Job Description OTUS QHSSE DIRECTOR JOB DESCRIPTION COMPANY: ODFJELL TERMINALS U.S. JOB LOCATION: OTH (TERMINAL) JOB TITLE: DIRECTOR QHSSE, US DEPARTMENT: QHSSE REPORTS TO: CHIEF EXECUTIVE OFFICER (CEO) EXEMPT/NON-EXEMPT: EXEMPT OVERALL RESPONSIBILITIES The Quality, Health, Safety, Security, and Environmental (QHSSE) Director is responsible for monitoring, enforcing, directing, and developing Odfjell Terminals US region’s QHSSE programs to include compliance with corporate, regulatory and government standards, acquire and maintain required permits, review of safety policies and rules, hazard prevention, site assessments and maintenance of QHSSE records. As a key member of the company’s Leadership Team based in Houston, this person will actively participate at the highest level to assure an environment conducive to a world-class QHSSE culture. He/she will act as a key business partner and advisor to the CEO and other members of the Executive Team in all QHSSE matters. As a member of the team, the QHSSE Director will play a crucial role in maintaining and building a strong company culture of support and teamwork. ESSENTIAL FUNCTIONS • Lead strategic Quality, Health, Safety, Security, and Environmental (QHSSE) initiatives across all Odfjell terminals in the United States., • Serve as the principal advisor to the US group on all applicable QHSSE legislation, ensuring full compliance with regulatory requirements., • Oversee the attainment and maintenance of certifications and accreditations including ISO 9001, RC14001, ISO 18001, PSM, RMP, BRC, and other relevant standards., • Successfully lead the QHSSE team in the development and implementation of policies, procedures, risk management programs, controls, audits, and performance measures., • Provide strategic support for Sales and Customer Service teams to meet business objectives and client expectations., • Direct the preparation, execution, and continuous improvement of the comprehensive QHSSE program for the US operations., • Ensure audits of critical activities and internal processes are effectively managed to minimize risk and optimize operational performance., • Manage the development and ongoing refinement of QHSSE procedures and plans tailored to terminal-specific needs; monitor, analyze, and report key metrics to drive continuous improvement., • Inspire and coach personnel at all levels to foster a strong QHSSE culture., • Champion QHSSE training initiatives across all departments in the organization., • Demonstrate unwavering personal commitment to Quality, Health, Safety, Security, and Environmental excellence., • Promote a culture of continuous improvement and lead by example to exceed company goals., • Maintain a results-oriented approach, using structured processes to drive team performance and achieve strategic outcomes., • Exhibit strong attention to detail, with the ability to visualize and communicate critical project steps to ensure high service quality., • Apply analytical thinking and sound judgment to assess issues, draw conclusions, and recommend actionable solutions based on factual analysis., • Comfortably speak in front of groups of employees in support of on-going training for our field and office personnel., • Have a strong presence, along with other members of the dept, in the field of operations to continually promote safety and safe operations QHSSE SPECIFIC FUNCTIONS • Lead the environmental program across all US terminals, ensuring compliance with all applicable federal, state, and corporate regulations and standards., • Responsible for implementing key environmental requirements, including EPA’s Risk Management Program (40 CFR Part 68), Title V air permits, NPDES/SWPPP programs, SPCC Plan, and Integrated Contingency Plan (ICP)., • Oversee the accurate and timely processing of environmental permits, licenses, and documentation by managing relationships with federal and state agencies, consultants, and vendors., • Ensure environmental compliance at both federal and state levels by securing necessary permits and maintaining adherence to permit conditions such as sampling, reporting, and recordkeeping., • Direct the activities including internal training of company members, of the Emergency Response Team and Incident Command System, ensuring readiness and effective response to environmental incidents., • Manage the evaluation of all chemicals prior to storage or transfer, assessing safety, health, and environmental risks. Perform other job-related duties as assigned MINIMUM QUALIFICATIONS • BS in Biology or Chemistry, Chemical Engineering, or Environmental Engineering. Master of Science in Occupational Safety, Chemical Engineering, Public Safety, or Industrial Hygiene preferred, • Preferred 15+ years of QHSSE experience in a chemical plant, petroleum refinery, or storage terminal with a strong environmental and safety background, • Subject Matter Expert (SME) knowledge of applicable OSHA, NFPA, EPA, and NIOSH regulations in addition to significant familiarization with any additional Federal, State, and local regulations, • 10+ years supervisory experience, • Professional certifications such as CSP or CIH are highly preferred, • Excellent oral and written communication skills, • Excellent interpersonal skills to relate to all levels of the organization, • Proficiency with Microsoft software, • SAP experience preferred PHYSICAL/MENTAL REQUIREMENTS Continuously: hearing; smelling; seeing; maintaining stamina during workday; thinking analytically; understanding, assimilating and drawing conclusion from information and data; producing unique or creative solutions to problems; concentrating on tasks; maintaining attention span during workday; using English language correctly.
