Job DescriptionJob Title: Project Manager – Facilities Support Services Job Description This role leads a multi-disciplinary facilities support team at the Federal Law Enforcement Training Center (FLETC) and the Naval Weapons Station in Charleston, SC. The Project Manager oversees integrated base operations services, including facilities maintenance, janitorial and custodial services, grounds maintenance, dispatching, estimating and planning, and environmental and safety compliance. Acting as the primary point of contact with the Government for all facilities support operations under the contract, the Project Manager ensures the campus remains operational, secure, and fully mission-ready to support federal law enforcement training. Responsibilities • Serve as the primary point of contact with government representatives for all facilities support operations covered under the performance work statement., • Provide day-to-day leadership and management for building maintenance, custodial and janitorial services, landscaping and grounds maintenance, quality assurance and quality control, and environmental and safety compliance., • Supervise and coordinate work across multiple departments and subcontractors to ensure consistent performance, contract compliance, and timely service delivery., • Monitor service schedules, staffing levels, preventive and corrective maintenance activities, inspections (QA/QC), and emergency responses to maintain operational readiness., • Ensure compliance with all applicable safety, environmental, and health regulations, including OSHA, EPA, DHEC, and other relevant standards., • Review, implement, and enforce contract deliverables, standard operating procedures (SOPs), and performance metrics across all service lines., • Maintain accurate documentation and reporting, including inspection results, service call logs, work orders, and quality control plans., • Conduct regular meetings with government representatives and prepare written minutes, corrective action responses, and status updates as required., • Support hiring, onboarding, and development of key supervisory and technical staff across all functional areas of the contract., • Supervise and manage assigned personnel, including conducting performance evaluations, coordinating onboarding activities, and ensuring completion of required training and certifications., • Provide ongoing coaching, guidance, and performance feedback to staff, identifying training needs and ensuring compliance with organizational and contract requirements., • Provide timely and accurate purchase reconciliation information, including required cost codes and supporting documentation, in accordance with company financial procedures on a weekly basis., • Support initial inventory efforts and prepare required reports and deliverables related to materials, equipment, and supplies., • Promote a culture of safety, quality, and customer service throughout all facilities support operations.Essential Skills, • At least ten (10) years of recent operations and maintenance (O&M) or facilities management experience., • At least seven (7) recent years in a project management or supervisory role overseeing facility operations., • Experience in Federal contract management and supervision of facility operations., • Demonstrated leadership across multiple service lines, including maintenance, janitorial, grounds, and environmental/safety compliance., • Strong knowledge of federal contracting requirements and performance-based service delivery., • Strong understanding of preventive maintenance systems and practices., • Proficiency with work control and scheduling processes for facilities operations., • Proficiency with Computerized Maintenance Management Systems (CMMS)., • Excellent communication skills, with the ability to effectively interact with and represent the contractor to senior government stakeholders., • Strong leadership and team management skills, with the ability to direct multi-disciplinary teams., • Effective problem-solving and decision-making skills in a complex, operational environment., • Bachelor’s degree in Facilities Management, Engineering, Business, or a related field.Additional Skills & Qualifications, • Experience managing facilities in adult education residential environments or campus-style complexes., • Experience with facility maintenance, food services, housekeeping, and human resources at facilities similar in size, characteristics, and service mix to a large training complex., • Experience overseeing environmental and safety compliance programs in a multi-facility setting., • Ability to develop and enforce standard operating procedures and performance metrics across diverse service lines., • Ability to prepare clear written reports, meeting minutes, and corrective action responses for government clients., • Strong organizational skills and attention to detail in managing documentation, reporting, and inventory-related deliverables.Work Environment This position is fully on site, providing project support at the Federal Law Enforcement Training Center (FLETC) and Naval Weapons Station in the Charleston, SC area. The work environment centers on an active federal training campus and associated facilities, requiring frequent coordination with government stakeholders, facility staff, and subcontractors. The role operates within a structured, performance-based contract environment, using Computerized Maintenance Management Systems (CMMS) and formal work control and scheduling processes. Work involves regular presence in office settings, operational facilities, and outdoor areas such as grounds and training spaces, with a strong emphasis on safety, regulatory compliance, and mission readiness. Job Type & Location This is a Contract to Hire position based out of North Charleston, SC. Pay and Benefits The pay range for this position is $50.00 - $55.00/hr.
