Job Description v Qualifications: · Bachelor’s degree in Accounting, Finance, or Business Administration required. Master’s degree in Accounting, Business Administration, and/or CPA preferred. · A minimum of 5 years of progressive financial management experience, including experience in nonprofit fund accounting, federal grant compliance (OMB Uniform Guidance, including audits, acquisitions, and grant reporting), multi-source funding environments and strategic financial planning. • Proficient in advanced accounting, including payroll and tax compliance, cash flow management, budget development, indirect cost allocations, and regulatory compliance. Skilled in financial modeling., • Able to work cooperatively and strategically with the Executive Director and to organize and present financial data to the Board of Directors (BOD). v General description of duties: Responsible for safeguarding federal funds to include budget preparation and execution, GAAP, financial record keeping, and routine auditing. Implement and develop financial policies and procedures and maintain adequate financial files of information pertaining to the program. Reports to the Executive Director (ED). v Specific duties: 1. Assist in the development, execution, monitoring, evaluation, and reporting of internal controls policies and procedures., 2. Initiate and direct, in coordination with the ED, Departmental Managers, and PC members, cost studies and comparative analyses of alternative operating strategies., 3. Prepare for and participate in the audit process for all applicable sources (HHS, USDA, Worker's Compensation, Voya, etc.) including the resolution of audit exceptions and the implementation of the auditor's recommendations, when appropriate., 4. Assist in grant writing (HHS, COLA, Supplemental, Alabama First Class Pre-k, Non-profit Share, etc.) and grant management., 5. Oversee Human Resources functions (staff benefits – insurances, retirement funds, leave requests, etc.), 6. Oversee Information Technology functions., 7. Ensure compliance with tax laws, regulatory requirements, and audit standards; manage internal controls and risk management., 8. Oversee daily accounting operations, including accounts payable, payroll, managing cash flow, and record keeping., 9. Prepare monthly financial statements and submit them to the BOD and Policy Council (PC) in a timely manner., 10. Lead the annual budgeting process, working closely with Departmental Managers to evaluate program income and spending patterns, including fixed, variable, and irregular expenses and to create financial forecast for each successive program year., 11. Attend all scheduled and called BOD and PC meetings, providing financial analysis (explaining complex financial information to a non-financial Board of Directors) and insights to guide decision-making., 12. Complete year end close-out procedures for all program funding sources., 13. Assist in the financial training of new BOD and (PC) members., 14. Participate in the annual program self-assessment process., 15. Stay current on Head Start fiscal mandates., 16. Prepare for and participate in Federal Monitoring Reviews., 17. Support School Readiness Goal success and Parent, Family, Community Engagement activities and collaborations., 18. Attend all required workshops and conferences., 19. Maintain confidentiality., 20.
