Job Description SALARY: Starting at $55,620 (commensurate with experience) SUMMARY: This analyst position concentrates on the administration and analysis of payroll-related benefits, education, and payroll processes. This role is responsible for ensuring proper integration of benefit deductions, administering approved education and training activities, and ensuring accurate payroll processing. DUTIES AND RESPONSIBILITIES: The essential duties of the Analyst, Accounting & Finance (Benefits, Education, and Payroll) include, but are not limited to the following: • Administer end-to-end payroll processing for employees and retirees, ensuring accuracy, timeliness, and compliance with federal, state, and local regulations., • Interpret and apply payroll laws, policies, and benefits to complex payroll situations., • Review and apply payroll adjustments, timecard changes, retroactive pay, off-cycle payrolls, retiree payrolls, and corrections with independent judgment., • Analyze payroll data to identify discrepancies and compliance risks and recommend actions., • Prepare benefit, education, and payroll data. Provide required forms, documentation, and payments in accordance with procedures., • Administer payroll-related benefits and integration, including health insurance, retirement plans, flexible savings accounts, health savings accounts, leave payouts, and voluntary deductions., • Partner with HR and the time-and-attendance system vendor to ensure data accuracy and timely issue resolution., • Assist employees' participation in approved education, training courses, and classes in accordance with office policies and procedures., • Verify education approval status, eligibility, and required documentation prior to enrollment., • Participate in internal and external audits and support the resolution of findings., • Participate in the preparation of the personnel services budget., • Maintain accurate benefit, education, and payroll records for audit, reporting, and compliance review., • Respond to and resolve employee inquiries regarding benefit deductions, approved education processes, time reporting, and payroll processes., • Act as a benefit deduction, education, payroll, and timekeeping resource to employees, management, and leadership., • Support special projects as assigned and as part of the Finance team., • Inform and advise management on benefits, education, and payroll implications related to policy and procedure changes., • Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with the organization's policy., • Perform other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice. SUPERVISORY RESPONSIBILITIES: This position does not have direct reports. SKILLS AND QUALIFICATIONS: • Years of experience required: Minimum of five (5) years of experience handling similar duties., • Education: Bachelor's degree (BA) preferred; equivalent experience considered., • Computer skills required: Advanced proficiency in Microsoft applications, especially working with Excel, Outlook, PowerPoint, and Word. Experienced in using computerized business systems, data entry, electronic processing, record management, and timekeeping attendance systems., • Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms., • Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability, and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision., • Ability to communicate professionally and interact effectively with all levels of personnel, including management staff and support staff., • Ability to work efficiently and effectively in a hybrid (remote and in-person) environment., • Demonstrate attention to detail, reliability, outstanding organizational skills, and the ability to learn new technology., • Ability to work on multiple matters simultaneously in an organized manner and under minimal supervision., • Flexibility and ability to respond quickly and positively to shifting demands., • Knowledge of municipal, county, and state government structure., • Exceptional computer skills with the ability to learn new software applications quickly., • Language Skills: Bilingual in English and Spanish preferred.
