Job Description Position Summary: This position is within the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), reporting to the Deputy Commissioner. The Chief Data Analytics Officer (CDAO) provides executive leadership in transforming DBHIDS data into actionable insights that guide policy, improve outcomes, and advance equity across Philadelphia. The CDAO oversees the strategic vision, governance, and delivery of analytics and information assets that support departmental priorities, City initiatives, and community needs. The CDAO supports the core mission of DBHIDS by: • Building and maintaining sustainable data and analytics infrastructure, • Ensuring data is accurate and accessible to staff, providers, and leadership, • Developing integrated information systems and analytic tools so practitioners and decision-makers can easily use reliable data in their day-to-day work, • Embedding equity considerations into analytics and governance, ensuring data reflects community needs and informs system transformation Core Expectations: PMHCC, Inc. will hold each employee accountable for the following expectations which align with our mission, vision and corporate code of conduct. • Perform key responsibilities as detailed in this job description in a dependable, responsible and positive manner, consistent with all state and federal guidelines, • Serve as a role model by exemplifying professional behavior, language, skills and attire in order to promptly and accurately serve the needs of stakeholders, members and their families, • Assure adherence to PMHCC, Inc. policies and procedures; so that all work is of the highest quality and delivered in the most culturally competent and cost- effective manner, • Promote and manage diversity and acceptance within PMHCC, Inc. and with all members and stakeholders by honoring and respecting their individuality, dignity and rights, • Offer suggestions and develop solutions to help promote effective and efficient work processes and innovative programs, • Actively participate in required meetings and complete all mandatory training, • Maintain high levels of advocacy and member confidentiality to ensure the success of PMHCC, Inc. and our mission, • Develop and execute the department’s enterprise data strategy aligned with organizational priorities., • Advise the Commissioner, Deputy Commissioners, and executive team on data- informed policy, design, and decisions., • Direct the design and delivery of analytics that measure program effectiveness, system performance, and community outcomes., • Ensure transparency and accountability through executive dashboards, public- facing reports, and open data initiatives., • Champion the use of advanced tools and solutions (predictive analytics, artificial intelligence, automations, dashboards) to identify trends, risks, and opportunities., • Lead and grow teams in business intelligence, data governance, advanced analytics, and data architecture., • Serve as executive sponsor for workforce development and data literacy initiatives, including internal capacity-building programs such as the Business Intelligence Contributor (BIC) program., • Oversee the preparation of periodic progress reports, briefs, and presentations for DBHIDS leadership and stakeholders., • Demonstrated ability to set vision, influence senior leadership, and guide enterprise-level data initiatives., • Strong project management and strategic planning skills; proven ability to lead high-profile, multi-stakeholder initiatives., • Knowledge of enterprise data architecture, warehouses, APIs, and alignment with IT infrastructure., • Skill in translating complex analytics into actionable insights and clear communication products., • Excellent verbal and written communication skills, including the ability to present to executive and public audiences., • Strong interpersonal and relationship management skills across diverse stakeholders., • Ability to build partnerships across agencies, providers, and community organizations., • Familiarity with regulatory and compliance requirements related to health and human services data (e.g., HIPAA)., • Commitment to advancing health equity and embedding equity principles into analytics and governance., • Capacity to identify emerging tools, technologies, and best practices to strengthen data strategy and operations., • Teamwork and Collaboration: Build and sustain relationships with co-workers and stakeholders and support efforts and deliverables. Strive to adapt to, accept and embrace change within areas of responsibility, • Bachelor’s degree in Data Analytics, Information Management, Public Health, Social Work, Public Policy, Statistics, or related field., • Advanced degree (Master’s, MBA, MPA, MPH, or related) preferred., • 10+ years of progressively responsible experience in data analytics, business intelligence, or information management, including significant leadership responsibilities., • Demonstrated experience developing and executing enterprise data strategies and governance frameworks in a complex organization., • Proven ability to work with executive leadership, operational teams, and external stakeholders to drive system-wide change., • Ability to physically perform the duties and work in typical office conditions., • Must be able to sit for extended periods of time using a computer monitor, keyboard, and mouse.
