Position Overview: Oversee the daily operations of the Human Resources department, including Employee Relations, Payroll and Benefits Administration, Recruiting and Hiring, Performance Management, Employee Training and Compliance issues, and setting up occasional company/training events. Main Contacts: Internal: All field, office, project management and executive staff External: job applicants, recruiters, other vendors, service providers and consultants as needed. Responsibility #1 Employee Relations and Performance Management Employee Relations: • Respond to employee and supervisor inquiries about human resources-related issues, processes and programs., • Provide conflict resolutions and follow-up support to employees and supervisors., • Provide written documentation to staff as needed., • Coordinate with management on the quarterly Performance Management Process to ensure timeliness., • Maintain performance management documentation., • Employee questions are answered accurately and timely., • Support for employees., • Performance management process is completed in a timely manner., • Performance management records are maintained appropriately., • Assistance in conflict resolution is professional and appropriate. Responsibility #2 Payroll and Benefits Administration Payroll: • Maintain payroll database; process new hires, terminations and status changes; update deductions as appropriate (PTO, insurance premiums, garnishments, 401(k) deferrals, W-4, etc.)., • Review weekly payroll for accuracy., • Send timecard data to ADP, Review ADPs payroll calculations, accept or correct ADP calculations., • Create and maintain payroll and benefits reporting; maintain weekly and quarterly ADP reports, import JC cost and GL data to Viewpoint., • Serve as contact point for employment verifications, CITC apprentice hours reporting, and for all payroll inquiries., • Process new hires, termination and status changes. Benefits: • Update database with accurate benefit coverage information., • Ensure proper enrollment of new employees or coverage changes due to family status changes., • Ensure that employee coverage and insurance invoicing coordinate accurately., • Initiate COBRA notification and other insurance information at point of eligibility or as requested to appropriate vendors., • Answer first line benefits questions; act as liaison between employee and insurance broker for more complex issues., • Process invoices for benefits (Health Insurance, LTC, STD, etc.), • Assist with communications prior to and during the annual Open Enrollment period., • Payroll processed accurately and timely on a weekly basis., • Provide accurate payroll information to authorized parties as needed., • Benefits invoices paid accurately and timely manner., • All benefit records are maintained appropriately. Responsibility #3 Recruiting, Hiring, Onboarding and Exit Process Recruitment and Selection: • Track, coordinate, and attend college job fairs., • Implement and manage internship program., • Maintain future hire applicant tracking system. Write and place recruiting advertising and internet posting., • Coordinate prescreening and interview process., • Ensure integrity of established job posting system and applicant tracking system, • Conduct applicant references as needed., • Serve as main contact and coordinator of background checks and pre-employment drug testing program., • Assemble New Hire Packets, • Participate in company-wide New Hire Orientation process, including ensuring all required paperwork and documentation is gathered according to applicable regulations., • Coordinate employee office orientation schedule, • Close out personnel file upon termination of employment., • Coordinate Exit checklist., • Send COBRA notification to third party administrator., • Appropriate advertisement and posting of open positions., • Appropriate, efficient and timely recruiting support, referencing and offers., • Employees receive new hire information accurately and in a timely manner., • Accurate and timely record keeping and COBRA submittal. Responsibility #4 Affirmative Action, Record-keeping & Other Compliance Issues Affirmative Action: • Assist with annual Adverse Impact calculation., • Ensure on-going compliance with AAP requirements, such as policy posting, training and communications, outreach agency coordination, and on-going tracking of solicitation of subcontracts., • Maintain Personnel Files for all employees and audit accordingly., • Ensure appropriate employment postings at all job sites or company locations., • Respond to third party inquiries, such as DSHS or WorkSource requests for information., • Ensure all posters are updated at all worksites and office. Key Quantifiers: • No negative repercussions from governmental agencies for avoidable non-compliance. Responsibility #5 General Administration WorkSource Administration: • Respond to Employers Notice Statements as appropriate., • Apply for Relief of Charges as appropriate., • Oversee the Shared Work Program and track appropriately., • Provide administrative support for the Education Program., • Timely response submitted to Employment Security., • Effective unemployment tax rate management., • Effective HR coordination of Education Program processes. Responsibility #6 Safety Administration Affirmative Action: • Maintain the Rafn Safety Manual to comply with current regulations., • Develop, implement, & manage new programs to reduce Rafns EMF., • Develop and monitor policies/procedures to enhance overall safety program., • Ensure all employees receive training to comply with WISHA/OSHA regulations., • Maintain the accident record keeping system/log accidents OSHA 200 form., • Maintain records on CPR/First Aid employee training., • Maintain claims management records., • Keep appraised of changes in health and safety regulations., • Attend safety programs/workshops to increase effectiveness., • Track and maintain safety PPE inventory. This is not a remote position. The Salary range is $65,000 - $90,000 Maximum. WORKING CONDITIONS • Office setting with collaboration with various departments and levels of staff., • Prolonged period of sitting and working at a computer., • Some travel is needed to local job sites (construction)., • Ability to lift 20 lbs. PHYSICAL REQUIREMENTS • Knowledge of administrative tasks and responsibilities, • Excellent verbal and written communication skills, • Advance computer skills, including data entry, data processing, communication tools (Teams) and payroll (ADP) and human resources software (Bamboo)., • Problem solving skills, and resourceful thinking., • Leadership and coaching skills., • Strong empathy, interpersonal and service skills., • Bachelor's degree in HR or related field, plus 1 year of experience or 4+ years of experience in lieu of education., • HR Certification a plus. OTHER REQUIREMENTS Demonstrate proficiency with office equipment and computer hardware/software necessary to perform assigned duties. Computer literate: MS Office (Excel, Word, Outlook), MS Project, and Bluebeam. The ability to maintain a high level of professionalism and diplomacy when interacting with business associates, executives, coworkers, and the general public. This position also requires the ability to be proactive and anticipate the needs of others and being able to multitask on a variety of items. Pre-employment drug screen and background check required, with results acceptable to Rafn Company standards. May require First aid/CPR training and certification (provided by Rafn).
