The ideal Program Director Candidate will have a solid background in public health with preferred experience supporting the Centers for Disease Prevention and Control (CDC) HIV Program focused data analysis, reporting, and data management, and related program evaluation. The successful candidate will have experience in program budgeting, leading program execution, CDC customer relationship management, and overseeing program performance, including maintaining strong Contractor Performance Assessment Reporting System (CPARS) ratings. The role requires effective stakeholder engagement, risk management and executive leadership skills, with a strong focus on employee leadership, including all employee Human Resources activities and employee development. The Program Director will be expected to leverage their deep CDC knowledge, apply Project Management Body of Knowledge (PMBOK) best practices, and build strong relationships within the CDC community. Duties and Responsibilities • Provide strategic direction and daily oversight for CDC HIV-focused programs to ensure alignment with CDC priorities, federal requirements, and organizational goals., • Direct activities related to HIV surveillance data, including data analysis, reporting, management, program evaluation, quality assurance and dissemination., • Facilitate strategic discussions, briefings, and technical meetings., • Apply PMBOK methodologies to manage schedules, risks, quality and deliverables., • Oversee program budgets, P&L, staffing, resource allocation, and performance outcomes., • Manage multiple complex programs simultaneously, ensuring operational excellence and customer satisfaction., • Lead and mentor program staff through structured professional development, including performance evaluations and PIPs when required., • Build and expand strong working relationships across CDC divisions and offices. Qualifications and Experience • Masters degree in Public Health, Healthcare Administration, Data Science, or related field. PhD preferred with an emphasis on Program Evaluation and Research, • Minimum 810 years of experience in public health program leadership, federal government contracting, and/or leading CDC initiatives., • Project Management Professional (PMP) preferred., • Strong expertise in HIV data analysis, surveillance, reporting and data management., • Proven ability to manage contract profit and loss, program budgets, and performance outcomes, including CPARS., • Strong stakeholder engagement skills, • Experience with employee performance management and evaluations., • Excellent leadership and team management skills., • Excellent communication, writing, and presentation skills to preferably include proposal skills., • Strong attention to detail, organization, and efficient time management., • Must demonstrate professionalism and a positive work ethic in all situations., • Must be able to provide a minimum of two management references that can attest to your qualifications and requirements during the interview and application process., • Background investigation required. Working Conditions and Requirements While performing the duties of this job, the employee is regularly required to talk or listen. Standing, sitting, squatting, and other normal office-related physical activities are required. Must be able to sit and read computer screens for extended periods. This role may require on site visits to the CDC Atlanta locations.
