Job Description TARC will be launching the New TARC Network next summer and we want you to be a part of it! The New TARC Network will mark a new chapter in TARC history and will allow the agency to provide better, more reliable service on major corridors across the City. TARC is looking for transit professionals who want to help us deliver high-quality bus service to the Louisville community. GENERAL SUMMARY: Performs supervisory as well as advanced work in the administration of training and dispatch operations; plans, assigns, directs, and evaluates the work of various staff supporting transportation by calling for and scheduling daily overtime/extra work for operators; supervising am/pm clerks; and assists the dispatch manager with the daily work activities of the Dispatch Office. This position will support a safety and customer service culture through programs, procedures, and other related work to achieve TARC’s mission and strategic outcomes. The position is responsible for meeting or exceeding all TARC policies and procedures with strict adherence to all local, state, and federal regulations; and performing related duties as assigned. SUPERVISORY RESPONSIBILITIES: Clerks and Coach Operators ESSENTIAL DUTIES AND RESPONSIBILITIES: • Plans, organizes, assigns, and supervises the staff, operations, and activities of an assigned administrative function of training and dispatch., • Schedules, assigns work and assigns coaches and operators for emergency runs., • Manages staffing, attendance, disciplinary, determines extra pay for extra work, and pay sheets., • Relays information between coaches to coordinate customer pick-ups., • Ensures employees have proper supplies to perform their jobs., • Reviews all accident and incident reports for accuracy and completeness; summarizes in the logbook., • Marks out buses by appropriately matching available buses and routes to be run., • Responds to operator radio calls., • Performs administrative functions such as answering phones, processing mail, developing and creating forms, and communicating all shift information to relieving dispatch supervisor., • Ensures compliance with federal, state, local, and organizational policies and procedures., • Recommends the appointment of personnel; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures as requested; maintains discipline and high standards necessary for the efficient and professional operation of the department., • Attends meetings, conferences, workshops, and training sessions, and may represent the Maintenance Department as assigned; works with other government agencies, civic and community organizations, professionals, consultants, committees, and others as needed to accomplish assignments., • Performs other job-related duties as required. MINIMUM EDUCATION AND EXPERIENCE: • High school diploma or GED;, • Three (3) years of training and dispatch experience in a transit-related field., • Possession of, or ability to obtain, a valid Kentucky or Indiana Commercial Class B Driver's License with a passenger and air brakes endorsements within 60 days of hire. KNOWLEDGE, SKILLS, AND ABILITIES: • Principles and practices of personnel management including supervision, training, and performance evaluation., • Advanced principles and practices of employee training and development., • Training resources, equipment, and methods of training presentations and aids., • Kentucky or Indiana commercial testing regulations., • Sources of federal, state, and local funding used for organization programs., • Use of visual delivery media and public speaking in classroom settings., • Adult learning theory., • Methods of designing training courses., • General principles and practices of budget development, preparation, and expenditure control., • Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of resources., • Various methods and techniques to reach mutually agreeable solutions and outcomes., • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly., • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar., • Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation., • Supervise, coordinate, and oversee complex programmatic activities in training staff., • Perform field analysis of safe performance; determine best methods to instruct operators on corrective action., • Remain aware and current on all service updates, revisions, and bulletins that relate to operator performance and customer service., • Conduct computer-based performance assessment utilizing software to evaluate the proficiency of knowledge, skills, and abilities of trainees throughout the completion of training., • Select and supervise staff; develop and direct people as they work by providing training to ensure tasks are performed effectively; evaluate performance in an objective and positive manner., • Evaluate and develop improvements in operations, procedures, policies, or methods., • Prepare and administer large and complex budgets and allocate limited resources in a cost-effective manner., • Research, analyze, and evaluate service delivery methods, procedures, and techniques., • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax., • Prepare clear and concise administrative and management reports., • Establish and maintain cooperative working relationships with those contacted in the course of business, including employees, the Board of Directors, government entities, contractors, the community, and the general public., • Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks. WORKING CONDITIONS: Work is performed in a moderately noisy environment, with frequent interruptions and a varied workday. Work will require some level of mobility including bending, kneeling, and crouching. The employee will be exposed to loud noises, dust, orders, diesel fumes, vehicle exhaust and/or airborne particles. Must be available to work nights, weekends, holidays, and all shifts.
