We are seeking Field Walkout Engineers who will perform walkouts for an entire town and/or subdivision to create field notes for new or existing (as-built) cable plants following specifications provided by customer. Responsibilities • Perform new build walkout or as-built mapping., • Follow guidelines to provide detailed accurate route of existing or new build plant., • Ensure all tasks are completed in accordance with customer and industry specifications., • Obtain the correct field information, record verification, document all details for aerial and underground telecommunications including fiber, coax, poles, pedestals, and more. Skills we are looking for • 2+ years of cable mapping experience within the CATV industry is required., • Comprehensive knowledge of the fielding process with hands on experience in CATV asbuilt and new build walkouts., • Knowledge of cable design and basic OSP construction practices of cable systems., • Permitting experience in telecommunications such as: right of way (ROW), pole, railroad, and government agency permitting is preferred., • Able to read and interpret maps, drawings, and diagrams associated with CATV projects., • Ability to accurately update As-Built field prints with equipment & information obtained from the field walkout., • Good computer skills with proficiency in MS Excel, Word, Outlook, & PDF Editor with the ability to learn new software and technologies., • Ability to draw digitally in software programs like Bluebeam is preferred., • Must be highly responsible and self-motivated., • Strong analytical, observational, and communication skills., • Able to work independently within minimal supervision., • Able to communicate with customers in a professional manner. Role Description The Proposal Manager will own the end-to-end development and submission of compliant, compelling proposals that clearly articulate EvoTech’s value proposition to federal and commercial clients. Working closely with leadership and SMEs, the Proposal Manager will serve as the primary writer and organizer, ensuring proposals are delivered on time, accurate, and persuasive. In addition to driving active pursuits, this role will build scalable processes, templates, and SOPs to strengthen EvoTech’s proposal function. This is a 100% on-site position based in San Antonio, Texas. Responsibilities: • Lead the full lifecycle of proposal development, from RFP/RFI analysis to final submission., • Manage proposal schedules, timelines, and resources to ensure on-time delivery of compliant and compelling proposals., • Develop outlines, compliance matrices, and templates to align with RFP requirements and EvoTech’s branding and messaging standards., • Serve as the primary writer and editor for proposals, transforming SME input into clear, persuasive, and compliant narratives. While collaboration is key, this role requires someone who is comfortable taking ownership of the written product from start to finish., • Review, edit, and refine proposal content for compliance, clarity, and persuasiveness., • Ensure proposals meet all requirements outlined in RFPs, RFIs, and RFQs., • Coordinate final production, formatting, and submission of proposals (hardcopy or electronic)., • Track proposal outcomes, monitor key metrics, and conduct post-submission debriefs to identify areas for improvement., • Maintain a proposal library and database of past submissions, wins, and lessons learned., • Provide training and mentorship on proposal processes and best practices to junior staff., • Utilize tools such as Sam.gov, GovWin, eBuy, and VT Docs to monitor opportunities and ensure compliance., • Support other contract- and proposal-related tasks as needed., • Bachelor’s degree in Business, Marketing, Communications, or a related field., • Minimum of 5 years of experience in proposal management or a related role., • Strong knowledge of the full proposal lifecycle (pre-proposal, proposal development, post-proposal)., • Demonstrated ability to work with little supervision, proactively drive deadlines, and independently manage the proposal development process., • Exceptional written and verbal communication skills., • Proven project management skills with the ability to manage multiple deadlines simultaneously., • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe PDF., • APMP or other professional proposal management certification., • Experience with proposal management software tools., • Prior experience supporting federal government or DoD proposals. Job Description Project Overview: The Proposal Manager will manage the technical formulation of major opportunity win themes and strategies as well as lead formulation of proposals and technical documents. The Proposal Manager will oversee the proposal development activities from pre-proposal planning to final production, delivery, and capture of lessons learned. Will provide guidance to proposal development teams (i.e., technical staff, writers, subject matter experts, etc.), write proposals, promotional, corporate documents as well as review requests for proposals (RFP), request for information (RFI), and a wide variety of other bid requests. The Proposal Manager will lead the process to create and submit responses involving internal systems and solutions in a format that meets the requirements and evaluation criteria identified in the requests. The Proposal Manager must ensure adherence to deadlines and attention to detail. They will support long-term strategy development including methods and approaches to achieve company new business objectives and report to the Chief Business Development Officer. Primary Responsibilities: • Full life cycle of proposal development, including planning, scheduling, and managing competitive proposals; Take end-to-end ownership and command of proposal development and related support processes, • Analyzing RFP requirements; creating the proposal schedule, outline, and compliance matrix; Managing diverse teams from various prime, subcontractor, and consultant organizations; Ensuring RFP compliance; Performing in a time-sensitive environment; writing proposal sections, as needed, • Serve as a writer, editor, and/or reviewer when not managing a proposal., • Collaborate with capture, proposal, program management, and technical subject matter experts to develop and articulate technical, management, and phase-in solutions., • In concert with the Capture or Program Manager, plan, coordinate the schedule for, select the membership of, and lead effective, results-driven storyboarding, kickoff, and review meetings. Be proactive in the conceptualization and development of strategic win themes and discriminators., • Identify and adhere to proposal development schedule., • Use a proposal calendar for each assigned proposal effort. Calendar must contain all color reviews, and other proposal development milestones, including deadlines for packaging and delivery., • Critical attributes include exceptional communication, teamwork, flexibility, organizational capacity, ability to motivate and energize team participation, • Experience in both task order proposal and large, multi-faceted proposals that include oral presentations, client reference checks, technical volumes, past performance volumes, cost volumes, and management volumes. Contribute to T&T proposal activities and all other duties as assigned by T&T managers. Required Skills & Qualifications: • Must have the management skills required to direct and orchestrate large, fast-moving proposal team efforts, • Ability to manage multiple initiatives simultaneously., • Proven ability to conceptualize and write compelling, marketing-oriented proposal narrative as required, • Working knowledge of MS Office and Adobe Acrobat business applications. Required Education/Experience: • Bachelor’s degree in Political Science or English major or other related fields.
