Our digital delivery centres are hi-tech, state-of-the-art facilities that allow our teams to maximise their capabilities.Job description A Product manager is responsible for facilitating a product team to build and release technology products or features. Product managers understand the business goals, the user needs for the service, and the different options for how to build and scope the digital product according to those needs. Product managers at HMRC can make use of multiple learning and development opportunities to develop their product management skills. Product managers at HMRC follow the government Digital and Data (GDaD) capability framework and career paths. This role is responsible for the Product Management function for the Employment Products and Personal Assets Tax product group within Personal Tax. You will be leading a small team of associate product managers, be responsible for the quaility and value of the, working with stakeholders to identify, implement and improve strategies and approaches for your product set. At this role level, you will: Lead products through different phases of the product life cycle, from discovery, through Development, delivery and continuous improvement, to retirement. Make decisions based on the overall quality and value of your products. Manage associate product managers and product managers. The successful candidate will create the future vision and strategy for our Technology services, platforms, and products, developing the product roadmap and releasing value through a clearly defined product backlog. Person specification Responsibilities:Deliver product or service features for the Employment Products. Define, explain, and iterate a product vision and roadmap that is compelling to your users, team and stakeholders. Define the scope of the service and the key features and adapt this as new information is learnt (e.g. as business objectives evolve or user research offers new insights). Engage stakeholders to get buy in for the product vision and roadmap. Work with a multidisciplinary product delivery team (civil servants or suppliers) with skills such as user research, service design, business analysis, or software engineering to shape the product and build it. Lead the team in working within constraints and drive clear communications, challenge validity, and maintain the agreed standards of the products. Work with the stakeholders in your area to understand different options for how a product might be developed, and the high-level financial case for the options. Own and maintain a backlog of user stories (which describe features and functions a user should be able to do on the product) and prioritise the order in which they will be built and released to users. These should be in line with the goals of the product set by the organisation. Work with user researchers to shape research activities to test the concepts behind new products, features, or prototypes, and/or test their usability. Work with team members, such as performance analyst and user researchers, to gather user insights and feedback on live products so that they can be iterated and improved Set measurable goals for your product and report against these to demonstrate progress against stated benefits. Demonstrating leadership experience in how to integrate a product with other services and products. Have awareness to design operational processes for the running and maintenance of products or services throughout their product life cycle. Work with designers and researchers in your area to ensure the products and services are suitably adapted to meet accessibility standards. Participate in, and contribute to the Product management community of practice, whether through taking part in community initiatives, running sessions or talks, or other activities which support other product managers. Essential Criteria: The successful candidate will need to demonstrate practical experience in the following key essential criteria:Developing a product vision, strategy, and roadmap of changes for the business-critical products. Leading and developing a team of product managers, by exhibiting the HMRC values and Respect at Work principles. Developing a professional Product Management function and support team development. Experience of building and maintaining positive relationships with stakeholders, including negotiating with stakeholders on difficult issues Experience of being able to prioritise work based on what is valuable to do first and getting buy in from stakeholders for any associated project plans/ rollout plans/ roadmaps. Demonstrate experience of leading multidisciplinary teams to deliver products through various stages of the product lifecycle. Experience of understanding problems within a service, product or process, and finding a positive solution to resolve the issue. Proven experience of developing the product priorities aligning to HMRC and CDIOs strategy, working with the Lead Product Manager and other stakeholders to shape how the product is iterated, in a way that improves the experience for business users and customers. Demonstrate the ability to understand how to measure and track success of a project, service, or process change. Demonstrate the ability to understand user needs, business needs, and turn these into a backlog of actionable features or product opportunities. Interpretation of change making it easy for teams and stakeholders to understand how the product roadmap aligns and delivers against the proposed changes and the user needs. Demonstration of the ability to use qualitative or quantitative research (e.g. customer feedback, market research, service metrics, et cetera) to gain insights on a problem.
