Under the direction of the Chief Operating Officer, the Senior Director of Behavioral Health provides leadership, vision, and inspiration in planning, directing, and evaluating departmental administrative support services including financial, fiscal, information systems, facilities, human resources, and contracts and grants management; establishes collaborative relationships with outside agencies to better service patients. The Senior Director of Behavioral Health will ensure that the program operates within the mission and philosophy of the organization to serve and facilitate the comprehensive medical and behavioral health needs of the families in our community. SUPERVISORY RESPONSIBILITIES -Actively participates in patient complaint procedures to resolve operational problems. -Ensures compliance with NH policies and procedures, Federal/State regulations (ex. OSHA), and other grant requirements. -Provides all new hires with proper training and orientation to the WIC Program. -Evaluates staff performance and recommends merit increases, promotions, and disciplinary actions. -Identifies, analyzes, and facilitates resolution of any issues which are a barrier to the team achieving its goals. -Plays a vital role in the success of NH employee communication by keeping both staff and administration informed of any changes, ideas, concerns, etc. -Analyzes the resources (staffing, equipment, technology, etc.) available to the department and when appropriate, recommends changes to improve efficiency. • Prepares staff timecards for payroll processing. Monitors staff attendance, tardiness, and overtime trends., • Performs supervisory duties in accordance with the Managers Standards of Conduct and NH Mission Statement. ESSENTIAL DUTIES & RESPONSIBILITIES Under the general direction of the VP / Chief Operating Officer, the Behavioral Health Director performs a variety of complex, professional, analytical, and confidential behavioral health services. Duties include: • Formulating, implementing, and overseeing policies and procedures for operation of behavioral health department services., • Develops and implements quality protocols to improve the Behavioral Health program that will ensure that patients receive quality care of Behavioral Health care services, using peer review, medical record audits, grievances, and other appropriate mechanisms., • Creating a highly functioning work team environment, • Developing and providing clinical trainings and workshops to BH staff, • Fostering a trusting and professional environment, • Monitoring clinical staff fulfillment of duties and requirements pertaining to prospective fields., • Coordinating managed care services and referrals to outside agencies., • Building working relationships and referral networks with outside agencies, • Representing the BH department to outside stakeholders regarding Equity Health services; prepares and presents information regarding Equity Health service data., • In collaboration with the medical provider and care team, promotes healthy education on an individual or group basis to increase patient awareness of healthy behaviors., • Works as a team member with primary care staff in meeting the behavioral needs of our patients., • Facilitates the patient receiving other behavioral health services as needed such as inpatient, intensive outpatient, and psychiatric care., • Consults with multidisciplinary team to assure continuity of care between programs and comprehensiveness of health care plans., • Actively participates in client/patient complaint procedures to resolve operational problems., • Attending community and events to promote clinic services. Department Budget • Directing, overseeing, and coordinating data collection and management information systems to provide both financial and programmatic feedback for the improvement of both efficiency and effectiveness in achieving the mission of the BH department., • Expending administrative office funds to make purchases of assessment and therapeutic equipment required to perform duties., • Assisting the Director of Mission Advancement and CEO with grant application and fund development for BH services and social drivers of health programming. Participates in human resource activities for the Behavioral Health department, including: • Monitors credentialing and licensure., • Develop hiring standards of Behavioral Health clinicians and provides performance evaluations of BH staff and supervisors clinical capabilities., • Reviews performance concerns of Behavioral Health clinicians and creates corrective plans of action (motivates, coaches, counsels, and disciplines employees). REQUIRED QUALIFICATIONS: Education / Training Master’s degree in social work, psychology, or related behavioral health field. Experience Five years of progressive behavioral health senior management experience required. Knowledge of professional and ethical standards and practices. Knowledge of managed care, utilization management, case management, and disease management. Track record of program and funding development including grants and contracts. Ambulatory, public health and / or FQHC experience preferred. Licensure/Certification Licensed Clinical Psychologist or PHD in related field, preferred. Physical Requirements Prolonged sitting; infrequent to occasional walking or standing. Eye-hand coordination and manual dexterity sufficient to operate office and other electronic equipment. Corrected vision and hearing to normal range to record, prepare, and communicate appropriate reports. Ability to lift and carry items weighing up to 10 pounds. Ability to work under stressful conditions. Work Environment Normal medical office environment. Special projects may require irregular hours including evenings and weekends. OSHA Category III – Tasks do not involve contact with blood or body substances and the performance of Category I or II tasks are not a condition of employment.
