Position Summary The Program Manager oversees two Rapid Rehousing (RRH) programs: CoC RRH in SPA 6 (families) and YHDP RRH in SPAs 5 & 6 (TAY ages 1824 and TAY-led families). This role provides day-to-day leadership, ensures high-quality services and outcomes in housing placement and stabilization, and maintains full compliance with all contracts and funder requirements. The Program Manager supervises program staff, supports strong case management and housing navigation, and ensures Housing First, Trauma-Informed Care, and youth-responsive practices are consistently applied. Key Responsibilities: Program Oversight & Compliance • Manage daily operations for both RRH programs and distinct eligibility populations., • Ensure compliance with HUD, LAHSA, CoC, and YHDP requirements., • Oversee enrollment, housing search, move-ins, and stabilization milestones., • Ensure accurate and timely HMIS documentation, CES participation, and reporting. Staff Supervision & Team Leadership • Supervise Case Managers, Housing Navigators, and Intake & Engagement Coordinator., • Provide coaching, performance feedback, and weekly case conferencing., • Support staff in managing caseloads for both families and TAY participants. Housing Navigation & Landlord Engagement • Support landlord recruitment, unit acquisition, and retention strategies., • Guide on tenancy issues, conflict resolution, and crises., • Ensure services align with RRH and Housing First best practices. Data, Reporting & Quality Assurance • Monitor benchmarks, housing placements, exits, and retention rates., • Review client files for accuracy and contract alignment., • Implement corrective actions and continuous quality improvement as needed. Partnerships & Collaboration • Attend LAHSA, CES, and YHDP coordination meetings., • Build and maintain strong relationships with Family CES, Youth CES, landlords, and community partners. Qualifications • BA in Social Services or related field required; Masters preferred., • 35 years experience in homeless services, housing, or TAY/family programs., • Minimum 2 years of supervisory or leadership experience., • Working knowledge of RRH, CES, HMIS, Housing First, and Trauma-Informed Care., • Experience working with both family and TAY populations strongly preferred.
