in financing affordable housing development; provide assistance and update policies and procedures to ensure effective administration of the Affordable Housing Program., • Perform user acceptance and validation testing and maintenance of internal systems and applications. Ensure implementation is in compliance with department internal controls, policies and procedures, FHFA regulations and Bank policy., • Participate in the planning and organizing of the AHP workshops and webinars., • Perform regular and ad hoc activities in support of the operational needs of the department., • Perform other duties as assigned. JOB REQUIREMENTS: ·Bachelor’s degree in business, Finance, Economics, Real Estate, Public Policy, Urban Planning. A master’s in public administration preferred. ·4-6 years financial analysis and credit underwriting experience associated with commercial real estate/multi-family properties, housing development, commercial finance or other demonstrated affordable housing experience. ·Completion of major corporate bank credit training or equivalent experience preferred. ·Excellent presentation, interpersonal, oral and written communication skills. ·Advanced experience with PowerPoint, Excel, Adobe Acrobat and Word. ·Ability and flexibility to travel and/or make presentations at Bank and industry functions, workshop, conferences, etc. ·Grow America (fka the National Development Council) or other comparable professional housing certification preferred.
