Job Title: Senior Proposals Writer Location: Basingstoke, Hampshire (Hybrid working) Job Type: Permanent Salary: £50,000 to £70,000 (DOE) Bonus: Up to 10% company bonus Car: Company car or £5,400 allowance Benefits: Healthcare, pension up to 7% employer contribution (salary sacrifice possible) About the Role A leading UK infrastructure and highways organisation is looking for an experienced Senior Proposals Writer to take a lead role in producing high-quality, high-scoring submissions for major highways and civils opportunities. This is a senior, strategic work-winning role supporting large, complex programmes typically valued £100m to £1bn+, with a strong focus on Local Authority and wider public sector procurement. You will be expected to shape win themes, lead planning activity, and drive a consistent tone of voice across submissions. This is not an entry-level writing role. Key Responsibilities • Lead the development of winning value propositions for major highways and civils frameworks, • Shape and articulate compelling win themes tailored to Local Authority clients, • Run answer planning sessions and support senior review panels, • Ensure submissions align to evaluation criteria and scoring mechanisms, • Drive a consistent tone of voice across bid responses, • Produce structured, compliant responses for complex £100m+ programmes, • Coach and develop junior bid team members, • Manage evidence, case studies, and knowledge systems, • Support graphics input, document production, and final submission upload, • Work closely with senior stakeholders across work winning, estimating, commercial and operational delivery teams, • Stakeholder-facing involvement, with some customer-facing engagement as required Essential Skills and Experience • Strong track record writing and managing proposals within civils and highways infrastructure, • Proven experience bidding into Local Authorities (public sector), • Experience leading submissions for large, complex programmes (£100m+), • Strong understanding of public sector procurement processes and evaluation models, • Experience facilitating planning sessions and managing reviews through to submission sign-off, • Comfortable operating in large, multi-disciplinary bid teams (often up to ~50 contributors), • Strong stakeholder management across technical, commercial and operational teams, • Ability to translate operational delivery detail into clear, compelling, differentiated narrative Desirable • APMP Foundation or Practitioner, • Degree in English, journalism, or professional writing background, • Advanced MS Word and document production skills Working Pattern • Hybrid: typically 1-2 days in the Basingstoke office and 2-3 days from home, • Flexibility required: likely more office-based time at key bid stages
