Job Description About the Company American GI Forum - National Veterans Outreach Program is a nonprofit organization. Our mission is to establish and maintain a comprehensive community service agency with a diversified funding source serving the needs of Veterans, their families, and other individuals of the community who are in need. SUMMARY The Program /Site Coordinator will oversee the residential Center operations. The Residential Center is a 24-hour a day, 365 day a year facility. The Program /Site Coordinator will ensure that Residential Center staff are in compliance with all scheduling and responsibilities as required, assuring work efforts are in compliance with Residential Center rules and procedures, and provide the leadership essential to the successful operation of this project. The Program /Site Coordinator is also responsible for leading staff that provide residents a constructive and progressive case management plan to lead them to self-sufficiency and independent living. While the position primarily requires operations oversight, there may be times when program and dual responsibilities may be required to ensure optimal oversight is provided to the staff. In performing Program /Site Coordinator duties, the person will monitor staff to assure compliance with organizational personnel procedures and directives, i.e. daily sign in/out; appropriate documentation, reporting, and logs are maintained assuring that staff reports to work both in the mornings & the lunch periods in a timely manner; monitors budgets for overall operations; monitors service to veterans to assure conduct of staff is in professional manner; review and approve staff time sheets for accuracy and authenticity; and, that Standard Operating Procedures for serving veteran clients is being followed. The Program /Site Coordinator is the representative of the organization at the facility. The position will convey all pertinent observations and assessments to the Director. He/ She will ultimately address the staff evaluations, disciplinary requirements, or other deviations of performance by the staff members. The Program/Site Coordinator must be well-versed in the NVOP’s personnel policies and the SOPs. Essential Duties and Responsibilities • Oversee day-to-day operations of the Center to ensure smooth functioning., • Coordinate with VA staff and community-based organizations to provide quality services to eligible Veterans and access to non-VA resources., • Ensure compliance with all applicable federal, state, and local regulations., • Provide staff training, monitor adherence to work procedures, and conduct regular performance evaluations., • Review resident files and staff reports for accuracy, completeness, and timely submission., • Develop and maintain operational documents, including the Center Operations Manual and Resident Handbook., • Participate in leadership meetings, planning sessions, and strategy discussions as part of NVOP management., • Monitor program performance and budget compliance to meet organizational goals., • Counsel staff and participants on complex cases to ensure effective action plans., • Serve as Case Manager during peak periods or staff absences and assist with coordinating support services., • Supervise and direct the Residential Center team, including case managers, activity specialists, security, clerical, maintenance, and kitchen staff., • Manage personnel functions such as interviewing, training, work assignments, performance appraisals, and disciplinary actions., • Address complaints and resolve problems promptly and professionally., • Foster a respectful, solution-oriented environment with effective communication among team members, clients, and community partners., • Maintain confidentiality of all clients, donor, and organizational information., • Demonstrate sensitivity to participant needs and ensure all clients are treated with respect and professional care., • Represent NVOP positively when interacting with guests, stakeholders, and visitors. JOB REQUIREMENTS • Must have a Bachelor's Degree from an accredited college or university and at least (3) years’ experience in a responsible position interacting with low-income persons or families, veterans, specifically performing as a case manager in job counseling, employment, job training, job development, employment services or related field preferred, • Or a minimum of an Associate’s Degree from an accredited college with a minimum of (5) years’ significant experience in related work experience., • Must have transportation and a valid Texas driver’s license., • Must also provide proof of current vehicle liability insurance., • Must pass a drug test and background record check. Other Skills and Abilities • Strong verbal and written communication skills., • Ability to respond to emergency situations during evenings and/or weekends., • Proficiency in computer applications, including Microsoft Word, Excel, Access, and similar programs., • Comfortable with public speaking and willing to travel as required., • Capable of making independent decisions aligned with participant service objectives., • Flexible and willing to take on special project assignments., • Knowledgeable about housing, employment, veteran services, and community resources for individuals with disabilities and aging populations. Primarily local during business day although some out-of-area travel may be expected via airline or automobile based on the discretion of management. WORK ENVIRONMENT While performing the duties of this position, the employee will conduct office work, meet with clientele, and team members, and at times travel offsite to conduct business. Employee may be exposed to varying weather conditions. Employee will also be required to work in varied office and residential environment based on assigned caseload. Employee will be able to handle and de-escalate situations that may arise while at work.
