Position Title: Operations Manager Program(s) and Location: Administration (Sacramento, CA) Schedule: Full-time, Exempt Pay rate: $3095.95 semi-monthly About the Position: The Operations Manager ensures that Hope Cooperative’s internal operations run smoothly, efficiently, and in alignment with the organization’s mission of supporting individuals experiencing homelessness, mental health challenges, and co-occurring substance use disorders. This role oversees day-to-day administrative functions, supervises office support staff, manages vendor relationships, and ensures compliance with organizational policies and regulatory requirements. Working under the direction of the Chief Operating Officer (COO), the Operations Manager serves as the central point of coordination for administrative, facilities, IT, and operational functions. By creating strong systems, streamlining processes, and supporting staff across the agency, this role enables Hope Cooperative’s program teams and leadership to focus on delivering high-quality services to the community. The Operations Manager also fosters a collaborative, inclusive workplace culture that values equity, respect, and accountability. Essential Duties & Responsibilities: Administrative and Office Management • Oversee day-to-day office operations, ensuring a professional, efficient, and welcoming environment., • Manage office resources, including supplies, equipment, and vendor relationships., • Supervise office support staff and provide support to staff across all departments., • Coordinate organizational calendars, meeting logistics, and administrative workflows., • Support HR functions as related to new hire onboarding, benefits administration, and initial employee inquiries., • Partner with the COO on internal policies, compliance requirements, and staff engagement efforts., • Work with the Finance team to process invoices, track expenses, and maintain accurate records., • Assist with preparation for audits, licensing reviews, and reporting requirements., • Supervise IT support staff, ensuring timeline response to technology needs across the organization., • Coordinate with external IT vendors and contractors for system maintenance, cybersecurity, and equipment support., • Provide administrative and logistical support for agency-wide meetings, trainings, and special projects., • Collaborate with Philanthropy team to ensure smooth operations for agency events., • Act as a designated Mandated Reporter for the observed or suspected abuse and/or neglect of children, disabled individuals, dependent adults and elder/senior citizens. Mandated Reporter also includes “Duty to Warn” which includes the responsibility to notify authorities and the intended victim(s) of physical harm., • Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the Agency HIPAA Manual., • Other job duties as assigned. Supervisory Responsibilities: • Directly supervises Office support staff and IT Support staff., • Provide leadership, training, support, and performance feedback to administrative team members., • Manage external vendors, contractors, and consultants as assigned., • Carries out supervisory responsibilities in accordance with organizational policies and applicable laws. Qualifications: • Bachelor’s degree in business administration, nonprofit management, or related field; or equivalent combination of education and relevant experience., • Minimum of 1 year of progressive experience in office management, operations, or administrative leadership., • Experience supervising staff, volunteers, or contractors., • Knowledge of HR processes, compliance requirements, and basic finance practices strongly preferred., • Proficiency with Microsoft Office Suite and experience with office technology, databases, and workflow systems., • Strong organizational, problem-solving, and project management skills with the ability to manage multiple priorities., • Previous experience working with individuals with psychiatric and/or other disabilities, homelessness and substance abuse is highly desirable. Certificates, Licenses, Registrations: • Possess a valid California Driver’s License and current vehicle insurance. Driving records must meet, and continue to meet, the underwriting standards established by the generalized driving guidelines used by our insurance broker. Must provide proof of insurance., • Must have at least 3 or more years of driving experience. Other Skills, Abilities, and Job Requirements: • Ability to pass clearance of the Federal Bureau of Investigation (FBI) and/or Department of Justice (DOJ) background screenings, • Consumer of mental health services or a family member of a mental health consumer is desirable, • Work overtime as requested and approved, including after-hours duty as needed Benefits: HOPE Cooperative (also known as TLCS, Inc.) provides a competitive benefits package, which includes, but is not limited to, the following items.
